Removing difficulties, promoting potential
Reporting at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Thien Van informed that in order to successfully implement the goals and tasks of state management of natural resources and environmental protection in the province in 2024 and the following years, the Dak Lak Provincial People's Committee proposed that the Ministry of Natural Resources and Environment pay attention to directing, guiding or reporting, requesting the Government and the Prime Minister to promptly resolve a number of difficulties and problems of the province, including:
Regarding Land Management, Dak Lak proposed to consider and supplement a number of regulations on the preparation of detailed land use plans for the areas of forestry farms handed over to local management; requested the Ministry of Natural Resources and Environment to consider researching, synthesizing, and reporting to the Prime Minister to adjust land use targets until 2025 in the province to ensure land use targets for implementing large works and projects in the province; proposed to have regulations on specific mechanisms in land recovery, land allocation, and land lease for exploitation and use of mineral mines as common construction materials when implementing the construction of the Khanh Hoa - Buon Ma Thuot expressway; In addition, requested the Ministry of Natural Resources and Environment to consider and coordinate with the Ministry of Agriculture and Rural Development and relevant ministries and branches to issue documents guiding and directing specifically the assignment of agencies and organizations to measure and determine the reserves and areas of natural forests belonging to projects with land recovered.
Regarding cadastral surveying and mapping, granting certificates, building land databases and land inventories in 2024, due to low provincial budget revenue, it is proposed that the Ministry of Natural Resources and Environment continue to pay attention to supporting central funding with an amount of 32 billion VND for Dak Lak province to organize the implementation of land inventory tasks and create maps of current land use status.
In the field of environmental protection, the province proposed that the Ministry of Natural Resources and Environment preside over and coordinate with relevant ministries and branches to promptly implement a plan to review, supplement, and promulgate new TCVN, QCVN, and technical and economic norms on domestic solid waste to meet practical requirements; promulgate specific plans, measures, and roadmaps to limit the treatment of domestic solid waste by direct landfill technology and clearly define the responsibilities for domestic waste management among sectors and levels.
Regarding minerals, Dak Lak recommends that the Ministry soon complete and advise on the promulgation of a new Law on Geology and Minerals to resolve difficulties and obstacles, serving the state management of minerals in the new period; provide specific instructions and regulations on the transmission of data from weighing stations and surveillance cameras at mineral mines to management agencies for monitoring and supervision; provide regulations and instructions to simplify procedures and documents for projects on exploiting minerals for common construction materials, especially for land leveling, etc.
Regarding Water Resources, Hydrometeorology and Climate Change, Dak Lak proposed to soon issue regulations on technical and economic norms for the following tasks: Developing and updating the action plan to respond to climate change in Dak Lak province, period 2021 - 2030, vision to 2050; Regulating water levels corresponding to flood warning levels at river and stream locations in Dak Lak province; Delimiting restricted areas for groundwater exploitation in Dak Lak province; adjusting regulations on the purpose of using water resources to suit reality...
Speaking at the meeting, Chairman of the Provincial People's Committee Pham Ngoc Nghi emphasized that Dak Lak has great advantages in terms of land and human resources but has not yet been able to fully exploit them. Therefore, he hoped that the Ministry of Natural Resources and Environment and the Central Government would create favorable conditions and support mechanisms for the locality to exploit and fully exploit its advantages. Based on the proposals and recommendations of the province, the Ministry of Natural Resources and Environment reported to the Prime Minister and directed the Ministry's specialized units to closely coordinate with the province in removing difficulties and obstacles in the field of natural resources and environment management; at the same time, creating favorable conditions for Dak Lak province to complete its assigned tasks.
Developing Dak Lak quickly and sustainably based on green, circular economy
Concluding the meeting, Minister Dang Quoc Khanh was impressed with the natural conditions of Dak Lak and expected that under the leadership and solidarity of the Dak Lak government, the locality would develop its economy and society quickly and sustainably based on a green and circular economy. Along with preserving the cultural identity of ethnic groups, Dak Lak province would become a unique and attractive destination for domestic and international tourists.
To do this, in the management of environmental resources, Minister Dang Quoc Khanh suggested that localities pay special attention to land management, especially at a time when the Land Law (amended) has just been passed by the National Assembly. In particular, it is necessary to promptly develop a land price list; improve the quality of land data management, regularly update and supplement the land database to ensure that it is sufficient, viable, clean and enriching; resolve the backlog of granting land use right certificates to people who have no disputes or do not violate land laws; resolve land use in accordance with the correct procedures and regulations of the law; review and reclassify all agricultural and forestry land...
In addition, pay attention to environmental management, water resources and minerals; especially waste classification at source; increase the application of new technology in waste treatment; use resources and energy economically and effectively; operate, manage and use water resources economically.
Taking a practical example from attracting tourism development associated with ecological diversity in Ha Giang, the Minister suggested that Dak Lak focus on protecting land and forest resources, water resources, and strictly protecting the environment to attract domestic and foreign tourists and thereby promote the richness and biodiversity of the locality...
In addition, with the importance of the strategic location of the Central Highlands, Minister Dang Quoc Khanh said that currently, the General Department of Hydrometeorology and the National Remote Sensing Department of the Ministry with their expertise will support the province with data to forecast and assess geological disasters; forest fire forecasting; especially in the work of observing and monitoring images around the border areas that pose a threat to national security and defense...
Speaking at the meeting, Secretary of the Provincial Party Committee Nguyen Dinh Trung said that to contribute to stabilizing socio-economic development, ensuring national defense and security of the locality, it is necessary to associate with five factors: Land - Water - Forest - Religion and Ethnicity. Most of the five factors are under the state management of the Ministry of Natural Resources and Environment. Therefore, the working trip of the Ministry of Natural Resources and Environment has resolved difficulties and obstacles. Secretary of the Provincial Party Committee Nguyen Dinh Trung said that this will be an important basis to help Dak Lak province improve state management of natural resources and environment in the coming time.
