Stick to the project to urge progress
By March 28, 2025, Dak Nong disbursed public investment capital of VND 192 billion/VND 4,041 billion, reaching 4.76% of the plan.
Dak Nong's public investment capital in 2025 is huge. To achieve the highest target, from the beginning of the year, Dak Nong has focused on many solutions to speed up progress. One of the solutions Dak Nong has implemented is to closely monitor each project in the field to urge disbursement.
Many field inspection teams led by the Chairman, Vice Chairman of the Provincial People's Committee, and Directors of Departments and Branches directly inspected each project. Obstacles and difficulties in the project implementation process were gradually identified and resolved. The Chairman of the Provincial People's Committee chaired the work with investors and met contractors at the construction site to grasp the progress.
Since the beginning of 2025, there have been 5 field inspection teams that have gone directly to ongoing projects to grasp difficulties and urge progress. Among them, many key projects with large capital sources have been urged regularly.
Regarding the disbursement of investment capital, Acting Director of the Department of Finance Tran Dinh Ninh said that the Provincial People's Committee and the Department of Finance have resolved almost all issues related to disbursement.
The unit has asked for opinions from investors on any related issues that the unit has not supported, or has not supported enthusiastically to overcome, including funding.
“All relevant documents have been promptly sent to investors and contractors. We have even sent directors and deputy directors to supervise and urge each project. In many cases, to speed up progress, the Department of Finance has also done some procedures for investors,” Mr. Ninh affirmed.
According to Mr. Ninh, the Department of Finance has called investors directly to grasp the progress, as well as difficulties, and propose capital transfers.
However, most investors are still committed to disbursing all the money. So far, no investor has proposed any transfer. By April 30, 2025, the Department of Finance will synthesize and review again to have a solution.
At the working session with the Provincial Construction Investment Project Management Board, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi emphasized that now, there is no other way, the project investor must be flexible and proactive.
The Project Management Board urges construction units to speed up settlement to increase disbursement capital. For any projects or constructions that are still stuck, report immediately to resolve them.
Regarding site clearance, the Chairman of the Provincial People's Committee is ready to go down with the localities to directly mobilize each household in the project area. Once the site is available, the project can be implemented. When the project is put into operation, the people will benefit greatly.
No way back
In 2025, the total public investment capital of Dak Nong is 4,041 billion VND. This is a very large source of capital. Without real determination and drastic measures, it will be very difficult to complete.
Acting Director of the Department of Finance Tran Dinh Ninh said that the Department of Finance has divided and arranged sufficient capital. Based on the synthesis of departments and branches, the Department of Finance will handle it immediately.
“The department will take drastic measures. Units will synthesize, review and report immediately. Avoid situations where the merger will be difficult later,” said Mr. Ninh.
At the 3-level online conference to assess the socio -economic situation on April 3, the Deputy Secretary of the Provincial Party Committee and Chairman of the Dak Nong Provincial People's Committee emphasized that the disbursement of public investment capital in general and the 3 national target programs in particular are currently basically no longer stuck in any mechanisms.
Therefore, the Provincial People's Committee requests localities and investors to review, otherwise they will be at fault with the people. As for individuals who have the idea of waiting for the merger to cause work to stagnate and be interrupted, that locality or organization will take full responsibility.
“The Department of Home Affairs and related departments and sectors monitor the working attitude of cadres, civil servants and public employees. If anyone has a lazy or negligent mindset, they must be corrected immediately. If we have one day left in a position, we will fulfill our responsibilities for that day. Because at present, there are basically no problems. If any locality does poorly, the responsibility will be assigned to that cadre or locality,” Chairman of the Provincial People’s Committee Ho Van Muoi directed.
Chairman of Dak Nong Provincial People's Committee Ho Van Muoi emphasized that for the Gia Nghia - Chon Thanh Expressway Project, we must be ready, make efforts, and strive to start construction as soon as possible. Regarding key projects, investors must promote their responsibilities to speed up progress.
The Department of Finance reviews and synthesizes to have a plan to transfer capital and accelerate disbursement. Where our authority is, we must do it. More than ever, at this time, we must share together, share responsibility, and work will flow.
“There is no turning back in capital disbursement now, everyone should join in to speed up the disbursement process. Avoid the mindset of waiting for the merger to be completed before making any decisions. The head of any unit that does not do anything or does not cooperate must take full responsibility,” Chairman of the Provincial People’s Committee Ho Van Muoi directed.
In 2025, Dak Nong's public investment capital plan is 4,041 billion VND . Of which, the capital plan for 2024 is 365 billion VND; the capital source for 2025 is 3,676 billion VND. By March 14, 2025, Dak Nong disbursed 192 billion VND/4,041 billion VND, reaching 4.76% of the plan.
