The Vĩnh Hảo - Phan Thiết highway rest stop project is behind schedule.

On September 12th, Project Management Board 7 (Ministry of Construction) announced that the Vinh Hao - Phan Thiet expressway project is facing many difficulties in land clearance, especially slow disbursement of funds, which risks affecting the completion progress and the time for organizing toll collection for capital recovery in early 2026.

According to Mr. Pham Quoc Huy, Deputy Director of Project Management Board 7, to date, the handover of land for the construction of the Vinh Hao - Phan Thiet expressway rest stop at Km144+560 has only been partially completed (1.67/10.86 hectares). The remaining portion is hampered by 14 households, several long-standing disputes, and an agricultural production project with ongoing ownership disputes.

This situation is preventing the contractor from carrying out construction on essential items such as toilets and parking lots for the public.

Similarly, the U-turn lanes for traffic monitoring and control systems at the Cho Lau, Dai Ninh, and Ma Lam intersections have not yet been handed over, as the local authorities are still awaiting guidance on land clearance procedures.

Alarmingly, the disbursement of funds for land clearance is progressing very slowly. Of the total allocated amount of nearly 113.5 billion VND (including funds carried over from 2024), only over 8.8 billion VND has been disbursed, leaving more than 104.6 billion VND to be disbursed in 2025. If this is not completed within this deadline, the project will not receive further funding in subsequent years, meaning the locality will have to balance the payment source itself.

Project Management Board 7 warns that if land clearance and disbursement issues are not resolved promptly, the project will be delayed, potentially postponing the toll collection period for capital recovery compared to the early 2026 deadline set by the Government and the Ministry of Construction . This will not only slow down the investment recovery process but also waste allocated resources.

Project Management Board 7 recommends that the Lam Dong Provincial People's Committee direct decisive action to resolve land disputes completely and hand over at least 2 hectares of continuous land in the rest stop area by September 2025. At the same time, they should expedite the completion of compensation and land clearance procedures for the remaining items and accelerate the disbursement of funds to ensure the project begins collecting tolls as planned.

The Vinh Hao - Phan Thiet expressway, spanning 100.8km (passing through Lam Dong province), was put into operation in May 2023.

According to the plan, this road will have two rest stops, located at Km144+560 and Km205+092. Currently, both rest stops are behind schedule, with one unable to begin construction due to land clearance issues.
