On the afternoon of April 21, Ho Van Muoi, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Dak Nong province, chaired a meeting of the Steering Committee for the implementation of the Gia Nghia - Chon Thanh expressway project.

The Gia Nghia - Chon Thanh expressway project is divided into 5 component projects. Of these, Dak Nong province is in charge of 2 component projects: Component Project 2 and Component Project 4. It is expected that Dak Nong will commence construction on Component Project 2.
Component project 2 is currently being reviewed by the Department of Construction and will be submitted to the Provincial People's Committee for approval. The Provincial Investment and Construction Project Management Board has submitted the design documents to the Department of Construction for review.
The Department of Construction, in coordination with the investor, has reported to the Ministry of Construction and agreed to hold the groundbreaking ceremony for Component Project 2 in April 2025.

At the meeting, several difficulties in the implementation process were raised by the relevant parties, such as: the consulting team had not yet determined the scope of land clearance; the consulting unit was still confused about the project's intersection and the local road; the separation between Component Project 1 and Component Project 2 was inadequate, leading to many shortcomings in the bidding documents.

Regarding these difficulties, the Director of the Provincial Investment and Construction Project Management Board, Ha Sy Son, affirmed: "The unit is coordinating with the consultant to complete the documentation. With these difficulties, the unit will coordinate to handle them very smoothly; they are not major issues."
On the local side, the Chairman of the People's Committee of Dak R'lap district, Nguyen Quang Tu, said: "The district has proactively prepared the land to serve the project's commencement. We have successfully persuaded 3 households to agree to cut down trees and prepare the land for handover to the investor for the commencement site."

At the meeting, the Steering Committee focused on discussing and finding solutions to overcome some difficulties related to Component Project 4.
Speaking at the meeting, the Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Dak Nong province, Ho Van Muoi, informed that the province has decided to start the Gia Nghia - Chon Thanh expressway project one day earlier than planned (April 29, 2025), meaning the official groundbreaking will take place on April 28, 2025.
Chairman of the People's Committee of Dak Nong province, Ho Van Muoi, instructed that time is running out, and the investor, local authorities, and relevant units should complete all preparations to be ready for the groundbreaking ceremony.
Regarding the venue for the groundbreaking ceremony, the investor and local authorities have made thorough preparations, ensuring all necessary conditions are met. The ceremony should be as simple as possible, focusing on economy, avoiding extravagance and ostentation.

The investor, local authorities, and relevant units are preparing all necessary conditions to invite all relevant parties from the central to local levels to attend, as this is a major event for the province.
As for Component Project 4, we should prioritize addressing issues that are easily resolved first. Those that are particularly difficult will be tackled gradually. The goal is to accelerate project implementation and fund disbursement.
The Gia Nghia - Chon Thanh expressway project is divided into five sub-projects. Specifically, Sub-project 1 is implemented under a public-private partnership (PPP) model. Sub-project 2 involves the construction of access roads and overpasses across Dak Nong province. Sub-project 3 involves the construction of access roads and overpasses across Binh Phuoc province. Sub-project 4 covers compensation, support, and resettlement for the section across Dak Nong province. Sub-project 5 covers compensation, support, and resettlement for the section across Binh Phuoc province.
