Comrade Vu Xuan Tinh - Head of the Irrigation Sub-Department, Deputy Chief of Office of the Provincial Steering Committee for Disaster Prevention and Control said: “At this time, the weather in the province is complicated, with heavy rains, floods, landslides, rocks falling into houses... affecting people's lives and the socio-economic development of the locality. The Provincial Steering Committee for Disaster Prevention and Control strengthens direction to localities, management and exploitation units, focusing on regulating water resources, repairing key construction items. At the same time, regularly inspect and assess the safety level of reservoirs in the area, minimizing natural disasters caused by floods and rains”.
The Provincial Steering Committee for Disaster Prevention and Control advises the Provincial People's Committee to issue documents directing and operating the work of ensuring the safety of lakes and dams during the rainy season. In particular, focusing on directing all levels, sectors and localities to consider disaster prevention and control as the top priority task, mobilizing the participation of the entire political system to conduct inspections and strengthen the safety of lakes, canals and dams. Implement the "4 on-site" motto, respond appropriately to natural disasters according to each level of risk. Request the People's Committees of districts, cities, management and exploitation units to develop plans to ensure the safety of construction works to prevent, combat and respond to all possible natural disaster situations. Management units deploy maintenance, repair and maintenance of construction works, organize on-duty shifts, and closely monitor the development of floods and rains on rivers, streams, lakes and dams.
Over the past year, the Provincial Steering Committee for Disaster Prevention and Control at all levels has inspected over 70 hydropower projects in lakes, dams, streams and creeks. The inspections show that the projects are operating safely and stably; there are no cracks, subsidence, displacement, deformation, water seepage or dam breakage. Thanks to the management, exploitation and use of water resources from rivers and streams, organizations and individuals have effectively exploited power generation, agricultural production, daily life and aquaculture.
Ban Chat Hydropower Plant ensures water discharge process during flood season.
Nam De stream in Son Binh commune (Tam Duong district) has abundant water resources, enough for 3 hydroelectric plants with capacity from 1.8 - 12 MW to operate. Dozens of households and cooperatives have invested in building tanks, dams, and exploiting water resources for large-scale aquaculture (sturgeon, salmon) bringing high economic efficiency. The Commune Steering Committee for Disaster Prevention and Search and Rescue has increased inspections and requested groups and individuals to repair the lake, culvert, and dam drainage system during the flood season.
Mr. Pham Van Dinh - Chairman of Son Binh Commune People's Committee said: "Before the rainy season, the Commune People's Committee organizes inspections and management of water flow, dams, and pipes on Nam De stream to ensure no cracks or degradation. Assign civil servants to regularly provide information on minimum flow discharge after hydroelectric dams in the area; inspect and resolve the implementation of regulations on minimum flow discharge after dams of hydroelectric plants. At the same time, coordinate with professional staff of provincial and district agencies to review and appraise documents, guide enterprises, cooperatives, and households to complete procedures in accordance with the current status of water sources, avoiding damage to people and property during the rainy season".
For example, the Ban Chat Hydropower Plant was built with a dam and reservoir on the Nam Mu River in Muong Kim Commune (Than Uyen District). For many years, the plant has followed the correct procedures and water discharge schedules at the reservoir to ensure water regulation during the rainy and flood season. According to people in Muong Kim Commune, thanks to the dam and reservoir of the hydropower plant, water is scientifically regulated, contributing to minimizing natural disasters, helping people boost agricultural production and develop a sustainable economy. To ensure the safe operation of the reservoir and dam during the rainy and flood season, the plant is currently strengthening inspection and maintenance work, early detection of cracks for timely repair.
For hydropower plants in the area, a plan for PCTT&TKCN and a mechanism for coordinating the operation and regulation of flood discharge of reservoirs and inter-reservoirs in the same basin in line with the actual rainfall situation have also been developed. The team of engineers and workers have implemented well the reservoir operation process and the flood discharge equipment system; proactively monitored the upstream water level of the reservoir and the water level on rivers and streams in downstream and low-lying areas to proactively have a plan to regulate the reservoir effectively.
With the initiative of the Provincial and District Steering Committees for Disaster Prevention and Control and the dam management and operation unit, we believe that this year's flood season, Lai Chau province will minimize the damage caused by natural disasters to the property of the State and people.
