Comrade Nguyen Dinh Vinh - Deputy Director of the State Bank of Vietnam (SBV) Branch Region III said: “Cashless payment (TTKDTM) is gradually becoming an inevitable trend in the period of explosive development of technology and comprehensive digital transformation. Currently, SBV Branch Region III is strengthening the direction of banks in Lai Chau province to actively and synchronously implement many solutions to create maximum convenience for organizations and individuals to use online transactions. Commercial bank branches in the area focus on deeply and widely propagating to the people about the benefits of TTKDTM, building the habit of not using cash, contributing to ensuring social security”.
Implementing the Project on developing e-commerce for the period 2021 - 2025 in Decision No. 1813/QD-TTg dated October 28, 2021 of the Prime Minister , the State Bank of Vietnam Provincial Branch (now the State Bank of Vietnam Regional Branch III) advised the People's Committee of Lai Chau province to issue Plan No. 4475/KH-UBND dated December 31, 2021 and many documents directing provincial departments, branches, and People's Committees of districts and cities to implement synchronously and effectively. Commercial bank branches in the province focus on investing, upgrading, and adding utilities and services in the direction of promoting the application of new technologies to core banking services, such as: payment, credit, deposit receiving; developing a digital ecosystem, digital payment connecting with many other services. Many banking operations have been basically completely digitized; Deploy cleaning of existing customer database to ensure the account system, customer information stored at the unit is accurate, eliminate spam accounts, impersonation when opening accounts.
As of May 31, 2025, the province has 9 credit institutions with 40 fixed transaction points; 37 ATMs, 43 POS machines. Commercial bank branches in the province have 207,447 QR code payment accounts reaching over 19,000 points, covering 100% of communes, wards and towns (an increase of 102.1% compared to the end of 2020). The inter-bank electronic payment system and internal payment of credit institutions are increasingly modern, safe and stable. The system of commercial bank branches in the area actively develops financial products and services based on digital platforms at administrative centers, schools and hospitals in the area, helping people in remote, isolated and border areas access modern, convenient and low-cost services such as: internet banking, mobile banking, e-wallets, QR code payment, etc.

Commercial bank branches promote integration and expand connections with other industries and fields to establish a digital ecosystem and provide a variety of products and services with a seamless and consistent experience for customers. Continuously expand cooperation with service providers in different fields, such as electricity, telecommunications, schools, hospitals, insurance, public administrative units, taxes... to maximally meet customers' payment needs. Up to now, 100% of the targets set for the end of 2025 in Plan No. 4475/KH-UBND dated December 31, 2021 of Lai Chau Provincial People's Committee have reached the finish line early and exceeded the plan. For example, the rate of online fee and charge payment records in handling administrative procedures on the provincial National Public Service Portal has grown strongly. In 2021, the province only reached 0.04%, in 2024 it broke through to 61.2%; In the first 5 months of 2025, there were 6,859 online payment records, reaching 71.5%.
In Lai Chau city, e-commerce is developing strongly. Businesses create favorable conditions for people to form the habit of paying through non-cash bank accounts. Currently, the city has up to 73% of orders paid via internet banking, QR code. Talking to us, Ms. Nguyen Thi Thanh in group 22 (Dong Phong ward, Lai Chau city) said: "In the past 5 years, I have used a smartphone, connected to internet banking, QR code for money transfer when making transactions. This helps me save time, limit confusion and errors".
In addition to the benefits of e-commerce, people in the province also need to be vigilant against scams by high-tech criminals, stealing OTP codes, internet banking links, call centers, and fake apps to commit fraud. Thus, e-commerce promotes the development of the digital economy , building a digital society and digital transformation in all fields.
