Comrade Nguyen Dinh Vinh - Deputy Director of the State Bank of Vietnam (SBV) Branch Region III, stated: “Cashless payment is gradually becoming an inevitable trend in the era of explosive technological development and comprehensive digital transformation. Currently, the SBV Branch Region III is strengthening its direction to banks in Lai Chau province to actively implement many solutions to create maximum convenience for organizations and individuals using online transactions. Commercial bank branches in the area are focusing on extensively disseminating information to the people about the benefits of cashless payment, building a habit of not using cash, and contributing to ensuring social security.”
In implementing the Project on the Development of Non-Cash Payment Systems for the period 2021-2025 as stipulated in Decision No. 1813/QD-TTg dated October 28, 2021, of the Prime Minister , the State Bank of Vietnam's Provincial Branch (now the State Bank of Vietnam's Regional Branch III) advised the Lai Chau Provincial People's Committee to issue Plan No. 4475/KH-UBND dated December 31, 2021, and numerous directives to provincial departments, agencies, and district and city People's Committees to ensure synchronized and effective implementation. Commercial bank branches in the province focused on investing in, upgrading, and supplementing utilities and services, promoting the application of new technologies to core banking services such as payments, credit, and deposit taking; developing a digital ecosystem and digital payments connected with many other services. Many banking operations have been fundamentally digitized. Deploy cleaning of existing customer database to ensure the account system and customer information stored at the unit are accurate, eliminate spam and impersonation accounts when opening accounts.
As of May 31, 2025, the province had 9 credit institutions with 40 fixed transaction points; 37 ATMs, and 43 POS machines. Commercial bank branches in the province had 207,447 QR code payment accounts, reaching over 19,000 points, covering 100% of communes, wards, and towns (an increase of 102.1% compared to the end of 2020). The interbank electronic payment system and internal payment system of credit institutions are becoming increasingly modern, safe, and stable. The commercial bank branch system in the province is actively developing digital-based financial products and services at administrative centers, schools, and hospitals in the area, helping people in remote, mountainous, and border areas access modern, convenient, and low-cost services such as internet banking, mobile banking, e-wallets, and QR code payments.

Commercial bank branches are promoting integration and expanding connections with other industries and sectors to establish a digital ecosystem and provide a diverse range of products and services with a seamless and consistent customer experience. They are continuously expanding cooperation with service providers in various fields, such as electricity, telecommunications, schools, hospitals, insurance, public administration units, and tax authorities, to meet the maximum payment needs of customers. To date, 100% of the targets set for the end of 2025 in Plan No. 4475/KH-UBND dated December 31, 2021, of the Lai Chau Provincial People's Committee have been achieved ahead of schedule and exceeded the plan. For example, the rate of online payment of fees and charges in administrative procedures on the province's National Public Service Portal has grown strongly. In 2021, the province only achieved 0.04%, but in 2024 it surged to 61.2%. In the first 5 months of 2025, there were 6,859 online payment records, reaching 71.5%.
In Lai Chau city, the use of cashless payment methods is developing rapidly. Businesses are creating favorable conditions for people to develop the habit of paying through bank accounts without using cash. Currently, up to 73% of orders in the city are paid via internet banking and QR code. Speaking with us, Ms. Nguyen Thi Thanh from Group 22 (Dong Phong Ward, Lai Chau City) said: “For the past 5 years, I have used my smartphone, connected to internet banking and QR code to transfer money when making transactions. This helps me save time and reduce mistakes.”
Besides the benefits of e-commerce, people in the province also need to be vigilant against the scams of high-tech criminals who steal OTP codes, internet bank links, call centers, and fake apps to commit fraud. Thus, e-commerce promotes the development of the digital economy , the building of a digital society, and digital transformation in all fields.
