In order for the apparatus to operate smoothly and ensure that the government is close to the people and the grassroots, localities in Vinh Long province focus on arranging and assigning cadres, along with focusing on many solutions for socio -economic development and preparing well for the Party Congress for the 2025-2030 term.

Government close to the people, close to the grassroots
Ben Tre Ward was merged from Ward 7, Binh Phu Commune (former Ben Tre City) and Thanh Tan Commune (former Mo Cay Bac District). In order for the two-level government model to operate smoothly, Ben Tre Ward focuses on assigning and arranging work for each cadre and civil servant. In addition to the old commune and ward level cadres and civil servants, there are also cadres from the province and city who have come to hold important positions in the ward. Despite the new work and new environment, these cadres have made efforts to keep up with the assigned tasks.
Dong Anh Thu, an officer at the Ben Tre Ward Public Administration Service Center (PPSC), said: “To ensure my work, I take the time to learn and research documents related to the work assigned to me. “Officers at the center need to understand new regulations and documents to guide people to complete and accurately fill out paperwork according to the administrative procedures,” Dong Anh Thu shared.
Mr. Tran Hoang Kha came to the Ben Tre Ward Public Security Center to install level 2 identification and shared: “I am satisfied with the guidance of the staff at the center. When I came here, I was guided right from the first step, so it was done very quickly and saved time.”
Secretary of the Ben Tre Ward Party Committee Chau Van Binh said: The locality prioritizes the arrangement of cadres to work at the Center for Public Administration. Each cadre must ensure standards, politeness in communication, and good professional skills to guide people according to the motto of "service". The locality is determined to build the "brand" of Ben Tre Ward through the Center for Public Administration.
According to comrade Chau Van Binh, the difficulty is that cadres and civil servants come from many sources and are not familiar with the work. However, each cadre and civil servant must diligently study and understand superior documents and specialized documents to ensure that they can perform their assigned tasks well.
Like Ben Tre ward, Phu Tuc commune also focuses on the work of arranging and assigning cadres to ensure effective, efficient and effective operations. Secretary of Phu Tuc commune Party Committee Phan Song Toan said: Based on the guiding documents of the Central and higher levels, the Executive Committee and Standing Committee of the Commune Party Committee have led the implementation of organizing and perfecting the political system at the grassroots level.
Specifically, 5 advisory and support agencies of the Party Committee were established, 6 new Party cells and grassroots Party committees were established and appointed; at the same time, 58 Party cells directly under the Party Committee were established and re-appointed to ensure comprehensive and close leadership from the grassroots. In addition, 1 Party cell and 9 neighborhood Party cells were renamed to hamlet Party cells to unify the names according to the new model, in line with the practice of organizing rural administrative units.
“The advisory and support agencies of the Party Committee, the Fatherland Front, departments and offices have issued working regulations, which clearly define the functions, tasks, powers and working relationships between agencies and units. The units have announced specific assignments for each cadre and civil servant, ensuring that the person, the job and the responsibility are clear, contributing to improving the effectiveness and efficiency of operations and strengthening discipline and administrative order in the entire grassroots political system,” added Phan Song Toan, Secretary of the Phu Tuc Commune Party Committee.
Focus on Party Congresses at all levels
Along with ensuring the smooth operation of the apparatus, localities are urgently preparing for the Party Congresses of communes and wards for the 2025-2030 term. According to Ben Tre Ward Secretary Chau Van Binh, the unit has completed the draft decision to establish the Document Subcommittee and the Organization Subcommittee to serve the 1st Congress of Ben Tre Ward Party Delegates for the 2025-2030 term, as well as the establishment of support groups.
In addition, the ward also proactively coordinated with the Party Committees before merging administrative units (Ward 7, Binh Phu Commune and Thanh Tan Commune) to draft a political report, a review report of the Party Committee for the 2020-2025 term, a draft resolution of the congress for the 2025-2030 term, and submitted it to the Standing Committee members and the Party Committee of Ben Tre Ward for contribution... and then supplemented, corrected, and sent it to the Propaganda and Mass Mobilization Department of the Provincial Party Committee for contribution.
For the Phu Tuc Commune Party Committee, immediately after the establishment of the Commune Party Committee, the Party Committee urgently implemented preparations for the Phu Tuc Commune Party Congress for the 2025-2030 term. The Party Committee directed the updating and adjustment of the contents of the draft documents in accordance with the spirit of Instruction No. 32-HD/TBVK of the Central Document Subcommittee, ensuring quality in both content and form. Up to now, the Draft Documents of the Commune Party Committee have been unanimously approved by the Commune Party Committee and submitted to the province for appraisal.
