Ensuring fire prevention and rescue work for electric vehicles using Li-ion batteries

Relevant agencies and units organize propaganda and guide people to raise awareness of ensuring safety in the use, storage, and fire safety of electric vehicles, especially in households, individual houses, garages, and basements in apartment buildings, high-rise buildings, commercial centers, crowded places, etc.  

Pursuant to Official Dispatch No. 5224/VPCP-CN dated July 23, 2024 of the Minister, Head of the Government Office on ensuring fire prevention and fighting and rescue work for electric vehicles using Li-ion batteries, the People's Committee of Tra Vinh province develops a Plan for implementation in the province as follows:

Organize the implementation of assigned tasks according to the direction of the Prime Minister , ensuring feasibility, meeting the goals and requirements of fire prevention and rescue for electric vehicles using Li-ion batteries. Clearly define responsibilities, assign specific tasks, have close coordination between agencies, units, and localities; proactively and resolutely prevent and suppress to limit and minimize damage from fires and explosions occurring to vehicles and infrastructure for vehicles using Li-ion batteries.

Provincial departments, branches, sectors, People's Committees of districts, towns, and cities (hereinafter referred to as agencies, units, and localities) continue to effectively implement and ensure the progress of the assigned tasks in Decision No. 876/QD-TTg dated July 22, 2022 of the Prime Minister approving the Action Program for green energy conversion, carbon and methane emission reduction of the Transport sector; Decision No. 819/QD-TTg dated July 7, 2023 of the Prime Minister approving the Fire Prevention and Fighting Infrastructure Planning for the 2021-2030 period, with a vision to 2050; Decision No. 203/QD-TTg dated February 28, 2024 of the Prime Minister approving the plan to implement the Fire Prevention and Fighting Infrastructure Planning for the 2021-2030 period, with a vision to 2050.

The Provincial Police preside over and coordinate with relevant agencies and units to organize propaganda and guide people to raise awareness of ensuring safety in the use, storage, and fire safety of electric vehicles, especially in households, individual houses, garages, and basements in apartment buildings, high-rise buildings, commercial centers, crowded places, etc. Regularly provide information on fire prevention and fighting related to electric vehicles to agencies, units, and localities for propaganda.

Strengthen state management of fire prevention and fighting for managed facilities with electric charging stations and green energy stations located inside the building; regularly inspect the maintenance and assurance of fire prevention and fighting safety conditions and search and rescue for these facilities; strictly implement fire prevention and fighting approval and acceptance for buildings with electric charging stations and electric vehicle garages; strictly handle cases that do not ensure fire prevention and fighting safety conditions.

Advise competent authorities to equip specific fire-fighting and rescue vehicles and equipment suitable for effective firefighting of Li-ion battery-powered vehicles and infrastructure for Li-ion battery-powered vehicles.

The Department of Transport shall preside over and coordinate with relevant agencies and units to advise and implement regulations and requirements on equipment and application of prevention, warning and safety support systems on vehicles using Li-ion batteries issued by the Ministry of Transport; improve the quality of management, inspection and certification of technical safety and environmental protection for electric vehicles.

The Department of Industry and Trade coordinates with the Market Management Department and relevant agencies and units to strengthen the management of the electric vehicle and electric vehicle battery market.

The Department of Construction coordinates with the Provincial Police, the Department of Transport and relevant agencies and units to review, advise, propose amendments, supplements and complete regulations on construction infrastructure serving electric vehicles; participate in contributing opinions on draft technical regulations and design standards on fire safety for charging stations, independent electric vehicle garages, indoor electric vehicle garages and works at the request of the drafting agency; carry out inspection and quality control of infrastructure works serving electric vehicles under its authority.

The Department of Information and Communications, Tra Vinh Radio and Television Station, Tra Vinh Newspaper coordinate with the Provincial Police and media agencies to strengthen the development, posting and broadcasting of reports and propaganda articles on fire prevention and rescue work for electric vehicles using Li-ion batteries to people in the province to raise awareness of fire prevention and fighting when using electric vehicles and have timely handling measures when fire and explosion incidents occur with electric vehicles and infrastructure using Li-ion batteries.

People's Committees of districts, towns and cities coordinate with relevant agencies and units to review related plans to supplement and build power supply systems, green energy stations on the road network under their management, infrastructure for electric charging stations, green energy stations for electric vehicles at inland waterway ports, bus stations, public areas... to ensure harmony and synchronization with fire prevention and fighting plans.

Organize propaganda and instruct local people on knowledge and measures to ensure fire safety when using electric vehicles, especially in households, individual houses, garages, and basements in apartment buildings, high-rise buildings, shopping centers, and crowded places...
