Ensuring the smooth operation of the two-tier local government model

On the morning of June 25, the Standing Committee of the Ho Chi Minh City Party Committee, the Binh Duong Provincial Party Committee and the Ba Ria - Vung Tau Provincial Party Committee held a conference to pilot the two-level local government model, connecting 168 wards, communes and special economic zones of the new Ho Chi Minh City. This is an important test step before the two-level local government apparatus of the new Ho Chi Minh City officially operates (from July 1).

Prepare carefully for the historic moment

After nearly 3 hours of trial operation, Director of the Ho Chi Minh City Digital Transformation Center Vo Thi Trung Trinh said that 168 wards, communes, special zones and units have focused on trial operation and achieved the set results. The system of shared software ensures smooth operation and can be officially put into operation from July 1.

Ho Chi Minh City's shared digital platforms will continue to operate and develop on the principle of "One unified system - One single data - One seamless service" in line with the 2-level local government model serving people, businesses and management.

Technical infrastructure is fully connected to the bridge points, image and sound quality meets requirements; staff are instructed and trained promptly.

In Binh Duong , Binh Hoa ward (Thuan An city) receives nearly 300 applications every day. The locality has increased human resources from specialized departments to ensure continuous operations.

Similarly, in Di An ward, during 10 days of trial operation, the ward's Public Administration Service Center received and processed about 4,000 records in all areas under its authority and operated smoothly.

Mr. Nguyen Xuan Bach (a resident of Binh Hoa ward) came to do the procedures and expressed his satisfaction, saying that before he had to travel 5km to do the procedures, now he only needs to travel 2km to the ward headquarters, saving time and money.

Reporting to Ho Chi Minh City Party Secretary Nguyen Van Nen via the online system, Con Dao District Party Secretary Le Anh Tu affirmed that the locality has operated smoothly, the infrastructure is stable, and the staff is ready to serve with the highest sense of responsibility.

Mr. Nguyen Tan Phat, expected to be assigned to hold the position of Secretary of the Saigon Ward Party Committee, also affirmed that the locality has completed technical infrastructure and human resources, ready to operate the new model from July 1.

Deal strictly with all factors causing stagnation

After listening to reports and discussing and checking some connection points in Con Dao district, Thanh An island commune, Sai Gon ward... (via online connection), Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen assessed that the preparation work was stable, the operation was smooth, the sense of responsibility and coordination between forces were very smooth.

According to Secretary of the City Party Committee Nguyen Van Nen, July 1 is a historic moment, the country and Ho Chi Minh City enter a new milestone in construction and development. Therefore, the staff must devote all their mind, strength, effort and highest determination to excellently complete the assigned tasks in each position.

In the immediate future, the entire political system of Ho Chi Minh City together with 168 wards, communes and special zones will successfully organize the ceremony to announce the resolutions of the National Assembly , the decisions of the Central Government, and the decisions of localities on merging administrative units, establishing Party organizations, the Vietnam Fatherland Front of Ho Chi Minh City, wards, communes and special zones on June 30.

The entire political system of Ho Chi Minh City and 168 wards, communes and special zones must be proactive, responsible and make the most of every hour and every minute to complete the work. At this time, any subjectivity, passivity, avoidance, delay or hesitation that affects the common activities will be considered and strictly handled.

Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen requested to strengthen inspection, supervision, support and resolve proposals and recommendations as quickly as possible to ensure the two-level local government model operates smoothly, effectively and efficiently, serving people and businesses better.

The spirit is that the government is closer to the people, handling work faster and more effectively, without delay, hesitation or avoidance. Any factors causing stagnation must be strictly dealt with.

Discussing further with the localities, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc informed that the People's Committees of the three provinces and cities have agreed to give specific instructions on preparing for the handover and personnel decisions of the new Ho Chi Minh City government system.

Along with that, assign leaders of each locality to be responsible for work in the area, to be completed before June 30.
