Currently, the demand for land use for infrastructure construction projects in A Luoi district is quite large, but this locality has not yet been licensed to mine land for construction materials.

The Project Management Board for Investment and Construction of A Luoi District, the unit assigned to be the investor of many transport infrastructure and irrigation projects in the area, said that the demand for land for leveling projects in the area is about 30 - 40 thousand cubic meters. However, currently, land for leveling projects in the district is mainly exploited from the topsoil of A Rang quarry, Son Thuy commune, A Luoi district. Many transport infrastructure projects have been affected in progress due to insufficient land for leveling, causing the construction unit to have to wait. Meanwhile, transporting land from localities in the delta is almost impossible due to the long distance, and the cost "increases" a lot.

It is expected that by the end of May 2025, Hue City will conduct an auction for mineral exploitation according to its authority (phase 1), including 1 area of ​​land mine for VLSL at location 1 in Duong Hoa commune, Huong Thuy town, with an area of ​​36 hectares, estimated resources of 3.3 million m3 and 1 area of ​​stone mine for common construction materials (VLXDTT) in Bac Khe Ly area in Long Ho ward, Hue City with an area of ​​10.7 hectares, estimated resources of 4 million m3.

Recently, the People's Committee of Hue City also issued a decision to add the list of soil mines for VLSL in Thuy Bang Ward, Thuan Hoa District to the plan to auction mineral exploitation rights in the city in 2025. The soil mine in Thuy Bang Commune has an area of ​​16.51 hectares, with estimated resources of about 2 million m3. The purpose of adding this mine area is to increase the supply of VLSL to serve projects in Hue City in the coming time.

According to the Department of Agriculture and Environment, from 2020 to now, the department has coordinated with relevant departments, branches and localities to advise the City People's Committee to organize 5 auctions of mineral exploitation rights under the licensing authority of the City People's Committee with 51 successfully auctioned mine areas, with mineral reserves for construction materials of more than 60 million m3.

Mr. Nguyen Manh Dai Lan, Head of the Department of Natural Resources Management - Department of Agriculture and Environment, said that Hue City currently has 13 active land fill mines, with a total remaining reserve of more than 23 million m3 and an exploitation capacity of about 3 million m3/year. In addition, 13 organizations that won the auction for the right to exploit land minerals for construction materials are completing the procedures to be eligible for exploitation with a total reserve of more than 50 million m3.

Synchronize multiple solutions

According to the Plan for development of construction materials in Hue City for the period 2021 - 2030, with a vision to 2050 approved by the City People's Committee in Decision No. 1601/QD-UBND dated July 5, 2023, in the period 2021 - 2030, the authorities will continue to explore and exploit soil and rock for construction materials to meet the city's demand of about more than 46 million m3. At the same time, research on the use of industrial waste, construction waste, and traffic waste that meet standards for construction materials; prioritize the exploitation and use of hilly areas, wasteland, mineral exploitation dumps, and industrial waste for construction materials. In the period 2031 - 2050, maximize the use of waste materials from industries, mineral exploitation, waste materials from transportation, construction, and construction material production facilities to replace traditional construction materials.

According to the Department of Agriculture and Environment, in order to have a reserve land source to serve key projects in the coming period, the department has coordinated with departments and localities to propose to the City People's Committee to supplement the planning for exploration and exploitation of land for VLSL based on the distribution of demand and potential of land for materials in localities where there are projects requiring land filling. At the same time, ensure planning far from residential areas, the planning area of ​​large-scale mines is concentrated, causing little impact on the environment, in order to ensure the promotion of land fund value when exploitation ends.

In order to proactively supply land for construction works, the Department of Agriculture and Environment has also advised the City People's Committee to continue auctioning mineral exploitation rights to grant exploration and exploitation licenses at planned locations. In addition, the Hue City People's Committee has also assigned departments and branches to review and re-evaluate reserves, quality, volume, and supply capacity compared to actual needs at material mines that have been licensed for exploitation by competent authorities. At the same time, review and promptly resolve arising problems, ensure conditions and procedures so that mines can effectively carry out exploitation activities and promptly supply materials for projects.

The city also assigned the Department of Agriculture and Environment to preside over the organization of auctions and issuance of licenses for mineral exploitation of earth mines for construction materials in the area according to the plan and planning approved by competent authorities to ensure supply and increase competitiveness in the supply of earth materials. At the same time, review and supplement mines for construction materials in accordance with the needs of the locality and region to reduce the cost of transporting materials to the construction site, contributing to saving investment costs.
