Ensuring resettlement for people affected by the North-South high-speed railway project

In order to ensure a stable life and settlement for people after being relocated, Hue City plans to arrange 22 resettlement areas with a total area of about 66 hectares. In addition, Hue City will build 6 cemeteries with an area of about 6 hectares to relocate the affected tombs and graves.

Up to now, the Hue City People's Committee has assigned the task to 3 Management Boards of the Regional Construction Investment Project together with the Management Board of the Economic - Industrial Zone Project as investors to urgently deploy the construction of resettlement areas and cemeteries. The goal is to complete all construction work, site clearance and hand over the clean site for the North - South high-speed railway project by the end of 2026. According to the route planning, the North - South high-speed railway project passes through many important areas of Hue City, including the boundary of Phong Dien Industrial Park and the planned expanded industrial park area, crosses the Huong River, enters the city center and heads to the Southeast.

Next, the route passes through Cau Hai lagoon, enters Chan May - Lang Co Economic Zone, turns right, crosses National Highway 1A and the existing railway, crosses Hai Van Pass to Da Nang City. Hue City has proposed to unify the North - South railway route through Hue City with 2 stations, Hue station located in My Thuong ward and Chan May station located in Chan May - Lang Co commune.

According to Ms. Vo Thi Que Huong, the People's Committee of Hue City is currently requesting communes and wards where the high-speed railway project passes through to urgently complete the inventory work, develop compensation plans, and prioritize the synchronous implementation of infrastructure in resettlement areas to ensure stable living conditions for people. Phong Dinh Ward (Hue City) - is one of the areas with a large number of people affected by the North-South high-speed railway project through Hue.

Mr. Trinh Duc Nhu, Chairman of Phong Dinh Ward People's Committee, said that the ward plans to build 2 resettlement areas to serve people affected by the project. Recently, relevant functional departments and local authorities have conducted surveys on resettlement site locations many times. The local authorities' viewpoint is that the resettlement site will be better than or equal to the old place of residence. Currently, the ward is also urgently reviewing and specifically counting the number of households affected by the project and conducting public consultation and meetings.

At the meeting of the Hue City People's Council for the 2021-2026 term held on July 16 and 17, it was reported that Hue City has reviewed and planned to invest in the construction of 4 projects with 22 resettlement areas and 6 cemeteries to serve the site clearance work of the North-South high-speed railway project with a total investment of more than 1,419 billion VND. According to the report of the Hue City People's Committee, the North-South high-speed railway project approved by the National Assembly for investment is a project of special national significance.

In which, site clearance in localities where the railway passes through, including Hue City, is a very important task to ensure the progress of the project. Hue City has established a city-level Steering Committee headed by the Secretary of the Hue City Party Committee to carry out site clearance.

In order to ensure the commencement of construction of some resettlement areas serving the project on August 19 as directed by the Prime Minister, the People's Committee of Hue City has just proposed that the City People's Council pass a resolution on advancing 60 billion VND from the city budget to implement investment projects to build cemeteries and resettlement areas. After studying the report of the People's Committee of Hue City, the City People's Council delegates pressed the button to pass the resolution, approving the advance of 60 billion VND from the budget to build resettlement areas and cemeteries serving the North-South high-speed railway project.

At a recent meeting, Chairman of Hue City People's Committee Nguyen Van Phuong requested units and localities to simultaneously deploy resettlement areas to be ready for site clearance. Based on the planned route, localities were assigned to urgently review and make detailed plans to ensure the completion of all site handover work for the high-speed railway project before the end of 2026. The high-speed railway project is expected to shorten travel time by North-South railway to about 5-6 hours, strongly promoting regional connectivity, urban development, trade and tourism.

The North-South high-speed railway project has a total length of 1,541km, starting from Ngoc Hoi station, Hanoi and ending at Thu Thiem station, Ho Chi Minh City, passing through 20 provinces and cities. The route is designed with a maximum speed of 350km/h, a load capacity of 22.5 tons/axle, including 23 passenger stations and 5 freight stations.
