Dam Ha: Accelerating the implementation of projects and works

Along with difficulties in construction sites and land sources, many projects in the province are facing difficulties due to prolonged rainy weather in recent months. Units and localities are focusing on removing difficulties. In Dam Ha district, project investors and contractors are focusing on maximum solutions to ensure project progress and disbursement of allocated public investment capital.

In 2024, the Dam Ha District Construction Investment Management Board was assigned a capital plan of over VND 337 billion from the targeted support budget of the province, capital sources according to national target programs and district budget sources to implement 15 projects, transitional works and 6 newly started works. By the end of 7 months of 2024, the disbursement reached nearly VND 110 billion, reaching over 32% of the capital plan. One of the main reasons affecting the disbursement rate of public investment capital given by the investor was heavy rain, affecting the volume of completed projects.

As in the project to supplement facilities and equipment of Dam Ha Town Secondary School, ensuring level 2 - one of the new construction projects with additional funding and starting construction in 2024 in Dam Ha district. The project includes the following items: Construction of a new 4-storey school building with 19 classrooms; repair of a 3-storey school building; a 2-storey head office building and upgrading some auxiliary items. After more than 1 month of construction, the foundation of the 4-storey building has been completed, and the repair of the 2 old buildings is in the final stage.

According to Mr. Hoang Tung Dien, Thai Binh Minh Company Limited - the joint venture contractor of the project, said: The project was constructed in early July, right at the time of heavy rain, which affected the construction sites, especially the digging of the foundation, pouring concrete of the newly built 4-storey building as well as the painting and repair of the exterior of the 2 old buildings. The unit had to always have human resources ready at the construction site, when the weather conditions permitted, the construction could be carried out immediately. Ensure the repair of the old buildings is completed before September to welcome students to the new school year and focus on building the new buildings.

Like the Dam Ha Town Secondary School project, many projects invested by the Dam Ha District Construction Investment Project Management Board have also encountered difficulties in organizing construction due to the impact of heavy rain in the late second quarter and from the beginning of the third quarter until now. Mr. Dao Xuan Tung, Commander of the Dam Ha Town Street Renovation Project, said: In Dam Ha District this year, there has been a lot of rain, many times when the rain cleared at night and the morning, the traffic infrastructure construction units have to wait for technical assurance before rolling the roadbed or paving the sidewalks, thus greatly affecting the construction progress.

To ensure the construction volume and disbursement rate of public investment capital, Dam Ha district has requested the investor to concentrate technical staff to supervise the construction site to remove any arising difficulties and obstacles; request contractors to concentrate machinery, labor and materials to be always ready at the construction site to be able to organize construction when weather conditions ensure technical standards.

Mr. Ngo Truong Nghiep, Deputy Director of the Dam Ha District Construction Investment Project Management Board, said: With the difficulties in the source of filling materials and construction sites, the difficulties have been basically resolved; a number of new projects with large capital sources have completed investment procedures and started construction in late August. In particular, the weather is about to enter autumn with little rain... which is an important condition to speed up the progress of the projects as well as ensure the disbursement rate of investment capital that Dam Ha strives to reach by the end of September to reach 80% of the capital plan assigned at the beginning of the year.
