"Effective mass mobilization" in ethnic minority areas.

As a province with a large population of ethnic minorities and religious followers, the Provincial Party Standing Committee has, in recent years, strengthened its direction in comprehensively implementing mass mobilization work and ethnic and religious affairs, contributing to building a strong and comprehensive Party and political system.

Strengthening guidance on mass mobilization work.

Binh Thuan province has 34 ethnic minority groups with 25,600 households, accounting for 8.4% of the province's population; there are 8 active religious organizations with over 427,000 followers, accounting for 34.75% of the province's population... Because it is a province with a large population of ethnic minorities and religious followers, in recent years, the Provincial Party Standing Committee has strengthened its direction in comprehensively implementing mass mobilization, ethnic affairs, and religious affairs. Specifically, it has directed Party committees and organizations at all levels to strengthen Party building and the construction of the political system in ethnic minority and religious areas. At the same time, it has led and directed the Vietnam Fatherland Front and political and social organizations to regularly monitor and understand the thoughts and aspirations of people in ethnic minority and religious areas, promptly reflecting and proposing solutions to the Party committees and government. As a result, from 2020 to the present, Binh Thuan has resolved 54 cases related to the lives of people in ethnic minority and religious communities.

Furthermore, the mass mobilization system at all levels consistently focuses on innovating the content and methods of propaganda to suit each target group, following the motto "Propaganda content is short, concise, easy to read, and easy to understand." In 2022 alone, mass organizations at all levels coordinated nearly 2,000 campaigns to disseminate and educate on the law for nearly 84,000 people in ethnic minority and religious areas; organized over 800 legal consultation and assistance sessions; and coordinated 28 monitoring sessions and 43 dialogue conferences between heads of Party committees and authorities with people in ethnic minority areas...

Regarding mass mobilization work in ethnic minority areas, the provincial armed forces have paid close attention to its implementation. In particular, they have been expanding models such as "Self-defense and self-management," "Security lighting," "Skilled mass mobilization in ethnic minority areas," "Armed forces strengthening solidarity with religion and ethnic groups," and "Military-Civilian houses of gratitude"... In addition, Binh Thuan has been successfully implementing the policy of provincial and district-level agencies and units establishing fraternal ties with purely ethnic minority communes and villages. To date, 108 provincial and district-level agencies and armed forces have established fraternal ties with 17 purely ethnic minority communes and 37 villages in mixed ethnic minority areas.

Strengthen propaganda efforts.

According to Mr. Nguyen Linh Nhon, Deputy Head of the Provincial Party Committee's Mass Mobilization Department, in the coming time, the Mass Mobilization Department will continue to work with the armed forces to strengthen propaganda and mobilization activities among the people, especially those in remote areas and ethnic minority communities, to understand the regulations of the law and comply with the Party's guidelines and the State's policies and laws. Emphasis will be placed on strengthening propaganda on social media and actively combating the misuse of social media for propaganda, distortion, and incitement by hostile forces.

Furthermore, it is essential to maintain and implement synchronized solutions in coordination with the armed forces in monitoring the situation of the people, especially in ethnic minority and religious areas; to effectively forecast, detect, and advise on the timely and effective handling of any nascent acts of sabotage by malicious elements. The Fatherland Front and political and social organizations at all levels should regularly stay close to the grassroots and the people to coordinate in monitoring the situation. Through this, they should propose to the Party committees and authorities to direct the timely and effective resolution of difficult, pressing, and complex issues, preventing the occurrence of hotspots.

On the other hand, it is necessary to continue strengthening the cohesion and coordination between the armed forces and the Front, as well as political and social organizations, in participating in building a strong and comprehensive political system and local armed forces at the grassroots level. Mobilize the people to actively participate in patriotic emulation movements, the "Skilled Mass Mobilization" emulation movement, and the "All People Unite to Build New Rural Areas and Civilized Urban Areas" campaign.
