In the 2020-2025 term, the Party Committee of the State Treasury Region III has led the comprehensive implementation of assigned political tasks, notably in the fields of revenue, expenditure, state budget control and digital transformation.
Total budget revenue for the 2020-2024 period reached more than VND508,000 billion; the average disbursement rate of public investment capital reached about 94%. The online transaction rate reached 99.82%, clearly demonstrating the effectiveness in administrative procedure reform and information technology application.
The cashless treasury model and electronic payment have been implemented synchronously and effectively, contributing to improving service quality and customer satisfaction, affirming the pioneering role of the unit in the modernization of the State Treasury sector.
Party building work in the past term achieved many positive results. The Party Committee of the State Treasury Region III was recognized for 5 consecutive years with the title of "Typical Clean and Strong"; 100% of Party cells completed their tasks well, of which 20% of Party cells completed their tasks excellently. The models of "4 Good Party Cells" and "Skillful Mass Mobilization" associated with digital transformation work were deployed synchronously and effectively, contributing to improving the quality of Party organization activities. Organizational and personnel work was carried out closely; the Party organization was consolidated towards the merger between the two localities of Hai Phong and Quang Ninh, promoting the role of leadership and comprehensive direction of assigned political tasks.
In the 2025-2030 term, the Party Committee of the State Treasury Region III aims to build a clean and strong Party organization in all aspects; strive for 100% of Party cells to successfully complete their tasks, of which at least 50% meet the criteria of "4 Good Party Cells". In the professional field, the Party Committee identifies key targets: maintaining the electronic transaction rate at 99.9%; the annual public investment disbursement rate exceeds 85% of the plan; admitting at least 15 new Party members during the term. At the same time, the Party Committee identifies administrative reform, application of artificial intelligence (AI), and Big Data in budget management as breakthrough tasks, contributing to the development of a modern and transparent digital Treasury system, effectively serving the management of state finance and budget in the new period.
Speaking at the Congress, Comrade Nguyen Duc Tho, Vice Chairman of the City People's Committee, acknowledged and highly appreciated the results that the Party Committee of the State Treasury Region 3 had achieved in the past term. He suggested that the Party Committee continue to innovate its leadership methods, promote the exemplary role of cadres and Party members; improve the quality of Party cell activities; and tighten discipline and order throughout the Party Committee.
He emphasized that in the context of implementing the two-level government model after the merger of Hai Duong province into Hai Phong city, the Party Committee needs to proactively adapt, be ready to receive and manage Party organizations in a larger area, with higher task requirements. At the same time, continue to build the image of the Treasury staff team "Loyalty - Responsibility - Integrity - Creativity" in the spirit of Resolution No. 57 of the Politburo, contributing to the effective implementation of political tasks in the new period./.
