27th Session of the City People's Council: Deciding on urgent issues regarding public investment and transport infrastructure

The contents presented at the 27th Session (Special Session) are of great importance and urgency, both ensuring the adjustment of public investment capital in line with the current state of the city's budget revenue and expenditure, and creating conditions to accelerate the disbursement of public investment capital; at the same time, investing in important traffic projects to connect and promote traffic works that have been and are being invested in the city.

At the Session, after reviewing the Proposals of the City People's Committee, the Inspection Reports of the City People's Council Committees, and the draft Resolution submitted by the Session Secretary, the City People's Council delegates voted and unanimously approved 3 thematic Resolutions: Adjusting the City's Medium-Term Public Investment Plan for the period 2021-2025. Investment policy for the project to invest in the construction of the road connecting National Highway 5 with National Highway 10, avoiding Vinh Bao town, Vinh Bao district.

Regarding the Investment Policy of the Project to invest in the construction of the road connecting National Highway 5 with National Highway 10, avoiding Vinh Bao town, Vinh Bao district. Constructing a new road connecting National Highway 5 with National Highway 10, avoiding Vinh Bao town, Vinh Bao district, with a length of about 8.0 km. The project is implemented to create a new route connecting from National Highway 10, National Highway 37 to the city center; reducing traffic volume on National Highway 10 through Vinh Bao town; gradually completing the infrastructure system of Vinh Bao district in particular and Hai Phong city in general; forming space, developing urban infrastructure, attracting domestic and foreign investment capital to invest in economic development in the area; creating a premise to promote the socio-economic development of the city.

Chairman of the City People's Council Pham Van Lap delivered a closing speech at the meeting.

In order for the Resolutions of the City People's Council to soon come into life, in his closing speech at the Session, Chairman of the City People's Council Pham Van Lap requested the City People's Committee, Committees, Delegation Groups and City People's Council delegates to urgently organize and implement the Resolutions in accordance with regulations, authority and to ensure effectiveness.

The Chairman of the City People's Council stated that the 27th session of the 16th City People's Council ended at a historic moment. In just a few days, Hai Duong province will merge with Hai Phong city. This is also the last session of the current Hai Phong City People's Council. Since the beginning of the term, the City People's Council has held 27 sessions, issued 436 resolutions - a number that vividly reflects the spirit of strong innovation in the methods and content of operations of local State power agencies; each resolution is the crystallization of intelligence, political courage, closeness to reality and listening to the thoughts and aspirations of voters and people. The approved decisions have significantly contributed to making Hai Phong the only locality in the country to maintain double-digit economic growth for 10 consecutive years; social security is always at a high level, leading the country.

On behalf of the Standing Committee of the City People's Council, the Chairman of the City People's Council respectfully thanks the close leadership and direction of the City Party Committee, the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee, especially the Secretary of the City Party Committee; at the same time, acknowledges and thanks the close and effective coordination of the City People's Committee, the Chairman of the City People's Committee, Departments, localities, units... who have made efforts to develop and submit to the City People's Council for promulgation many important policies and mechanisms; especially the synchronous, timely and effective implementation so that the Resolutions are well promoted in practice; thanks the Vietnam Fatherland Front at all levels of the city for supervising and providing social feedback both in the process of preparing the contents for promulgation, as well as in implementing the resolutions of the City People's Council.

The Chairman of the City People's Council also thanked the City People's Council delegates for promoting the spirit of responsibility, democracy, enthusiasm and intelligence, discussing and deciding on important issues, creating a deep impression for each Session; thanked the City People's Council Committees for excellently completing the task of examining, supervising, ensuring the promulgation of Resolutions that are strict, practical and feasible; acknowledged the Office of the National Assembly Delegation and the City People's Council for advising and serving the Sessions thoughtfully and professionally. The Chairman of the City People's Council respectfully thanked the voters and the City People, the source of great strength, trust and motivation who have always accompanied and contributed many dedicated opinions, helping the City People's Council delegates fulfill their responsibilities as elected representatives; thanked the press and media agencies for accompanying and propagating the city's policies and reflecting the aspirations of the people, making an important contribution to the common development./.
