Standing member of the Secretariat Truong Thi Mai, on behalf of the Secretariat, signed Decision 118 promulgating the regulations on organization and operation of mass organizations assigned by the Party and State at the central level.

The 30 associations in this category include: Vietnam Union of Science and Technology Associations, Vietnam Union of Literature and Arts Associations, Vietnam Union of Friendship Organizations, Vietnam Federation of Commerce and Industry, Vietnam Cooperative Alliance.

Vietnam Red Cross Society , Vietnam Journalists Association, Vietnam Writers Association, Vietnam Lawyers Association, Vietnam Bar Federation, Vietnam Association of the Elderly, Vietnam Association of Oriental Medicine, Vietnam Association of Architects, Vietnam Association of Former Youth Volunteers, Vietnam Fine Arts Association.

The Chairman and Vice Chairman shall hold office for no more than two terms.

Regarding the organization of the association, the regulations stipulate that the association's leadership bodies include: the national congress, the executive committee, the standing committee, and the association's standing committee (including the chairman and full-time vice chairman), which is the body that manages the association's daily work.

Regarding the number of vice presidents, an association with a Party delegation is assigned no more than 3 full-time vice presidents, and an association without a Party delegation is assigned no more than 2 full-time vice presidents.

Depending on operational requirements, a number of non-professional vice presidents may be assigned, the number of which will be considered and decided by the competent authority.

Regarding standards and conditions, the president and vice president of the association must meet the standards and conditions according to regulations; have good political qualities, ethics, leadership and management capacity, prestige and work experience; for specialized associations, they must have appropriate expertise.

For retired leaders of the association, if they continue to work, they must be in good health, have high prestige, and be unanimously recommended by the standing committee and executive committee.

Regarding age, the chairman and vice chairman of the association who are retired must not be over 65 years old when first nominated or re-elected. For the chairman of the association, in special cases, the age must not be over 70 years old, as considered and decided by the competent authority.

Regarding the term of office, the chairman and vice chairman of the association shall hold office for no more than 2 consecutive terms; in case they have held office for 2 consecutive terms but have not reached the prescribed retirement age, the competent authority shall consider and decide.

The regulations clearly state the activities of the association. In particular, the organization operates in accordance with the principles, purposes, functions and tasks of the association, and closely directs and manages the activities of legal entities under the association.

Manage and use assigned funds, assets, and funds in accordance with Party regulations, State laws, and association charters; comply with instructions, inspections, supervisions, audits, and audits of competent authorities...

Every 6 months, 1 year and when requested, send reports on the organization and operation situation to the assigned party committees for monitoring and direction, the Central Party Office, the Central Committee of the Vietnam Fatherland Front (if the association is a member organization), the Ministry of Home Affairs, the ministry in charge of state management of the association...

The Regulations clearly stipulate that the National Assembly Party Delegation and the Government Party Committee direct the amendment, supplementation and completion of legal regulations related to the association and the management and use of the association's assets and finances.

The Government Party Committee directs state management work; decides on staffing, operating budget, working conditions, regimes and policies of the association in conjunction with assigned tasks.

The Party Executive Committees of central ministries and branches direct the state management of associations; inspect and examine the activities of associations and legal entities under associations, and strictly handle violations. The Central Organizing Committee monitors and guides personnel work for associations./.
