Minister Nguyen Manh Hung also emphasized the fundamental nature of the issue related to building a digital culture. “ Cyberspace is a completely new environment for us. We have lived in the real world for tens of thousands of years but it seems that there are still many problems, let alone the fact that we have only moved to cyberspace for more than 20 years.
