The movement of exchanging labor and supporting each other in building new houses continues to be expanded, becoming a beautiful and meaningful feature in localities.
Reached the finish line early, far exceeding the target
In Lao Cai (old) alone, according to the report of the Provincial People's Committee, the plan is to support 10,707 houses, including 7,352 newly built houses and 3,355 repaired houses. To date, all of the above houses have been completed, reaching 100% of the plan; reaching the finish line nearly three months ahead of the assigned August 31 deadline.
The total cost of implementing the program is up to more than 1,087 billion VND, mobilized from many sources: central budget over 208.7 billion VND, local budget about 179 billion VND, people voluntarily contributed nearly 499 billion VND and socialized more than 201 billion VND.
The most impressive point of the program is not only the "lightning-fast" progress but also the quality and actual value that far exceeds the regulations. On average, each house supported for new construction in the locality is worth about 154 million VND, more than 2.5 times the support level from the central budget (60 million VND/household when newly built). For houses for repair, the average investment level is also up to 59 million VND, nearly double the support level according to regulations (30 million VND/household when repaired).
In addition, the program also mobilized over 19,500 working days from the police force, army, youth union members, mass organizations and people - showing that the power of the spirit of "State and People Working Together" is maximized.
Housing value is three times higher than the support level
In Yen Bai (old), the program has also been implemented systematically and effectively. To date, the province has completed support for 2,208 houses, including 1,815 newly built houses and 393 repaired houses, reaching 100% of the plan. Of these, 272 houses are for people with meritorious services and relatives of martyrs, 1,546 houses are for poor households and 390 houses are for near-poor households.
Total mobilized resources reached 120.69 billion VND, of which the central budget supported 12.9 billion VND, the local budget nearly 25.4 billion VND, the rest was mobilized from the community, businesses, socio -political organizations and contributions of cadres, civil servants, public employees and workers in the whole province.
In particular, according to statistics from the Provincial People's Committee, the average value of each newly built house here reaches 187 million VND - more than 3 times the support level of the State. Of which, 30.1% of the houses are worth over 200 million VND, 41.1% are from 100-200 million VND. Repaired houses also reach an average of 60 million VND/house.
In addition to the "hard" part of the structure, the program also focuses on convenience and ensuring living conditions, with: 1,883 houses with full sanitation facilities and kitchens; 59 households are granted land use right certificates when participating in the program. Each house meets the "3 hard" standards (floor, wall frame, roof) and is suitable for the natural conditions and customs of each region and each ethnic group.

Organize and implement methodically and creatively from the grassroots level
One of the highlights of the program is its flexible and methodical approach, promoting the role of the grassroots government and the people.
Since the beginning of 2025, Lao Cai province (Lao Cai, Yen Bai) has simultaneously organized a launching ceremony for housing construction for policy beneficiaries, creating a competitive atmosphere spreading from the province to the villages. At the grassroots level, village chiefs, party cell secretaries, and prestigious people in the community have become important "bridges" in propagating and mobilizing people to proactively participate, overcoming the mentality of waiting and fear of "age conflicts" to proactively build houses at the right time.
The communal government plays the role of "conductor" coordinating construction stages, materials, human resources; coordinating with the police force, army, mass organizations, businesses... In many remote and difficult-to-reach areas, the road to transport materials opened by the people's strength and willingness has helped reduce costs while still ensuring quality.
The establishment of work exchange teams to overcome the shortage of human resources has also shown clear effectiveness, contributing to speeding up the program's progress.
In particular, the work of reviewing and approving the list of supported households is carried out publicly and transparently from village to village, under the supervision of the Fatherland Front Committee and mass organizations. This contributes to strengthening people's trust, ensuring fairness and creating high consensus.
The new houses are a living symbol of solidarity, sharing and determination to build sustainable highland development.
The next step: Preventing temporary housing from recurring
Despite many outstanding achievements, Lao Cai province has determined that the program to eliminate temporary and dilapidated houses is not a one-time task, but a long-term, persistent journey. As a mountainous province with complex terrain, a scattered population, and frequent impacts of natural disasters, the emergence of more temporary and damaged houses is inevitable.
Faced with that reality, the province has consistently maintained the consistent viewpoint: "Where temporary and dilapidated houses arise, they must be eliminated." Lao Cai will continue to effectively integrate resources from the National Target Program and other social security projects to promptly support people; at the same time, enhance the responsibility of leaders, promote the role of the community and promote social mobilization to create long-term and sustainable resources.
Solid home – Foundation for sustainable development
From small houses in the mountains, a big message is being spread - Settling down is the premise of security, and security is the root of sustainable development. New houses not only help people feel secure in production and stabilize their lives, but also contribute to changing the face of rural highlands, strengthening people's trust in the leadership of the Party and State.
The value of each house built is not in the amount of several hundred million dong, but in the crystallization of humanity, responsibility and aspiration to rise up. Lao Cai after the merger is entering a new phase with a new mindset, inclusive development, no one is left behind.
