It can be said that the Seventh Session of the 15th National Assembly was successful in many aspects. The first success was that the National Assembly completed the personnel work with a democratic and responsible spirit, in accordance with the Party's regulations and the State's laws. The National Assembly elected the President and the Chairman of the National Assembly; passed a resolution approving the Prime Minister's proposal to dismiss the Minister of Public Security ; completed the personnel of the Deputy Prime Minister, Vice Chairman of the National Assembly and Minister of Public Security for the 2021-2026 term; voted to pass a resolution approving the President's proposal on members of the National Defense and Security Council. This is one of the contents that people and voters nationwide are particularly interested in.

Legislative work is the most prominent mark of success of this session. Specifically, the National Assembly discussed, commented on and passed 11 draft laws, 3 draft resolutions and reviewed and commented on 11 draft laws. This is a record to date, showing the great efforts and determination of the National Assembly, the Government and ministries and branches in legislative work to continue to perfect the legal system, meeting the urgent requirements that reality is posing.

The question and answer session at the meeting was also a highlight, highly appreciated by voters nationwide. The issues raised for questioning were correct and hit the practical issues that were of interest to a large number of voters and required to be resolved soon. Many delegates were straightforward when raising issues that needed to be questioned and debated. Ministers, heads of sectors, and members of the Government, when answering questions, demonstrated a sense of responsibility, frankness, clear viewpoints, and went straight to the issues that the National Assembly deputies questioned and debated. The success of the question and answer session helped the Government grasp more information from practice, thoughts, and aspirations of voters, especially the shortcomings, difficulties, and obstacles in the management process from the central to local levels.

The Seventh Session of the 15th National Assembly officially closed with 11 laws and 21 resolutions were passed; first comments were given on 11 draft laws and investment policies for the National Target Program on Cultural Development for the 2025-2035 period... It can be said that this is the session with the largest volume of legislative content at a session since the beginning of the term.

At this session, the outstanding point was the question and answer session which took place seriously, democratically, responsibly, with a high spirit of construction, attracting the attention of a large number of voters and people. In particular, the question and answer sessions focused on solving "hot" issues that arose in the socio-economic life, meeting the aspirations of voters and people nationwide such as: drought, saltwater intrusion; water resource depletion and pollution. At the question and answer session at this session, delegates frankly pointed out the shortcomings, limitations and inadequacies that need to be overcome in the state management work of executive agencies. Thereby, contributing positive and constructive solutions to resolve difficulties so that policies can be implemented smoothly. Thereby, creating momentum for the country's economy to overcome difficulties and challenges and develop to complete the socio-economic goals and targets set by the National Assembly for 2024.

I also appreciate the flexible and focused management of the session by the Chairman, who went straight to the issues of concern to the delegates, suggesting to the ministers effective and practical solutions and requirements, meeting the expectations of voters and people.

Contribute to spreading and inspiring the People's Council session

Following the exciting working days of the Seventh Session of the 15th National Assembly, the results of the session demonstrated the positive, proactive and highly responsible spirit of the National Assembly in response to the demands of the country's reality as well as the great expectations of voters and people. As assessed by National Assembly Chairman Tran Thanh Man in his closing speech of the session: "Continuing to affirm the efforts and determination of the National Assembly in performing its tasks with many innovations and creativity, meeting the increasingly high requirements of the country's reality".

At the session, the National Assembly deputies promoted the spirit of democracy, intelligence, and responsibility, contributing many opinions to the contents of the session; especially pointing out limitations and weaknesses; proposing solutions to overcome difficulties of the economy... The key contents of the session were discussed thoroughly, objectively, scientifically, democratically, and passed with a very high consensus of the deputies. Among them, there are decisions that voters and people are highly looking forward to, such as: The National Assembly agreed to implement the contents of salary reform; adjust pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024... In addition, the Presidium conducted the sessions very flexibly and effectively, creating a democratic and responsible atmosphere.

I was particularly impressed with the question and answer session. The contents selected for the question and answer program "hit the mark and were correct" on prominent groups of issues that were of interest to a large number of voters nationwide. The developments of the question and answer session also showed the closeness to reality and the frankness and responsibility of both the National Assembly deputies and the ministers and members of the Government. In response to the concerns of the deputies, the "commanders" of the sectors were frank, responsible and receptive; at the same time, they proposed many feasible solutions for the immediate and long-term periods... In particular, the decisive, flexible and suggestive management of the Chairman promoted the democratic spirit in each question and answer session...

The success of this session continues to affirm important steps in building a National Assembly that is “Proactive, intelligent, united, innovative and responsible”, an increasingly democratic, open, transparent National Assembly, closely connected with voters and people... The success of this session will also contribute to spreading and inspiring the sessions of People's Councils of localities, including Ha Tinh province, so that the activities of the People's Councils will also be increasingly innovative and more effective.

Promote responsibility in each question content

The 7th session of the 15th National Assembly discussed and decided on many practical and effective contents to solve many problems in life, clearly demonstrating the responsibility of National Assembly deputies in participating, contributing important opinions, as well as proposing many solutions for socio-economic development, security and defense.

I believe that the legislative work in the Seventh Session is the hallmark of this 15th National Assembly. Because the volume of legislative work is very large, with a spirit of enthusiasm, responsibility and frankness, the National Assembly Deputies have spent a lot of time and intelligence to study each draft law and give comments and express their opinions frankly in the discussion sessions. These comments have contributed to improving the quality of the draft laws, at the same time, continuing to perfect the law-making system, meeting the requirements of practical reality.

Following the recent busy working days, it can be seen that many "hot" issues have been chosen by the National Assembly Deputies and the National Assembly Standing Committee to question very "correctly and accurately" on practical issues that need to be solved and are of interest to voters. For example, in the field of natural resources and environment, the content of the questioning focused on the management, exploitation and protection of national marine resources; on water security; solutions to prevent and combat drought and saltwater intrusion. Or in the field of culture, sports and tourism, the focus was on implementing tasks and solutions to stimulate demand and restore tourism in 2024 and the following years... In particular, under the flexible and scientific direction of National Assembly Chairman Tran Thanh Man, the National Assembly Deputies asked questions quickly, answered concisely, and focused on clarifying the issues raised.

I also appreciate the drastic participation of the Government and ministries and branches right after the question and answer session, immediately starting to solve the problems promised to voters, the problems that are in need of immediate resolution. I hope that, after the session, the ministries and branches will soon issue documents guiding the implementation of the laws and resolutions passed by the National Assembly to effectively apply the laws in real life.
