Faced with the need to create a historic legal corridor for the country's development in the new period, the amount of work that the National Assembly had to deal with at the 9th Session was enormous. However, with a sense of responsibility and high determination, the National Assembly resolutely innovated its working methods, especially in its thinking and law-making process, thereby completing the entire set program. Not only the legislative process but also the content of each legal document was ensured to be "sophisticated and concise".
The session had many "historical button presses"
The reality of life is moving faster and faster. If the legal system cannot keep up with the movement of reality, all development efforts will be hindered. That is also the main line of thinking of the National Assembly at this session, with a series of important decisions made, especially the amendment of the Constitution, the decision on the model of local government organization, or the approval of a series of social security and economic policies. These are considered "turning point" regulations.
Taking place over 35 working days, the ninth session was both lengthy and had a huge workload. With 48 laws and resolutions passed in one session, a record in the nearly 80-year history of legislation, the National Assembly demonstrated an unprecedented spirit of determination, responsibility and efficiency.

Delegate Nguyen Tao (National Assembly Delegation of Lam Dong Province), who has been through two National Assembly terms, called this session a "turning point" as for the first time the process of passing laws and resolutions in a single session was widely implemented. "This is an extremely rapid change in legislative thinking. The order and procedures have been streamlined but the quality is still guaranteed, demonstrating the legislative role of the National Assembly at a new level," said delegate Nguyen Tao.
Delegate Duong Khac Mai (National Assembly Delegation of Dak Nong Province) said that "there have been historic button-pressing times that history will have to record later", such as passing amendments to the Constitution, deciding on two-level local government, or passing laws to unlock development resources.
"Concise" both process and content
The spirit of innovation of the National Assembly at this session is reflected both in the shortening of the law-making process and in the content of each law passed by the National Assembly. Not being comprehensive or perfectionist, the laws this time have been designed in a principled manner, only regulating core issues, leaving the rest to the Government to specify in detail.
“The more detailed the law is, the more likely it is to become outdated when reality changes rapidly. Meanwhile, if the law only provides a framework, the Government can flexibly adjust the decree to follow the situation without having to wait for the National Assembly to amend the law, which will take more time and procedures,” said delegate Nguyen Tao.
In reality, there are laws that have not yet been issued with guidance documents and detailed regulations for implementation but have had to be amended because reality has changed too quickly. The reason is due to perfectionism and rigidity. If more power is given to the Government within the framework of the Constitution and laws, policy responses will be more flexible and effective.
Great pressure on the whole system
To achieve the above impressive figures is a great effort of the entire political system, especially the National Assembly deputies, the legal staff in ministries, branches, agencies of the National Assembly and service departments.
Delegate Tran Anh Tuan (Ho Chi Minh City National Assembly Delegation) shared: “As part-time delegates, while working at the National Assembly, we still have to handle local work. We often have to stay up very late, study documents carefully and thoroughly to participate in discussions at meetings, contribute to completing projects and to feel truly secure when pressing the approval button.”
Delegate Nguyen Thi Viet Nga (National Assembly Delegation of Hai Duong Province) said that, in the atmosphere of innovation of the entire political system, the 15th National Assembly clearly demonstrated the spirit of innovation at the 9th Session through urgent and active working style. "The working hours are long, the workload is very large, so National Assembly deputies also have to work on holidays and breaks to meet the work requirements at the National Assembly sessions," said delegate Nguyen Thi Viet Nga.
The pressure is not only on the deputies but also on the legal agencies of ministries, branches, as well as the advisory department and the National Assembly's verification agencies, which must work through holidays and breaks to ensure the progress and quality of the projects. Even during the session, the drafting and verification agencies regularly coordinate to update, absorb and revise the draft law according to the comments of the National Assembly deputies. Thanks to that, in just a few days, these agencies have completed the amount of work that "should have taken several months".
The "transformation" steps
Speaking to reporters of the People's Army Newspaper, delegate Nguyen Tao expressed his opinion: "There will be a change starting from this session." This is a highly general assessment of the legislative turning point of the 15th National Assembly. It is a change in thinking: Legislating within the authority of the National Assembly, responding quickly to reality, all for development. It is a change in the way of doing things: Implementing a streamlined, effective, and quality legislative process. It is a change in role: The National Assembly creates policies and leads actions.
That thinking and way of doing will become the key driving force for the law to truly be a tool for development, a driving force for all movements of the country in the new period.
The ninth session left an important milestone in our country's legislative history. A special session at a special time, with special decisions. This session not only opened a new period of development in the activities of the National Assembly but also laid a solid legal foundation for the next stage of development of our country.
