Promote reform, build a fair and honest judiciary, serve the Fatherland and the people

Continuing the 10th Session, on the afternoon of October 20, the National Assembly listened to President Luong Cuong present a report summarizing the work of the President's term 2021-2026.

The report stated that the 2021-2026 term is a special term with many personnel changes at all levels, including the President; as well as with the drastic implementation of the revolution in restructuring the political system's apparatus towards streamlining, compactness, effectiveness, efficiency, and closeness to the people.

Directed the successful organization of a number of large and very important projects to be submitted to the Central Government.

In the positions and responsibilities assigned by the Party, State and people, the President has closely coordinated with agencies in the political system, making efforts to effectively perform tasks and powers as prescribed by the Constitution, laws and tasks assigned by the Party.

Regarding the work of building the Party and political system, and building the socialist rule-of-law State of Vietnam, in his capacity as Head of the Steering Committee, the President chaired and directed functional agencies to successfully develop a number of large and very important projects to submit to the Central Committee.

Notable ones are: Project "Strategy for building and perfecting the Socialist Rule of Law State of Vietnam to 2030, with a vision to 2045", Project "Summary of 10 years of implementing Resolution 8 of the 11th Central Committee on the Strategy for protecting the Fatherland in the new situation", Project "Summary of a number of theoretical and practical issues on the socialist-oriented innovation process over the past 40 years in Vietnam".

In addition, the President and the Politburo directed the development and approval of many large and important projects such as: Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 59-NQ/TW on international integration in the new situation; Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution No. 68-NQ/TW on private economic development; Resolution No. 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045...

In his responsibility as a deputy of the 15th National Assembly, the President has attended all National Assembly sessions; activities of the Delegation of the constituency; seriously implemented contact with voters before and after National Assembly sessions, closely contacted and accepted the supervision of voters; listened to and grasped the thoughts and aspirations of voters, promptly informed voters about issues of concern to voters, as well as considered and resolved voters' opinions, reflections and recommendations to the Party, State, National Assembly, Government and relevant agencies.

Regarding international treaty work, President Luong Cuong said that during the 2021-2026 term, the President submitted to the National Assembly for consideration and decision to ratify the UK's accession document to the CPTPP; authorized negotiations, authorized signing, ratification, and amendments to 85 international treaties on credit cooperation with international financial institutions; authorized negotiations, authorized signing, ratification, extension, and accession to 46 international treaties on mutual legal assistance in criminal and civil matters, extradition, transfer of convicted persons, crime prevention, labor, science and technology, finance and tax, and other areas of cooperation.

The President also regularly pays attention to and directs innovation in emulation and reward work, ensuring substance, right people, right work, creating motivation to promote agencies, units, cadres, party members and people to strive to fulfill their tasks well, making positive contributions to the overall development of the country.

Pay attention to consolidating and promoting the strength of the great national unity bloc.

According to President Luong Cuong, in the coming time, the world situation is forecast to continue to change rapidly, complexly and unpredictably. Peace and cooperation are still the major trend, but are facing many new challenges of a more complex nature. Our country, in addition to opportunities and advantages, must also face many difficulties and challenges, some of which are more severe than in the previous period.

In that context, the President said that he and his comrades in the Central Executive Committee, the Politburo, and the Secretariat will lead and direct the focus on drafting documents for the 14th National Party Congress to ensure they are concise, easy to understand, easy to deploy, and easy to implement; deeply and comprehensively demonstrating the Party's innovative and breakthrough thinking, serving as a solid foundation to guide the country's rapid and sustainable development in the new period.

At the same time, effectively implement the Resolution of the 14th National Party Congress, the Party and State's guidelines and policies, and the Resolutions of the 16th National Assembly; closely coordinate with the National Assembly, the National Assembly Standing Committee, the Government, the Presidium of the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, and the Supreme People's Procuracy in performing the duties of the President.

The President will also continue to coordinate and direct the relevant agencies to implement Resolution No. 27-NQ/TW of the 13th Central Executive Committee; build and perfect the legal system in all fields, promptly remove difficulties and obstacles, arouse and promote all potentials and resources, create new momentum for the country's rapid and sustainable development. Promote judicial reform, build a professional, modern, fair, honest judiciary, serving the Fatherland and the people.

Promote foreign affairs activities and deep and comprehensive international integration, considering this an important and regular task; consolidate and enhance Vietnam's position and prestige in the international arena; raise the level and promote the role of party diplomacy, state diplomacy and people's diplomacy in the new situation; effectively implement the motto "combining national strength with the strength of the times", making an important contribution and creating a driving force for the country's breakthrough development.

Another key task mentioned by President Luong Cuong is to strengthen national defense and security potential, promote the activities of the National Defense and Security Council; and continue to build a revolutionary, disciplined, elite, and modern People's Army and People's Public Security force.

Strengthen the direction of the work of grasping, analyzing, and forecasting the situation, promptly providing strategic advice to the Party and State on appropriate policies and strategies to firmly protect the independence, sovereignty, unity, and territorial integrity of the Fatherland's seas and islands, and maintain a peaceful and stable environment for national development.

In addition, the President will pay attention to consolidating and promoting the strength of the great national unity bloc, strengthening people's trust in the leadership of the Party and State; continue to lead and direct innovation in emulation and reward work in the spirit of Directive No. 41-CT/TW dated December 26, 2024 of the Politburo, creating strong and substantial changes to improve the quality of emulation and reward work.

At the same time, increase contact, meetings, and encourage people of all walks of life, actively grasp the grassroots situation, promote the role and contributions of social forces, religious organizations, ethnic communities, intellectuals, and overseas Vietnamese to the cause of national construction and defense.
