The provincial Social Insurance cooperated with the Bank for Agriculture and Rural Development, Doan Ket Ward Branch, to propagate and guide people to register to receive pensions via ATM bank accounts.
Mr. Hang A Tua in Cu Nha La village (Doan Ket ward) used to have to go to a centralized payment point every time he received his pension. Waiting to receive cash sometimes caused fatigue and posed security and traffic safety risks, especially for elderly people like him. Mr. Tua said: “Now it’s different. At the beginning of the month, the specialized agency transfers money to my bank account. When I need it, I just go to the bank ATM near my house and withdraw it. It’s convenient and I don’t have to worry about losing money to theft or accidentally dropping it on the road.”
Similarly, Ms. Lo Thi Pung in Say San 3 village (Tan Phong ward) is satisfied with the form of salary payment through the bank account of the Social Insurance agency. Ms. Pung confided: “I have difficulty traveling, so the Social Insurance officer guided me to open a bank account to receive my pension. Realizing the practical benefits, I agreed. Using an ATM card helps me control my monthly expenses and have savings in case of illness.”
Currently, pensioners, social insurance benefits, and unemployment benefits (TCTN) via ATM accounts receive money faster, saving time, and without having to go to a centralized location to receive payment. On the other hand, paying sick leave, maternity leave, and health recovery benefits for employees via ATM accounts also helps limit the situation of employers misappropriating and delaying payment.
Monthly, at pension, social insurance and unemployment benefit payment points, the Social Insurance Agency coordinates with local post offices to encourage beneficiaries to receive pensions and social insurance benefits through accounts; create favorable conditions for commercial banks to approach and encourage beneficiaries to open accounts and issue ATM cards, ensuring optimal benefits and policies.
According to Ms. Ha Yen Nhi (officer of the Bank for Agriculture and Rural Development, Doan Ket Ward Branch), “We always try to support people quickly, easily, and create a sense of security and friendliness. Those who have made a card are guided enthusiastically on how to use the operations.”
It is known that the provincial Social Insurance focuses on mobilizing and maximizing the number of pensioners and monthly social insurance beneficiaries, people in urban areas or between the ages of 55 and 65, beneficiaries of one-time social insurance regimes, and TCTN receiving payment regimes through accounts. Strengthening the application of information technology, promoting electronic transactions, using digital signatures in exchanging and sharing information between the Social Insurance agency and post offices and banks. Creating favorable conditions for commercial banks to approach beneficiaries, providing services and convenient products for ATM card users.
As of July 1, 2025, the number of people receiving pensions, social insurance benefits, and unemployment benefits in the province has increased significantly. The rate of people receiving monthly pensions and social insurance benefits through personal accounts reached 64% (Vietnam Social Security assigned 83% in 2025). The rate of people receiving one-time social insurance benefits through personal accounts reached 82% (Vietnam Social Security assigned 90% in 2025). The rate of people receiving unemployment benefits through personal accounts reached 95% (Vietnam Social Security assigned 96% in 2025).
However, the development of the number of people receiving pensions and social insurance benefits through personal accounts in the province is still difficult because the majority of pensioners and social insurance beneficiaries are old, have slow access to information, and are used to using cash... The network of ATMs in the area, especially in remote communes, is limited and far from people's residences, causing a reluctance to withdraw money.
Ms. Tong Thi Thu (Propaganda and Participant Support Department, Provincial Social Insurance) said: “To complete the targets of mobilizing and encouraging people to receive social insurance and unemployment benefits via ATM cards in urban areas in 2025, Social Insurance Region IV has developed a plan to coordinate propaganda with related units. Mobilize people to receive monthly pensions and social insurance benefits from receiving cash to their accounts. Create favorable conditions for commercial banks to access payment points to mobilize beneficiaries to open accounts, issue ATM cards and ensure optimal benefits and policies for people”.
The payment of pensions and social insurance benefits through bank accounts is a policy that brings many practical benefits to the people and the social insurance agency. With continuous efforts, the provincial social insurance agency is gradually realizing this goal, contributing to building a modern and effective social insurance system to best serve the people.
