Keep the road safe
Encroachment on road safety corridors will reduce exploitation capacity and waste investment costs. Building houses on corridors and filling in water flows will cause stagnant water, which will quickly damage the roadbed and curb. After opening a branch road to exploit acacia, the forest owner "forgot" to restore the original state, causing this branch road to become a "water channel"; in the rainy season, water from the high hills flows down, bringing soil and rocks to the curb and roadbed, causing erosion, creating obstacles that threaten the safety of vehicle drivers. These acts need to be prevented and dealt with decisively.
Inspecting the actual violations, Mr. Van Anh Tuan - Director of Quang Nam Department of Transport said that some illegal connection locations to national highways (QL) or provincial roads (DT) have large longitudinal slopes and curves, so they are very dangerous, posing a potential risk of traffic safety loss.
The encroachment, construction and illegal connection to roads are disrupting the planning of traffic infrastructure development and urban residential planning. If the connection is haphazard, traffic participants will be surprised when there are factors that cause conflicts with vehicles traveling on the main road.
According to Ms. Nguyen Thi Anh Nguyet - Deputy Chief Inspector of the Department of Transport, regarding the management of road traffic infrastructure, the Government, the Prime Minister and the Provincial People's Committee are very interested in directing and requiring drastic implementation through many documents and directives, especially the management of traffic safety corridors.
Identifying this as a complex field, requiring coordination among many sectors and levels, the Provincial People's Committee has issued the Regulation on coordination in handling violations of regulations on road structures of national and provincial routes in Quang Nam province, attached to Decision No. 2117, dated October 5, 2023.
The above regulation has many new points, clearly stating the responsibilities of each level, agency and related unit. Therefore, the leaders of the Department of Transport have directed the inspection force to organize many propaganda conferences in each region, informing responsible people in localities and units about the new points of the regulation; some contents of Decree No. 19, dated February 12, 2020 of the Government regulating inspection and disciplinary action in the enforcement of laws on handling administrative violations in order to have a basis for handling violations.
Promote propaganda
The Department of Transport Inspectorate has chaired and coordinated the organization of many propaganda conferences to effectively implement the directions of the Government, the Ministry of Transport and the Provincial People's Committee on ensuring traffic safety and order in the business of transporting goods and passengers.
“We hope that business owners, cooperatives, vehicle owners, and drivers will have a better understanding of legal regulations, especially new regulations. From here, we will raise awareness and sense of compliance with the law on transport business activities, and prevent traffic accidents,” said Mr. Truong Van Son, Chief Inspector of the Department of Transport.
At many conferences, some owners of KDVT vehicles were still vague and did not fully understand the law, so they “questioned” the relevant agencies. Representatives of cooperatives and enterprises raised some difficulties in implementing it in practice… These opinions were all noted by the organizing committee, and many recommendations were responded to immediately.
Mr. Chau Ngoc Lieu - Head of the Department of Transport, Vehicle and Driver Management (Department of Transport) shared that organizing a conference to disseminate new points, typically Decree No. 41, dated April 16, 2024 of the Government amending and supplementing a number of articles of decrees related to the management of automobile transport activities, car driver training services and driver testing services; or the notable points of Circular No. 41, dated December 29, 2023 of the Ministry of Transport regulating the loading of goods on road vehicles is very necessary.
Entering the peak period of the transportation campaign to serve the Lunar New Year of At Ty - 2025, on January 16, 2025, the Department of Transport Inspectorate continued to organize a conference to disseminate the law on road transport activities. Nearly 100 delegates representing bus stations, enterprises, cooperatives, and owners of passenger and cargo transport businesses in northern Quang Nam listened to Mr. Ho Cong Tri - Deputy Head of the Department of Transport, Vehicle and Driver Management disseminate Decree No. 158, dated December 18, 2024 of the Government regulating road transport activities; the core content of Circular No. 36, dated November 15, 2024 of the Ministry of Transport regulating the organization and management of passenger and cargo transport activities by car and the operation of bus stations, parking lots, etc.
Delegates were also informed of some main contents of the Road Law and the Road Traffic Safety Law 2024 (effective from January 1, 2025), new points to note of these two laws; and regulations on penalties according to Decree No. 168, dated December 26, 2024 of the Government related to road transport business activities.
“The conference deployed 2 laws and legal documents guiding their implementation, including new content related to transportation business activities, or transportation services. Through this, transportation business units, vehicle owners, and drivers will grasp and implement, avoid violations to avoid being severely punished according to Decree No. 168, dated December 26, 2024 of the Government, while ensuring traffic safety” - Mr. Truong Van Son said.
