Promoting innovation and green transformation in industrial promotion activities in the Southern region

On the morning of October 20, 2025, the Department of Innovation, Green Transformation and Industrial Promotion (Ministry of Industry and Trade) coordinated with the Department of Industry and Trade of Tay Ninh province to organize the 15th Conference on Industrial Promotion of Southern provinces and cities in 2025. Attending were Director of the Department of Innovation, Green Transformation and Industrial Promotion Nguyen Thi Lam Giang and representatives of the Department of Industry and Trade of provinces and cities in the region.

Conference scene

According to the report at the Conference, the total budget for industrial promotion nationwide in 2024 reached 332 billion VND, of which national industrial promotion (NIP) was 130 billion VND and local industrial promotion (LIP) was 202 billion VND. The implementation results reached about 78% of the plan, focusing on supporting the development of rural industrial products (RIP), training human resources and promoting trade.

Notably, the national industrial promotion program has selected and recognized 479 typical IT products at the regional level, supporting 1,300 booths for 549 IT establishments to participate in domestic fairs and exhibitions. Many seminars, training courses on business administration, cleaner production, and ISO 22000 training have been organized, helping to improve management capacity and production quality.

Delegates chairing the Conference

In the Southern region alone, the total budget for industrial promotion reached 53.81 billion VND (79.8% of the plan), of which the National Industrial Promotion Fund was 4.47 billion VND and the Industrial Promotion Fund was 49.35 billion VND. Localities with high investment levels for industrial promotion activities include Dong Thap, Dong Nai, An Giang, Vinh Long and Ho Chi Minh City. Hundreds of industrial promotion establishments were supported to apply advanced machinery and equipment, innovate technology and promote products.

The total budget for the national industrial promotion plan in 2025 is 343.5 billion VND, an increase of 17% compared to 2024. The Southern region alone is assigned a plan of 56.31 billion VND, of which KCĐP accounts for 82.9%. However, due to the impact of the restructuring of the administrative apparatus and new regulations on budget allocation, the disbursement results in the first 9 months of the year only reached 14.8% of the plan, equivalent to 8.34 billion VND.

At the conference, delegates focused on discussing and exchanging many important contents related to Advantages and difficulties in perfecting the organization of public service units performing industrial promotion tasks at the local level after the merger of provinces and the implementation of the two-level local government model . Analyze the impact of current industrial promotion policies on rural industrial establishments; point out limitations and shortcomings, share experiences and good models, and propose feasible solutions to complete the industrial promotion plan for 2025. At the same time, discuss solutions to innovate and improve the effectiveness and efficiency of direction and administration; strengthen coordination between the Central and local levels in implementing industrial promotion activities, especially in terms of policy mechanisms, public services and regional linkages in rural industrial development.

Speaking at the Conference, Director of the Department of Innovation, Green Transformation and Industrial Promotion Nguyen Thi Lam Giang emphasized that localities need to continue to innovate the method of implementing industrial promotion activities, strengthen regional linkages and promote green transformation in production. Industrial promotion work must truly become a bridge between State policies and business development needs, contributing to improving productivity, quality and competitiveness of rural industrial products. She suggested that provinces link industrial promotion programs with digital transformation, prioritize supporting businesses to apply advanced, energy-saving and environmentally friendly technologies, and focus on training grassroots staff and deploying support to the right subjects, avoiding spreading.

The Director also requested to soon complete mechanisms and policies in accordance with Decree 235/2025/ND-CP, creating conditions for localities to be more proactive in using resources. The Ministry of Industry and Trade will continue to accompany and promote innovation, green transformation and digital transformation, towards the development of modern, effective and sustainable rural industry./.
