Over the past three years of implementing the National Target Program 1719 in Thuan Bac district (Ninh Thuan province), the program has created livelihoods for people, effectively utilizing investment resources to sustainably escape poverty. Simultaneously, it has invested in infrastructure development, making a significant contribution to comprehensively improving the lives of ethnic minority and mountainous communities.

According to Mr. Nguyen Hung, Vice Chairman of the People's Committee of Thuan Bac district, Ninh Thuan province, over the past three years (2022-2024), the National Target Program 1719 has provided the locality with over 17 billion VND to implement Project 1, which addresses the shortage of residential land, housing, production land, clean water, and vocational training for 871 poor ethnic minority households in five particularly disadvantaged communes: Phuoc Chien, Phuoc Khang, Bac Son, Cong Hai, and Loi Hai.
Accordingly, Project 1's capital has invested over 12 billion VND to provide housing land for 46 Raglay ethnic minority households in Bac Son commune, with each household receiving over 220m2. To date, the land has been leveled, roads, drainage systems, electricity, and plots have been prepared for handover. 542 households have received support for vocational retraining with a budget of 4,836.2 million VND, helping the poor purchase production equipment. Specifically, Phuoc Khang commune has 130 households, Cong Hai 106 households, Phuoc Chien 147 households; Bac Son 156 households, and Loi Hai 3 households. In addition, 283 households have received support for decentralized water supply with a budget of 828.9 million VND, including Phuoc Khang 85 households, Cong Hai 33 households, Phuoc Chien 91 households, Bac Son 50 households, and Loi Hai 26 households...
Funding from the National Target Program 1719 has been effectively utilized, helping to reduce the poverty rate among ethnic minority households in Thuan Bac district by over 5% annually. By the end of 2023, the district had 1,508 poor households, accounting for 13.33% of the total households in the district, including 110 Cham households and 1,283 Raglay households. The goal is to reduce the poverty rate in the entire district to 8% by the end of 2024.
