Promote support for residential land and production land for ethnic minorities

In order to create conditions for ethnic minorities to improve and stabilize their lives and escape poverty, in 2024, Phu Tho province will promote the implementation of the project to support land, housing, production land, and domestic water under the National Target Program 1719. According to the plan of Phu Tho province, the total development investment capital from the State budget to implement the Program for the period 2021-2025 is nearly 1,177 billion VND, of which over 331 billion VND has been disbursed to date. Therefore, in order to address the shortage of residential land and production land for poor ethnic minority households and poor households living in ethnic minority and mountainous areas, Phu Tho province has issued a plan and urgently directed specialized sectors and localities to actively implement it. Along with that, Phu Tho province also prioritizes supporting poor households and disadvantaged ethnic minority groups. In particular, focusing on communes, villages and hamlets with special difficulties, implementing the review and statistics of the demand for residential land and production land of ethnic minorities and mountainous areas to ensure the right subjects and regulations.

According to Mr. Pham Tu, Vice Chairman of Thanh Son District People's Committee, in order to implement the Program to support housing, residential land, and production land for poor ethnic minorities, the district has promoted the dissemination of the purpose, meaning, and objectives of the National Target Program 1719; regularly reviewed the actual needs of eligible beneficiaries in localities to supplement and implement housing, residential land, and production land support policies in a timely manner... to ensure that the State's support programs and policies are effective, bringing direct rights and benefits to ethnic minorities and mountainous areas. In 2024, according to the review, the whole district has 201 households without residential land. Of which, 24 households do not have residential land, 177 households have land but do not have land use right certificates.

For 24 households without residential land, they were supported with 44 million VND from the central and provincial budgets, however, these households refused to receive it because even with the support of 44 million, they could not buy land; the remaining 177 households will be allocated local budget by the District People's Committee to carry out the conversion of agricultural land use purpose to residential land, issue certificates of land use rights, house ownership rights and other assets attached to land for the subjects. Up to this point, Thanh Son district has not been able to implement this because it has not yet arranged the district budget and there are no specific instructions on the support categories.

Similarly, in Tan Son district, many communes in the district that are beneficiaries have actively implemented the project's contents. Currently, the district has 83% of ethnic minorities living in 17 communes, mainly Muong, Dao, Mong. Ms. Nguyen Thi Hong Hue, Head of the district's Ethnic Minorities Department, said that based on the regulations, plans, and instructions of the Central and the province, Tan Son district has issued a document directing the Department of Natural Resources and Environment and the Department of Ethnic Minorities to coordinate in reviewing and determining the average level of residential land and production land in ethnic minority and mountainous areas for each type of production land according to regulations. To implement the above content, the People's Committees of the communes conduct reviews, statistics, and synthesize preliminary reports on households lacking residential land and production land to implement Project 1 of the Program. At the same time, the district promotes information and propaganda work so that people can grasp the policies, beneficiaries, and support levels according to regulations.

To implement ethnic policies, the Ethnic Minorities Committee of Phu Tho province has issued guidelines for reviewing the subjects, priority order, content, and principles of supporting residential land and production land for ethnic minorities to create conditions for localities in the process of implementing the project to ensure the content according to regulations. Through the review, the whole province has about 2,500 households in need of support for residential land and production land in the period of 2021-2025. At the same time, the Provincial Ethnic Minorities Committee has advised the Provincial People's Committee to issue a decision regulating housing support under Project 1 of the National Target Program 1719 with the local budget level. In particular, the Provincial Ethnic Minorities Committee has also specified a closed implementation process, decentralizing implementation from residential areas to district-level People's Committees.
