The People's Committee of Binh Thuan province has just issued a plan to effectively implement Resolution No. 168/NQ-CP dated October 11, 2023, of the Government on the National Strategy for preventing and combating corruption and negative phenomena until 2030.

This includes defining the prevention and control of corruption as a crucial task for the entire political system and society under the leadership of the Party, to be carried out vigorously, resolutely, persistently, and comprehensively, with a focus on key areas, without forbidden zones or exceptions; prioritizing prevention as the fundamental and long-term approach, while detection and handling are important, urgent, and groundbreaking. It emphasizes close coordination between prevention, detection, and handling, utilizing a comprehensive range of political, ideological, organizational, administrative, economic, and criminal measures. In particular, it links the prevention and control of corruption with Party building and rectification, controlling state power, preventing and combating ideological and political degradation, moral decay, and lifestyle issues among cadres, civil servants, and public employees, consolidating public trust, and strengthening national unity…

The specific objectives are to prevent and combat corruption and negative practices, contributing to building a democratic, disciplined, and honest society; maintaining political stability and socio-economic development. To overcome loopholes and inadequacies in policies and laws across socio-economic sectors, especially those prone to corruption and negative practices. To build a streamlined state apparatus that operates effectively and efficiently; and a professional, disciplined, and honest civil servant workforce. To strengthen preventive measures; promptly detect and strictly punish all acts of corruption and negative practices, and thoroughly recover misappropriated or lost assets. To promote the role of the Vietnam Fatherland Front and its member organizations, the press and media; and to mobilize the participation of the business community and the people in the fight against corruption and negative practices…

The Chairman of the Provincial People's Committee requested that departments and agencies, based on their assigned functions and tasks, proactively review and propose amendments and additions to improve legal regulations on socio-economic management and anti-corruption in the state and non-state sectors. Accordingly, focus should be placed on areas prone to corruption and negative practices such as: personnel organization, financial management, budget, public assets, management of state capital invested in enterprises, investment, construction, bidding, auction; land, resources, minerals; credit, banking; taxation, customs and other areas directly related to citizens and businesses… This aims to enhance the effectiveness and efficiency of state management in these areas. Transparency, accountability, and responsibility should be ensured in the process of issuing, amending, supplementing, revoking, suspending, extending, abolishing, and implementing administrative decisions. Propose recommendations to competent authorities to thoroughly address the limitations and shortcomings in management mechanisms, policies, and laws discovered through inspection, examination, auditing, investigation, prosecution, trial, and enforcement of judgments.

Furthermore, it is necessary to improve the state apparatus, perfect the civil service system, build a team of honest and upright civil servants; and enhance the effectiveness of law enforcement, leading the way in implementation. Strengthen inspection, supervision, and strict handling of violations in the performance of duties, public service, and the ethics and lifestyle of civil servants. Resolutely remove from the state apparatus those civil servants who are ideologically, morally, and lifestyle-deteriorating, or who fail to fulfill their public duties. Strengthen inspection, supervision, auditing, investigation, prosecution, trial, and execution of judgments. Continue to improve the organizational structure, functions, tasks, powers, and operational procedures of inspection, supervision, investigation, prosecution, trial, and execution agencies, ensuring effective and efficient operation without overlap. Raise awareness and promote the role and responsibility of society in combating corruption and embezzlement. Encourage and support businesses and the business community in building and implementing a culture of integrity in business, and closely coordinate with competent state agencies in preventing, detecting, and promptly handling acts of corruption and negativity, especially in the non-state sector, and acts of harassment and bribery by civil servants and public employees...
