Speed up site clearance for Hoang Lien Pass tunnel project

The Hoang Lien tunnel project, connecting Lao Cai and Lai Chau provinces, is expected to start construction in the fourth quarter of 2025. In order for the project to be implemented as planned, the People's Committee of Sa Pa ward is coordinating with relevant units of Lai Chau province to carry out site clearance (GPMB) for the section passing through the province.

Recently, Sa Pa Ward People's Committee coordinated with the Lai Chau Province Traffic Construction Investment Project Management Board to announce and publicize the project to the people and organizations in the area and received the support of the people.

According to the representative of Sa Pa Ward People's Committee, experience from implementing key projects and works in the area shows that site clearance is one of the key tasks to ensure construction progress.

According to the announced route, the starting point of the route starts from about Km 78, National Highway 4D, ending at Km 8+800 connecting with Road D1. This is an area with complex terrain and scattered population, so the site clearance work encountered many difficulties, especially the agreement on compensation and resettlement for affected households.

To solve this problem, Sa Pa ward has established specialized working groups, coordinating with project investors and relevant agencies to work directly with households. In addition to publicizing project information and compensation support policies for land acquisition, Sa Pa ward will organize dialogues and meetings with residents to listen to opinions, promptly resolve problems and ensure the rights of the people.

Mr. To Ngoc Lien - Chairman of Sa Pa Ward People's Committee, said: To facilitate the site clearance work, the Ward People's Committee has promptly worked with the Lai Chau Provincial Construction Investment Project Management Board to unify the boundaries and project route as a basis for statistics, measurement, and counting of land and assets on land of organizations and households.

The Ward also directed relevant agencies in the process of statistics and counting to base on current regulations, ensuring publicity and transparency to create consensus among the people.

The Hoang Lien Pass tunnel project has a total investment of 3,300 billion VND, including two component projects. Of which, project 1 is the entire construction, equipment and compensation, site clearance and resettlement work for the area in Lai Chau province with a total investment of 3,210 billion VND. Project 2 - compensation, site clearance and resettlement work for the area in Lao Cai province with a total capital of about 90 billion VND.

The total length of the route is about 8.8 km (of which the main tunnel is about 2.63 km long, the auxiliary tunnel is about 2.65 km long); with about 4.6 km in Lai Chau province and about 4.2 km in Lao Cai province.

In which, the invested route has a level III mountainous scale, design speed of 60 km/h, roadbed width of 9m; the bridge system is designed with reinforced concrete and prestressed reinforced concrete.

The tunnel project consists of two tunnels about 30m apart, the main tunnel is about 2.63km long, the auxiliary tunnel is about 2.65km long, designed according to Japanese mountain tunnel standards.

The completion of the Hoang Lien Pass tunnel project will help vehicles reduce the distance of Hoang Lien Pass (O Quy Ho Pass) on National Highway 4D by 22 km. Currently, it takes about 52 minutes for a car to travel the 22 km pass; and about 120 minutes for trucks and container trucks to travel through the pass. If there is a tunnel, the travel time for these vehicles will be only 11 minutes.

The project's completion contributes to improving the quality of inter-provincial and inter-regional traffic infrastructure, fundamentally solving the limitations of National Highway 4D; creating conditions to attract investment, develop tourism, and promote socio -economic development in the Northwest region.

To effectively exploit the project, right from the project research step, Sa Pa Ward People's Committee actively worked with Lai Chau Provincial Construction Investment Management Board to adjust the route direction in accordance with the zoning plan and detailed plan of Sa Pa National Tourist Area.

The goal is to ensure that the route not only meets traffic connection requirements but also connects with tourist attractions, maximizing local economic potential.

With close coordination between the functional agencies of Lai Chau province, Sa Pa ward People's Committee, functional agencies and consensus of the people, the Hoang Lien Pass tunnel project is expected to be completed on schedule, bringing great benefits to the area.
