The project to upgrade and renovate the provincial stadium and build a surrounding ring road is being implemented in Nghia Lo ward, Quang Ngai city, invested by the Provincial Project Management Board for Investment and Construction of Civil and Industrial Works. The scale of the project includes upgrading the stands, upgrading the field, functional rooms, replacing seats, roofs, upgrading the pitch around the football field, football field surface, building a new water supply and drainage system, lighting system, building a ring road and surrounding items. The project has a total investment of 90 billion VND, implemented in the period of 2022 - 2025 to serve the competition, training, education and organization of hosting cultural and sports events in Quang Ngai province. It is expected to be completed on August 10, 2024.

Up to now, inside the stadium, the drainage ditch around the football field, underground water tank, fire pump house and concrete work for stands A, B, C, D have been completed (for Stand D, the area is still limited to 2 households); the work of completing Stands A, B, C and grading crushed stone for the pitch around the football field is underway, and the asphalt concrete work is expected to begin in June 2023.

Grandstand upgrade category

The items outside the stadium are being deployed with the second layer of crushed stone from Le Loi to Grandstand B. Asphalt concrete work is expected to be deployed in June 2023, leveling the area of the Square, the road from Nguyen Cong Phuong to Grandstand A and the belt road behind Grandstand C, the area is not hindered by site clearance. The remaining areas are all hindered by compensation and site clearance, so synchronous construction cannot be implemented.

Crushed stone grading for pitch road around football field, asphalt concrete work implementation

According to Mr. Vo Thanh Trung, Director of the Provincial Project Management Board for Investment and Construction of Civil and Industrial Works, to ensure the completion of the entire project in 2024, it is recommended that the Provincial People's Committee pay attention to directing the settlement of land fund balance in the city to consider allocating about 25 land lots to the Project Management Board so that the facility can prepare resettlement procedures for households whose land is recovered and are eligible for resettlement land allocation according to regulations. Direct relevant units to consider and agree, submit for approval to have a basis for submitting for appraisal and approval of compensation and support plans according to regulations.

On the morning of June 5, through a field inspection at the project to upgrade and renovate the provincial stadium and build a surrounding ring road, Chairman of the Quang Ngai Provincial People's Committee Dang Van Minh said that the infrastructure in the field of culture and sports of Quang Ngai province has not received proper attention and investment from the province in recent years. In particular, the whole province has a patchwork, fragmented stadium that does not meet the material standards to serve the culture and sports of the province. Therefore, in the period of 2021-2025, the provincial leaders decided to invest in the fields of culture, sports and tourism , including investing in upgrading and repairing the provincial stadium to meet the entertainment and sports needs of the province.
In the recent past, the Provincial People's Committee assigned the Provincial Project Management Board for Investment and Construction of Civil and Industrial Works to be the investor. Through monitoring the implementation results, it can be seen that the investor has made great efforts and endeavors in implementing the project. Especially in terms of compensation and site clearance, the investor has closely coordinated with the city and relevant sectors to organize and implement the project. Up to this point, through the investor's report and on-site inspection at the stadium, it can be seen that there are no major problems with the construction and renovation of the stadium, and the units are implementing the project according to the schedule set by the unit.
The Chairman of the Provincial People's Committee said that the biggest difficulty for this project at present is the compensation and site clearance work outside the stadium, which is the ring road around the stadium, which still has many problems. Therefore, the People's Committee of Quang Ngai City needs to focus on speeding up the site clearance progress for households that are cleared in the project area. In particular, it should be noted that this is a project that Nghia Lo Ward, Quang Ngai City previously did not manage the land well, leading to encroachment, illegal construction around the stadium area.

“The city must carefully review each case, determine the origin of the land, construction time, who issued the construction permit to clarify before deciding to approve the resettlement compensation plan for this project. Avoid cases of incomplete and non-specific work leading to errors, causing loss of state budget. Assign the Project Management Board with the responsibility of the investor to assign the construction unit to speed up the progress to soon complete the project and hand it over to the provincial Department of Culture, Sports and Tourism for exploitation. In particular, the scope within the stadium allows for handover when completed to serve the sports needs of the people of the province. The belt road section needs to coordinate with the city to urgently clear the land and complete the project on schedule,” Mr. Minh emphasized.
