Accelerate the implementation of key transportation projects.

From the very beginning of the year, the transportation sector has been aggressively urging project management boards, supervisory consultants, and construction contractors to focus on mobilizing machinery, equipment, materials, and personnel to accelerate the progress of transportation projects in the province.

Accelerate the implementation of key transportation projects. The Xuan Quang Bridge, part of Sub-project 1 - the bridge over the Ma River, has been completed and opened for technical traffic, ensuring timely progress and facilitating travel for the people.

Sub-project 1 - The Ma River overpass and approach roads from Km5+250 to Km7+250, part of the project connecting National Highway 1 with National Highway 45 from Hoang Xuan commune (Hoang Hoa district) to Km5+250 - Km14+603 in Thieu Long commune (Thieu Hoa district), has a length of 14.6 km and a total investment of 655 billion VND. The project commenced in February 2024, and with the decisive leadership, direction, and management of the Provincial Party Committee, the Provincial People's Committee, and the transportation sector, it was basically completed by early February 2025. Currently, contractors are focusing manpower and equipment on completing the remaining items and installing traffic safety systems and lighting along the entire route to ensure traffic flow according to schedule. According to the Thanh Hoa Provincial Project Management Board for Public Transport Infrastructure, construction had to be halted due to the impact of typhoons No. 3 and No. 4 in 2024, which caused the Ma River water level to rise. The water level exceeded the permitted construction site elevation, and heavy rain continued for an extended period (a total of 40 days of suspension), preventing the contractor from completing the project according to the adjusted construction schedule for the technical opening of the Xuan Quang bridge. Despite facing many difficulties, the project management board and contractors actively focused all resources to implement the project, ensuring traffic flow as planned.

Accelerate the implementation of key transportation projects. The construction contractor is accelerating the completion of the project's components for the road connecting National Highway 1 with National Highway 45, from Hoang Xuan commune (Hoang Hoa district) to Thieu Long commune (Thieu Hoa district).

According to the 2025 plan, the transportation sector will focus resources on completing key transportation projects, such as: the coastal road project from Nga Son to Hoang Hoa; the road from Bim Son Industrial Park to the coastal road section from Nga Son to Hoang Hoa; the road from National Highway 47 to Ho Chi Minh Highway; the road from Voi Junction (Thanh Hoa City) to Sam Son City... At the same time, contractors will be urged to mobilize machinery, equipment, raw materials, and manpower to accelerate the progress of ongoing projects, such as: the road from Dong Xuan intersection to Thanh Hoa City, the section passing through Dong Thanh and Dong Tien communes; the road connecting Thanh Hoa City with Tho Xuan Airport, the section from No Hen Bridge to Provincial Road 514; the road connecting National Highway 217 with National Highway 45 and National Highway 47; The Cua Du Bridge project... In addition, the transport sector is focusing on accelerating the progress and procedures to soon approve the pre-feasibility study reports for the following projects: the Eastern branch of Ring Road 3 from Hoang Hoa district to Quang Xuong district; the inter-regional connecting road from the Ho Chi Minh Highway in Thanh Hoa province to National Highway 6 and the CT.03 expressway in Hoa Binh province; and the road connecting Thanh Hoa city with Ngoc Lac district and the western districts...

According to the Deputy Director of the Department of Transport, Nguyen Duc Trung, the unit is currently actively coordinating closely with construction units in the implementation of major, key transport projects in the province to accelerate project progress and disbursement. At the same time, they are urging contractors to always ensure the "3 shifts, 4 teams" working conditions, "overcoming the sun and rain" to speed up construction progress while ensuring the quality, timeliness, and aesthetics of the projects, and especially ensuring safety. Weekly and monthly meetings are held with construction units to promptly resolve difficulties and obstacles for each project. In cases where contractors are not proactive and diligent in construction, causing delays in project progress, the investor, based on the provisions of the signed contract, will proactively take action within their authority or report and propose solutions beyond their authority to the Chairman of the Provincial People's Committee. In addition, the Department of Transport regularly coordinates with and supports localities and investors in land compensation and site clearance, as well as the supply of materials (soil, sand for embankment) to accelerate project construction progress.
