Implementing the Prime Minister's Telegrams and Conclusions and the Ministry of Construction 's Official Dispatch, the Chairman of the Provincial People's Committee directed: With the goal of opening the route in 2025 unchanged (resolutely not increasing capital, not being negative, not extending the implementation time...), completing the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway, phase 1 in 2025 in accordance with the direction of the Prime Minister, requesting relevant agencies and units to well and effectively implement the direction of the Chairman of the Provincial People's Committee in Official Dispatch 2784/UBND-KT dated September 4, 20253.
At the same time, continue to promote the spirit of determination, make outstanding efforts, act with the motto "faster, faster", "daring, bolder", "effective, more effective", complete the project on schedule, ensure quality, safety, savings, environmental sanitation and fight against negativity, waste and corruption.
During the implementation process, especially when encountering difficulties and problems, it is necessary to uphold the spirit of "clear thinking, high determination, great effort, decisive and effective action, finishing each task" and immediately report to the competent authority for handling and resolution.
Promote the spirit of solidarity, strengthen coordination between agencies in the political system. Take advantage of the support and participation of the people. Launch emulation movements, create an enthusiastic working atmosphere, praise good people and good deeds at the construction site. Implement timely rewards but strict discipline, ensure progress, construction quality, and labor safety. Pay attention to the lives and policies of workers and engineers who are directly at the construction site.
Regarding the Bac Kan - Cao Bang expressway project, the Department of Construction shall preside over and coordinate with relevant agencies to complete the Pre-Feasibility Study Report for the Bac Kan - Cao Bang expressway project, and submit it to competent authorities for consideration and decision in the fourth quarter of 2025.
Regarding the management and protection of infrastructure, transport business, and traffic safety, the Provincial Police Department is assigned to strengthen patrols and controls on roads, especially National Highways, Provincial Roads, and roads with high risk of traffic accidents. Focus on checking compliance with regulations on transport business activities by car, especially regulations on vehicle safety conditions, working hours, and health conditions of drivers. Strictly and thoroughly handle violations.
The Department of Construction urgently organizes inspections and reviews to organize traffic reasonably and scientifically on the roads under its management; promptly adjusts and supplements safety items of the traffic infrastructure system in areas with complex traffic conditions (including sign systems, road markings, protective railings , traffic lights, reflective studs, yellow flashing lights, etc.); reviews road traffic safety corridors and safety conditions of passenger transport vehicles by car to ensure traffic order and safety. Implement the examination and assessment of road traffic safety during the operation phase according to the provisions of the Road Law and Decree No. 165/ND-CP dated December 26, 2024 of the Government detailing and guiding the implementation of a number of articles of the Road Law and Article 77 of the Law on Road Traffic Order and Safety .
