Speaking at the National Assembly session this afternoon (June 19), delegate Nguyen Thi Le Thuy ( Ben Tre Delegation) said that the implementation of Circular 29/2024 on extra teaching and learning has not been effective. The gap between policy and practice is still large. This has a significant impact on schools, teachers, parents and students.
"According to the Minister, what is the main cause? Is it due to the inadequate approach to legal documents? Does the Minister have any fundamental solutions to best manage extra teaching and learning in the coming time?", Ms. Thuy asked.

Minister of Education and Training Nguyen Kim Son replied: "For a sector's policy to be effectively implemented when issued, it is not just a matter of the words in the document but also requires implementation from the central to local levels, both provincial and communal levels. If the document is good but the levels do not fully perform their responsibilities, the effectiveness will certainly not be as expected."
Circular 29 mentioned the responsibilities of theeducation and training sector, the responsibilities of the provincial, district and commune levels, schools, teachers and related people.
Immediately after the circular was issued, the Ministry sent inspection teams, and many places implemented it well. "If we say that the circular is not implemented well nationwide, it is unfair to some provinces and cities," Minister Son replied.
The head of the education sector hopes that localities will join in so that the document can be put into practice. "The circular has only been in effect for a short time, so I'm afraid it's too early to evaluate and conclude its effectiveness as the delegate said," the Minister emphasized.
When the Circular was issued, it sought opinions from ministries, branches and teachers. Therefore, the Ministry believes that it needs to be fully implemented before assessing its completeness.
In December 2025, the Ministry of Education and Training issued a circular prohibiting teachers from giving extra lessons for money to their own students outside of school. The old circular stipulated that teachers were allowed to give extra lessons to regular students outside of school if they had the principal's consent.

In a report sent to the National Assembly delegates on issues under the field of questioning, the Minister of Education and Training also informed that extra teaching and learning is not a new issue, but instead of being reduced, extra teaching and learning is becoming larger and larger in many forms. This not only puts great pressure on students and their parents but also goes against the spirit of fundamental and comprehensive innovation in education and training.
The Minister believes that widespread tutoring and extra learning are undermining the true value of learning. With the issuance of Circular 29 on management of tutoring and extra learning, the Minister affirms that it only regulates the management of tutoring and extra learning, not prohibiting it.
However, the Minister emphasized the viewpoint of aiming for schools without extra classes, improving the quality of regular school hours, and giving time and space for students to experience and practice.
Reporting on the initial results of implementing Circular No. 29, the Minister said that, for the benefit of students, the Circular's regulations limit the widespread situation of extra teaching and learning.
Schools focus on improving the quality of teaching and learning of the main curriculum, ending paid tutoring in schools, creating conditions for students to access knowledge without academic and financial pressure. However, in reality, this still has many shortcomings.
Minister Nguyen Kim Son said that extra teaching and learning is a complicated issue with great social impact, so a circular regulating the management of extra teaching and learning cannot solve all the problems.
The Ministry of Education and Training will advise the Government to issue policies to increase investment in facilities to ensure two-session learning per day in accordance with the direction of General Secretary To Lam, thereby reducing widespread extra teaching and learning and strengthening the organization of educational activities to develop students' qualities and abilities.
The Ministry will also continue to propose that the Government include tutoring and extra-curricular activities in the list of conditional business lines to make these activities transparent, ensure safety for learners, ensure the legitimate interests of teachers, strengthen State management and ensure tax collection for businesses that organize tutoring.
