National Assembly Delegate: Must create favorable conditions for the private economy to access national resources

On behalf of the Politburo, General Secretary To Lam has just signed Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development. On the sidelines of the 9th session, many National Assembly deputies said that the resolution is a historic turning point in promoting private economic development.

According to National Assembly delegate Tran Hoang Ngan (HCMC), we need to soon institutionalize Resolution No. 68-NQ/TW, creating conditions for the private economic sector to access all national resources in the most favorable way with the most incentives.

Only then can the private economic sector realize Resolution No. 68-NQ/TW, turning the private economy into the most important driving force in the country's economic development by 2030.

Besides, it is necessary to institutionalize and legalize the policies of the Party and State so that the private economy has the conditions to invest heavily in science, technology and innovation.

The Law on Science, Technology and Innovation passed by the National Assembly this time must reflect and institutionalize the Party's thinking, policies and guidelines. From there, the private economy will have the conditions to invest more in science, technology and innovation activities and can develop rapidly to become large corporations, on par with corporations in the world.

According to delegate Tran Hoang Ngan, we wish to have millions of private enterprises as well as individual business households, but we also need to have many large corporations such as Thaco, Vingroup, Sungroup, Hoa Phat... We must expand these enterprises, thereby leading the private economy. Therefore, Resolution 68-NQ/TW must be institutionalized soon.

Regarding institutionalization through specific mechanisms and policies, Mr. Tran Hoang Ngan said that we must clearly know what businesses need and lack.

Currently, businesses lack access to social resources, including land resources. In addition, it seems that when establishing industrial zones, we pay more attention to foreign investors.

"Therefore, from now on, we must determine that our economy is a prosperous, thriving, but independent and self-reliant economy, which means we must create conditions for the private economic sector to access national resources in the most favorable and preferential way," said delegate Tran Hoang Ngan.

According to delegate Phan Duc Hieu, Standing Member of the National Assembly's Economic Committee, Resolution No. 68-NQ/TW marks a major turning point in the process of private economic development. The Resolution is expected to create changes in the direction of improving the quality of the private economic sector, turning this sector into the most important driving force in contributing to the country's economic development.

"Resolution No. 68-NQ/TW this time has shown three very big ideas. That is to reduce inconvenience; increase the level of protection for the private economic sector; and unleash all resources, so that the private economic sector is truly the most important force in contributing to the goal of building the country by 2030 and 2045 that we have set out," said delegate Phan Duc Hieu.
