National Assembly deputies of Bac Lieu province discussed in groups many draft laws.

Continuing the program of the 9th session of the 15th National Assembly , on the afternoon of May 16, the National Assembly discussed in groups: The Draft Law amending and supplementing a number of articles of the Law on Handling of Administrative Violations; The Draft Law amending and supplementing a number of articles of the Law on Promulgation of Legal Documents and the Draft Resolution of the National Assembly amending and supplementing a number of articles of the Internal Regulations of the National Assembly session issued together with Resolution 71/2022/QH15 of the National Assembly.

Regarding the Draft Resolution amending and supplementing a number of articles of the National Assembly Session Regulations, Deputy Head of the National Assembly Delegation of Bac Lieu Province - Nguyen Huy Thai agreed with a number of amendments such as in Clause 2, Article 1, changing the name "Extraordinary Session" to "Unusual Session" as proposed by previous delegates. The delegate also agreed with the amendment in Clause 1, Article 27: "Opinions expressed and written opinions of National Assembly deputies at sessions have equal value and must be synthesized, explained, accepted and reported fully and honestly to the National Assembly" which, according to the delegate, this provision should be encouraged for wide dissemination. In addition, regarding the amendment in Clause 4, Article 27, which stipulates that "The transcript of the recording of the opinions of National Assembly deputies discussed at meetings shall be sent to the responsible agencies, organizations, and individuals and the National Assembly deputies no later than 24 hours from the end of the discussion session", the delegate proposed to clearly state that the transcript of the recording of the discussion sessions in the hall and group discussions must be clearly stated.

Deputy Head of the National Assembly Delegation of Bac Lieu Province - Nguyen Huy Thai spoke at the discussion group on the afternoon of May 16.

Also related to the Draft Resolution of the National Assembly amending and supplementing a number of articles of the National Assembly Session Rules, delegate Tran Thi Hoa Ry - Vice Chairwoman of the National Assembly's Ethnic Council also basically agreed with the necessity of amending the session rules to be consistent with current documents. Comments related to the law-making work, according to delegate Hoa Ry, to ensure consistency and effectiveness in accordance with the direction of competent authorities on innovation in thinking in law-making, it is necessary to clarify the responsibilities between the Government's drafting agency and the National Assembly's reviewing agency in the process of drafting, receiving, explaining, considering and approving, and guiding implementation.

Delegates agreed with many proposed amendments to 23/58 articles, including the addition of a new article to enhance the application of information technology and artificial intelligence to effectively carry out the activities of delegates, regularly interact with voters, and promptly inform voters and the People about activities at the session. However, delegate Hoa Ry suggested further consideration of the new regulation on shortening the time for presenting projects and drafts from 15 minutes to 7 minutes, and the time for delegates to speak from 7 minutes to 5 minutes because it is not really suitable. In addition, regarding documents submitted at the session, many National Assembly deputies wanted to have the necessary time from the verification stage to the research stage to participate in the hall. Therefore, in the amendment, the time for submitting documents also needs to be stricter. Avoid the case where there are draft laws that are discussed the next day but by 5:00 p.m. the previous day there is still no explanatory report (delegates do not have time to research).
