Putting policy into practice
Mobilizing many resources, integrating many programs and projects to implement sustainable poverty reduction among the Khmer ethnic group has gradually brought practical benefits, creating conditions to promote production development, improve the material and spiritual life of the people. In the period of 2021 - 2024 alone, Bac Lieu has allocated 160 billion VND to implement the National Target Program on Sustainable Poverty Reduction. Thanks to livelihood diversification support programs, combined with raising awareness of commodity production, the average income per capita of Khmer rice-growing households has increased by 20% compared to 2021. At the same time, the rate of poor ethnic minority households has decreased sharply, from 2,329 households in 2021 to 808 households, corresponding to a decrease of 2.5%/year.
Mr. Son Ngoc Xuan - a prestigious person in Vinh Trach commune said: "Through policies on vocational training support, job creation, supporting the poor to develop production, increase income... has contributed to changing the face of rural areas with a large Khmer population, creating conditions for people to enjoy culture, study, travel, receive health care...".
According to Mr. Diep Van Cop (Hong Dan district): “In the past, my family's economy was very difficult, we had no land for production, no farming techniques, so I had to borrow land around the dike of my acquaintances' fields to grow crops and earn extra income. Thanks to the local government's attention and support of capital, guidance on farming techniques, and my own efforts, my family's life has now stabilized. From having no land for production, I now have my own rice field and vegetable garden.” In fact, in many localities where many Khmer people live, there are more and more examples of overcoming difficulties and escaping poverty, and Mr. Diep Van Cop is a testament to this.
Taking advantage of policies, rising out of poverty
Thanks to the synchronous implementation of development investment policies and projects, the lives of Khmer people in the province have changed significantly. With the motto "giving a fishing rod is better than giving a string of fish", the policies have motivated people to be self-reliant in life. No longer waiting and relying on others, Khmer people in the province are now proactive in choosing a new direction for their family economy. From financial and technical policies along with the support of local authorities at all levels, many households that previously had difficult economic lives have now risen to become well-off and rich, becoming typical examples of will and determination to rise up in the community.
Mr. Nguyen Van Thoi - Chairman of Hong Dan District People's Committee, said: "The socio-economic situation of the province in general and ethnic minorities in particular is basically stable and developing. The implementation of policies and emulation movements associated with socio-economic development in areas with a large Khmer population has been effective. The material and spiritual life of the people has been significantly improved, the appearance of the villages, especially in remote areas, the economy is increasingly prosperous, creating a new vitality in areas with a large ethnic population".
It can be said that timely and practical policies have helped Khmer people access capital sources to develop production, increase income, and escape poverty sustainably. The results have been clear when they have aroused the will to proactively rise up of the poor, not only improving their family life but also contributing to the locality and society, thereby contributing to changing the face of areas with a large Khmer population.
