
On the afternoon of November 3, Deputy Director of the Ho Chi Minh City Department of Construction Bui Hoa An said that the department had just sent a document requesting the Vietnam Register of Vehicles. Am reviews, proposes to supplement and perfect regulations, technical standards and safety regulations for electric motor conversion activities for motorcycles and motorbikes.
The Department also proposed that the Registry Department support and guide Motorcycles TV Trading & Service Company Limited to register for testing and evaluating the quality of converted products. This will be the scientific and legal basis for widely deploying the model in the coming time.
According to the Ho Chi Minh City Department of Construction, converting gasoline cars to electric cars is a potential direction, in line with the goal of developing clean energy, green transportation and reducing greenhouse gas emissions. This activity also contributes to realizing Vietnam's commitment to net zero emissions by 2050.
However, to effectively implement and ensure technical safety and environmental protection, there needs to be a clear legal basis and unified guidance from central ministries and branches.
The project "Electric motor conversion system for gasoline vehicles" proposed by Motorcycles TV was highly appreciated by the Vietnam Register, the Vietnam Association of Motorcycle Manufacturers (VAMM), the Ho Chi Minh City Automobile and Power Equipment Association and the 50-03S Motor Vehicle Registration Center for its creativity and practical significance.
This conversion solution helps save investment costs, limit the increase of personal vehicles, and at the same time promote the green transition in the transportation sector. The techniques proposed by Motorcycles TV have the same principle as current hybrid cars.
However, the Vietnam Register said that there are currently no specific regulations on converting motorcycles and motorbikes to electric motors. Current documents, such as Decree 166/2024/ND-CP, do not mention this content in detail. Therefore, the testing, evaluation and implementation of converting gasoline vehicles to electric vehicles do not have an official legal corridor to implement.
Ho Chi Minh City's proactive proposal to improve regulations is considered an important step, creating a foundation for the green transformation process in transportation, towards the sustainable development goals of the city and the whole country.
