Nghe An resolutely promotes Quynh Lap LNG Thermal Power Plant project

The Quynh Lap LNG project - a key national energy project in Nghe An is being strongly directed by the province, towards bidding to select investors.

Strategic drivers for clean energy development

The Quynh Lap LNG Thermal Power Plant Project is planned in Quynh Lap Commune, the old Hoang Mai Town (now Tan Mai Ward), Nghe An Province, on an area of ​​210 - 360 hectares, including main items such as a power plant, LNG storage, port, breakwater and auxiliary technical infrastructure system. With a designed capacity of 1,500 MW (including 2 750 MW units), the project consumes about 1.15 million tons of LNG per year, and can receive liquefied gas carriers with a capacity of up to 100,000 DWT.

This is one of the largest energy projects in the North Central region, identified as an important power source in the Power Plan VIII, contributing to the implementation of Vietnam's clean energy development strategy, green transformation and carbon emission reduction. Upon completion, the Quynh Lap LNG plant will not only significantly supplement the national grid but also open up opportunities to attract industrial investment, create jobs and promote sustainable growth for the region.

To ensure consistency, the People's Committee of Nghe An province has included the project in the list of projects using land in accordance with the provincial land use planning for the period 2021-2030, and at the same time completed the report documents to the central ministries and branches. The province also proactively reviewed and updated the investor selection process according to Law 90/2025/QH15 and Decree 239/2025/ND-CP, with the goal of completing the investor selection procedure in the fourth quarter of 2025, as a legal basis for starting construction in 2026.

Notably, SK Innovation Group (Korea) is one of the first foreign investors to submit documents and propose a model to build a Quynh Lap LNG port warehouse to be shared with two gas-fired power projects in Nghe An and Thanh Hoa . This regional linkage model is expected to help optimize costs, improve operational efficiency and form the first clean energy center in the North Central region.

Unified policy, transparent investor selection

On the afternoon of October 30, the Nghe An Provincial Party Committee held a meeting to discuss and give opinions on the proposal to approve the investment policy of the Quynh Lap LNG Thermal Power Plant project. The meeting was chaired by Comrade Le Hong Vinh, Chairman of the Provincial People's Committee and Secretary of the Provincial Party Committee.

After listening to a detailed report on the scale, location, technology and total investment of LNG Quynh Lap, the Standing Committee of the Provincial Party Committee unanimously approved the project investment policy, agreed to convert the purpose of using forest land for implementation and apply the form of "open bidding" to select investors. The open and transparent selection not only demonstrates the spirit of openness and compliance with the law but also expands opportunities for domestic and foreign investors to access this strategic project.

According to the documents, the Quynh Lap LNG project has a total investment capital of about VND 55,946 billion (equivalent to USD 2.11 billion), deployed in Tan Mai ward, on a land and sea area of ​​about 67.28 hectares (not including the ship turning area and breakwater of about 142.72 hectares). The project is designed with an LNG storage with a capacity of 250,000 m³, an LNG recycling system and a specialized port in Dong Hoi Wharf Area - Nghe An Seaport, with a capacity of 1.5 million tons of LNG/year.

Currently, 5 investors have submitted valid applications, including 4 foreign investors from Korea, Japan and Qatar. The interest of the world's leading energy corporations affirms the attractiveness, position and potential for clean energy development of Nghe An in particular and the North Central region in general.

Mr. Le Hong Vinh, Chairman of Nghe An Provincial People's Committee, emphasized: "This is a large-scale project with strategic impact on national energy security and regional economic development. Therefore, the province requires relevant units to complete the dossier, ensure progress, fully comply with legal regulations and select investors with capacity, experience and international reputation."

A step forward for the North Central region's energy hub

Nghe An’s agreement on investment policy and implementation of the open bidding process for the Quynh Lap LNG project marks an important step in the province’s sustainable energy development strategy. Once operational, the plant will contribute to enhancing the power supply capacity for the North Central region and the country, promoting economic restructuring towards modern industry, gradually reducing dependence on traditional coal-fired power sources.
