Transportation was very difficult, many people were late for work on the first day of the week.

At 3:30 p.m. today, the National Center for Hydro-Meteorological Forecasting informed that cold air continues to strengthen in the North. Hanoi and the provinces in the Northern Delta will still have rain until the end of November 4. The lowest temperature is commonly 17-19 degrees Celsius, the weather is turning cold.

The main cause of this prolonged rain is that the North continuously receives cold air waves flowing down combined with high-altitude easterly winds carrying a huge amount of moisture from the Gulf of Tonkin to the mainland, causing scattered rain in many places in the North.

The National Center for Hydro-Meteorological Forecasting said that after November 4, the rain will gradually decrease, but the weather in Hanoi and the North will continue to be cold at night and early morning.

The meteorological agency also said that the additional cold air mass will bring cold (or chilly) to Nghe An province from now until November 5 and cause heavy rain and strong winds in the area from Ha Tinh to Hue.
