The lesson “People are the root, people are the center” has been applied and concretized by the province in local political tasks. In particular, it is important to promote the role, responsibility and mastery of the people in participating in building the Party and the political system, and consolidating the great national unity bloc.
The province has issued and led the implementation of many projects, resolutions, regulations, and rules, creating mechanisms to enhance the role of social supervision and criticism, and giving opinions on Party building and government building of the Vietnam Fatherland Front and socio-political organizations; creating conditions for people to promote their responsibility and mastery in participating in building a clean and strong Party, government, and political system. Notably, Decision No. 624-QD/TU (dated May 25, 2017) of the Provincial Party Standing Committee approved the Project "Strengthening the mobilization of people to participate in Party building, government building, improving the quality of governance and public administration".
In each period and based on the specific situation, the Provincial Party Committee has led, directed and oriented the activities of the Vietnam Fatherland Front and socio-political organizations to mobilize union members and gather the great national solidarity bloc to join hands and shoulder the political tasks of the country and locality, achieving many positive results.
The election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term recorded the solidarity, unanimity, and responsibility of all Quang Ninh people, when 99.95% of voters in the province directly cast ballots (among the provinces and cities with the highest number of voters in the country, the highest in the last 4 elections), choosing people with enough virtue and talent to participate in the highest authority of the State and localities.
In the election of village, hamlet and ward chiefs in the province, with the viewpoint of "People trust, Party nominates", the province mobilized the spirit of solidarity and strength of the people to cast their ballots, demonstrating the spirit of democracy, respect for the people, promoting the strength of the people in trusting and electing responsible and prestigious people in the community, shouldering common work at the grassroots level.
From the trust of the people, the Party organization nominated the Party cell secretary. Up to now, the province has maintained the implementation of 100% of Party cell secretaries being village, hamlet and residential area heads for 3 terms (2017-2020, 2020-2022, 2022-2025). Notably, the election of village, hamlet and residential area heads in the whole province, followed by the Party cell congress was held in one day, with the enthusiasm and excitement of the whole people, a festival for the whole people, with the rate of voters and people going to the polls reaching over 98%.
In the arrangement and merger of a number of district and commune-level administrative units in accordance with Resolution No. 653/UBTVQH14 (dated March 12, 2019) of the National Assembly Standing Committee, the province always puts the interests of the people first; implements methodically, closely, scientifically , and ensures that each step is done. In which, people were directly consulted to discuss, discuss democratically, and give opinions on each process of arranging and merging district, commune, and village administrative units; in a short time, the arrangement was completed, reducing from 14 to 13 district-level administrative units, from 186 to 177 commune-level administrative units, from 1,543 to 1,452 villages, hamlets, and neighborhoods with a high consensus rate among the people.
Typically, in the merger of Hoanh Bo district into Ha Long city, 100% of the people were informed, exchanged, and contributed their opinions. Of which, 98.55% of the people of the two localities agreed and supported the merger plan, affirming that this was a correct policy, consistent with the development and innovation requirements of the province, in line with the Party's will and the people's will.
Comrade Nguyen Van Hoi, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Fatherland Front Committee, said: In the coming period, Quang Ninh will continue to persistently implement the motto "People know, people discuss, people do, people inspect, people supervise, people benefit", proposing breakthrough policies, suitable to local realities, aiming to arouse creativity, autonomy, and the strength of great national unity to consolidate and build a clean and strong Party and government system at all levels, serving the legitimate interests of the people, ensuring rapid and sustainable development.
