Avoid wasting budget resources.

According to Mr. Bhling Mia, Secretary of the Tay Giang District Party Committee, Vo Chi Cong High School (A Xan commune, Tay Giang district) has been experiencing landslides for the past four years. Numerous inspections, surveys, and assessments have been conducted, but progress has been very slow. Specifically, the four-story lecture hall and dormitory building have suffered from leaks and deterioration in their electrical, water, and cooking equipment. Repairing these facilities would cost over 10 billion VND. The longer the delay, the more money will be needed. This represents a significant waste of resources.

Regarding the embankment repair work, numerous workshops have been held to gather opinions from relevant agencies and units. The Provincial Investment and Construction Project Management Board committed to the Standing Committee of the Tay Giang District Party Committee that the project would be implemented in September 2024, but to date, there has been no progress. Furthermore, there has been no response regarding the reasons, difficulties, or obstacles in the implementation.

“Currently, nearly 400 students and 80 teachers and staff are still temporarily residing and studying in rather difficult conditions at the district center. Investment in embankments and related projects is urgently needed, because with this progress, it is uncertain whether teachers and students will be able to return to school in the 2025-2026 school year,” Mr. Mia said.

According to Mr. Nguyen Manh Ha, Head of the Provincial Party Committee's Internal Affairs Department, the DH8 highway (Tra Doc - Tra Bui section, Bac Tra My district), with a total length of 28km, was approved by the Provincial People's Committee in Decision No. 1566 dated August 25, 2019, with a total investment of 120 billion VND. However, due to the limited capacity of the construction unit, only 36% of the work was completed by the deadline, so the Bac Tra My District People's Committee finalized the project and terminated it.

Currently, many sections of the road are severely damaged by potholes and landslides after heavy rains, making travel difficult for residents. Some people have to use boats to travel along a detour around the Song Tranh hydroelectric reservoir. Therefore, the Provincial People's Committee needs to promptly direct relevant units to implement temporary solutions to ensure safe travel for residents. The Department of Planning and Investment should advise the Provincial People's Committee to issue an investment plan for this road. Any delay will lead to the deterioration of completed sections and a waste of budget.

Discussions at Group 3 also highlighted many shortcomings of the 94 projects requesting an extension of the provincial budget allocation period until the end of 2025, including many important projects in the western region that are behind schedule and progressing slowly, such as the A Vuong river embankment (Tay Giang), the DT606 Tay Giang road, Vo Chi Cong High School, Phuoc Son Medical Center, etc.

According to Mr. Le Van Dung, Chairman of the Provincial People's Committee, in 2025, working groups will be assigned to oversee each of the 94 delayed projects mentioned above. Through this, they will coordinate with localities and units to overcome difficulties and obstacles in order to accelerate progress and complete the projects within 2025.

To get policies into practice

According to Mr. Dang Tan Phuong, Deputy Head of the Ethnic Affairs Committee of the Provincial People's Council, in addition to the three national target programs, the mountainous region also has 37 Provincial People's Council resolutions related to mechanisms and policies for socio-economic development, with a budget of approximately 8,000 billion VND. Of these, 19 resolutions are specifically for ethnic minority areas, with a budget of approximately 3,100 billion VND. The remaining 18 resolutions relate to both the plains and mountainous regions, with a budget of approximately 4,900 billion VND. It is evident that the province prioritizes and allocates a significant amount of investment to the mountainous region. However, the rate of poverty reduction in mountainous areas and the gradual improvement of living standards for ethnic minority communities remain low.

By 2025, 22 out of 37 resolutions will expire. This means a large number of mechanisms and policies for mountainous areas will no longer be in effect. If we do not focus on closely evaluating these policies for people in highland areas, it will negatively impact the results of poverty reduction and the improvement of living standards and income after 2025.

“Starting from the beginning of next year, the People's Committee leadership will direct localities to decisively review resolutions that expire in 2025 to conduct a thorough assessment. Have the issued resolutions truly impacted people's lives? Any mechanisms and policies that are no longer suitable need to be changed in terms of approach and implementation so that people can benefit from this 8,000 billion VND budget,” Mr. Phuong suggested.

Mr. Phuong believes that for mountainous areas, garden farming, farm economics, forestry, and medicinal plants are top priorities. And to attract businesses to invest, it is necessary to have a source of raw materials from the local people. Therefore, it is necessary to effectively implement the resolutions already issued to support the people.

Regarding Resolution 35 of the Provincial People's Council on supporting the development of garden and farm economies, it has been implemented well in localities, effectively contributing to economic development and poverty reduction. In 2024, 50 billion VND was allocated to support the people. However, the number of people registering to participate is increasing, while the annual budget of 50 billion VND is insufficient to meet the needs. The Provincial People's Committee needs to review the actual situation and consider allocating additional funds for implementation.

Resolution 09 of the Provincial People's Council on mechanisms to encourage the conservation and development of Ngoc Linh ginseng and other medicinal plants in the province should be reviewed and implemented flexibly by mountainous localities. Currently, the development of medicinal plants in mountainous areas is limited to Ngoc Linh ginseng and Tra My cinnamon; the development of other medicinal plants remains quite restricted.

"If we don't take advantage of mechanisms and policies and apply them effectively, combined with changing the mindset and practices of ethnic minority people, poverty reduction and improving living standards will remain very difficult," Mr. Phuong said.

"

According to Mr. Le Van Dung, Chairman of the Provincial People's Committee, the National Target Program for socio-economic development in ethnic minority and mountainous areas has been effective, but implementation has been slow and the disbursement rate low. If the approach is not changed by 2025, the disbursement progress will not be guaranteed, especially for long-term funding sources. Quang Nam must enhance the effectiveness of this policy for mountainous areas, focusing on resettlement and stabilizing housing for ethnic minorities in conjunction with climate change adaptation.
