In the period of 2020 - 2025, industrial production in the province faces a number of difficulties and challenges. However, with synchronous solutions implemented, the province's key industrial products still have stable growth.
Efforts to achieve goals
In the context of the country continuing to promote industrialization and modernization, Lang Son province has clearly identified industry as one of the important driving forces to promote economic growth, structural transformation and improve labor productivity.
Resolution of the 17th Provincial Party Congress, term 2020 - 2025 determined that by 2025, the industrial - construction sector will account for 25 - 26% of the province's economic structure...
To concretize the goals, the Department of Industry and Trade coordinated with the Provincial People's Committee to submit to the Provincial Party Standing Committee to issue Resolution No. 45 dated September 1, 2021 on industrial development of Lang Son province for the period 2021-2025, with a vision to 2030; advised the Provincial People's Committee to issue Plan No. 03 dated January 6, 2022 on implementing Resolution No. 45, which sets out specific goals for the period 2021-2025.
Mr. Dinh Ky Giang, Deputy Director of the Department of Industry and Trade, said: The Department has coordinated with the departments and branches of the province to synchronously implement mechanisms and policies to encourage the establishment of enterprises, creating conditions for the private economy to invest, develop production and business in the sectors and fields with strengths of the locality, including the industrial sector. Along with that, the Department of Industry and Trade also regularly monitors, reviews and grasps the production situation of enterprises to support and propose competent authorities to remove obstacles and difficulties arising for enterprises; promote reform of administrative procedures related to projects to develop industrial zones and clusters in the area...
As a result, the industrial sector in the province has achieved positive results; the industrial production index (IIP) has grown over the years, and some key indicators have met the set targets. Specifically, the proportion of industry and construction in GRDP in 2025 will reach 28.06%, exceeding the congress resolution target by 2.06%; the industrial production index in 2025 is estimated to increase by 6.15% compared to 2024 and increase by 2.2 percentage points compared to 2020. To date, the province has completed and put into operation hydropower projects: Khanh Khe Hydropower Plant, capacity of 7 MW (January 2021); Ban Lai Hydropower Plant, capacity of 7 MW (October 2023); Ban Nhung Hydropower Plant, capacity of 13 MW (March 2024).
The growth in the province's industrial production value mainly comes from large manufacturing enterprises such as: Dong Banh Cement Factory, Na Duong Coal Company, Na Duong Thermal Power Company - TKV...
Mr. Pham Duc Tuyen, Director of Na Duong Thermal Power Company - TKV (Na Duong commune) said: In the period of 2020-2022, when the COVID-19 pandemic broke out, the company encountered many difficulties and challenges in production activities. Along with that, the raw materials for thermal power production were not guaranteed, the enterprise had to import coal from abroad to produce electricity at high costs. In order to ensure sufficient coal supply for the thermal power plant, relevant departments and branches advised the Provincial People's Committee to submit to competent authorities to deploy the increase of Na Duong coal mine exploitation capacity, thereby ensuring sufficient and stable supply of coal for thermal power production... With the attention and direction of the province and departments and branches, the company has constantly made efforts and strived to exceed the assigned economic and technical targets. In particular, in the period of 2020-2025, the company has operated stably, reaching 100% of its design capacity. Up to now, the company's total electricity output has reached over 14.4 million MWh. From 2020 to now, the company's average revenue has reached nearly 1,000 billion VND/year; contributing nearly 30 billion VND/year to the State budget.
Continue to promote potential and advantages
Lang Son is a mountainous province with many strengths in agricultural and forestry development. The whole province currently has key wood and non-wood forest product raw material areas such as: the largest anise growing area in the country with over 40,000 hectares, pine growing area of 137,000 hectares, cinnamon growing area of over 9,000 hectares, and cassia growing area of over 3,500 hectares... which are abundant raw materials for processing development.
Taking advantage of abundant local raw materials, many enterprises have boldly invested in developing forest product processing. According to statistics, the whole province currently has over 129 forest product processing facilities operating regularly and stably. The average forest product processing output is about 45,000 m³ of various types of wood/year. The province also has a number of key products such as star anise, cinnamon, and pine resin that have been deeply processed and exported to China, India, Malaysia, etc.
Mr. Hoang Trong Hieu, Director of Hieu Thuy One Member Co., Ltd., Dinh Lap commune, shared: Realizing the advantage of local raw materials, while local factories have not yet met the wood consumption needs of the people, in 2020, the company established a loan project according to Resolution 08 dated December 10, 2019 of the Provincial People's Council on special policies to encourage investment, develop cooperation, link production and consumption of agricultural and rural products in the province in the period of 2020 - 2025 to invest in large-scale machinery and equipment with a capital of 5 billion VND. Thanks to bold investment, up to now, the company has put into operation 3 wood processing facilities; the company's wood processing capacity is increasing, from 40 - 50%. From 2024 to present, the company's revenue has reached about 200 billion VND, double compared to before, creating stable jobs for over 20 local workers.
Along with the initiative of enterprises in developing forest product processing and non-timber forest products, functional sectors and local authorities also accompany and support business development.
Mr. Dang Dinh Duc, Chairman of Thai Binh Commune People's Committee, said: The locality has many potentials and strengths in developing tea trees. Currently, in the commune, there is Thai Binh Tea Joint Stock Company producing and cooperating with people to develop and take care of tea. The whole commune currently has about 200 hectares, with a harvest output of over 1,200 tons of fresh tea/year. Tea products of Thai Binh Tea Joint Stock Company have been recognized by the Ministry of Industry and Trade as typical national rural industrial products and are exported to a number of countries such as Taiwan, India... In the coming time, the commune government will continue to guide and support people in applying science and technology to production, improving the quality of tea products; increase support and create favorable conditions for businesses to continue to cooperate with people in production... Thereby, contributing to the development of production and processing, creating jobs and increasing income for people in the area.
According to statistics from the Department of Industry and Trade, by the end of 2025, the province will have 4,950 industrial and handicraft production establishments, with over 400 registered production enterprises. Among them, a number of large production enterprises have been formed, operating stably, creating jobs for over 16,500 workers. The growth in industrial production value is mainly contributed by establishments producing key products such as: electricity production, coal, wood exploitation and processing, pine resin, construction stone, cement, etc.
Although industrial production has grown, the reality shows that the efficiency of business operations is still low, most of them are small and medium-sized enterprises; low competitiveness, mainly processing and assembling with low added value; low labor productivity. In the province, there is no spearhead industry that really plays a leading role and is competitive enough in the market; investment in technological innovation and application of new and modern science and technology in production is still limited; progress in implementing infrastructure construction of industrial clusters is still slow...
Mr. Dinh Ky Giang, Deputy Director of the Department of Industry and Trade, said: With the goal of striving by 2030, Lang Son will basically become a province with modern industrial development; industry will become an important economic sector, a driving force for growth and general economic development of the whole province. In the coming time, the Department will continue to advise the Provincial People's Committee to implement solutions for industrial development in a sustainable, safe and modern direction. At the same time, the Department will continue to advise the People's Committee to direct units to implement the goal of reducing emissions, increasing added value and participating in value chains with industries with advantages and development opportunities such as: renewable energy, wind power, biomass power; continue to invest in hydropower plants. In particular, the Department of Industry and Trade will continue to advise the Provincial People's Committee to promote research activities, apply scientific and technological achievements in production, ensuring efficiency and environmental friendliness; Advise on reasonable mechanisms to attract investors, build infrastructure for industrial parks and clusters, thereby promoting the general industrial development of the province.
Believing that, with the guidance and support of the provincial government, the attention of local authorities and the initiative of enterprises, the industrial production sector of the province will increasingly develop. Thereby, contributing to promoting the economic growth of the province, creating jobs and improving people's lives.
