I. DEVELOPMENT HISTORY OF THE VIETNAM FATHERLAND FRONT
1. The predecessor organizations of the Vietnam Fatherland Front
- On November 18, 1930, the Central Party Standing Committee issued a Directive on the establishment of the Anti-Imperialist Alliance - the first predecessor of the Vietnam Fatherland Front. The Anti-Imperialist Alliance mobilized the people to raise a strong anti-imperialist movement throughout the country, culminating in the Nghe Tinh Soviet.
- In the years 1936 - 1940, the Indochinese Democratic Front and the Anti-Imperialist National United Front were born, gathering a large number of people from all walks of life against imperialism and its lackeys, promoting the movement to fight for people's livelihood, democracy, people's knowledge and people's rights.
- On May 19, 1941, the Viet Minh Front was born, raising high the flag of national liberation, attracting all patriotic compatriots, creating a climax to fight the French and expel the Japanese, which was a decisive factor contributing to the success of the August Revolution, establishing the Democratic Republic of Vietnam.
- On May 29, 1946, the Vietnam National Union (Lien Viet) was born, further expanding the great national unity bloc. The Lien Viet, together with the Viet Minh Front, mobilized the people's strength to form a solid foundation for the young revolutionary government and effectively deal with internal and external enemies, overcoming the challenges of the revolutionary situation and the fate of the nation as "a thousand pounds hanging by a thread".
- On March 3, 1951, the Viet Minh Front and the Lien Viet Association merged into the Lien Viet Front, mobilizing the strength of the entire people and army to concentrate human and material resources to promote the resistance war with the spirit of "All for the front line" to create the Dien Bien Phu victory "famous in five continents, shaking the world", bringing our people's resistance war against the French colonialists to victory.
- During the period of 1955 - 1975, the whole country carried out two strategic tasks, building a large socialist rear base in the North and fighting to liberate the South. All three organizations: the Vietnam Fatherland Front (September 10, 1955), the National Liberation Front of South Vietnam (December 20, 1960), and the Alliance of Vietnamese National Democratic and Peace Forces (April 20, 1968) closely coordinated, unified will and action, gathered and promoted to the highest level the strength of national unity and international unity, bringing the resistance war against the US to complete victory, liberating the South, and unifying the country.
2. Vietnam Fatherland Front through congresses
After the country's reunification, to meet the requirements and tasks of building and protecting the Fatherland in the new period, the Front organizations of the two regions unified into the Vietnam Fatherland Front. Since then, the Vietnam Fatherland Front has gone through 9 Congresses:
2.1. 1st Congress (Term 1977 - 1983)
The congress met from January 31 to February 4, 1977 at the Reunification Hall, Ho Chi Minh City, merging three organizations: the Vietnam Fatherland Front, the National Liberation Front of South Vietnam, and the Alliance of National, Democratic and Peace Forces of Vietnam, and named it the Vietnam Fatherland Front. The congress consulted and introduced 191 members to join the Central Committee of the Vietnam Fatherland Front. The Presidium consisted of 45 members, the Secretariat consisted of 7 members; comrade Ton Duc Thang was elected as honorary chairman; comrade Hoang Quoc Viet was elected as chairman of the Central Committee of the Vietnam Fatherland Front (CFF).
2.2. Second Congress (Term 1983 - 1988)
The Congress met from May 12 to May 14, 1983 at Ba Dinh Hall, Hanoi. The Congress's action program was to direct all activities of the Front to practicality, towards the grassroots, towards residential areas. The Congress elected the Central Committee of the Vietnam Fatherland Front, term II, consisting of 184 members, the Presidium of 45 members, the Secretariat of 8 members; Comrade Hoang Quoc Viet as Honorary Chairman; Architect Huynh Tan Phat as Chairman of the Central Committee of the Vietnam Fatherland Front and Mr. Nguyen Van Tien as General Secretary.
2.3. Third Congress (Term 1988 - 1994)
The Congress met from November 2 to November 4, 1988 at Ba Dinh Hall, Hanoi. This was a Congress demonstrating the great strength of the entire people united in carrying out the renovation process. The Congress elected the Central Committee of the Vietnam Fatherland Front, term III, consisting of 166 members, the Presidium of 30 members, the Secretariat of 6 members; continued to elect comrade Hoang Quoc Viet as Honorary Chairman; elected Lawyer Nguyen Huu Tho as Chairman of the Central Committee of the Vietnam Fatherland Front; Lawyer Phan Anh as Vice Chairman and Mr. Pham Van Kiet as Vice Chairman and General Secretary.
2.4. 4th Congress (Term 1994 - 1999)
The Congress was held from August 17 to August 19, 1994 at Ba Dinh Hall, Hanoi. More than 600 delegates attended the Congress. The Congress elected the Central Committee of the Vietnam Fatherland Front, term IV, consisting of 206 members; the Presidium of 40 members, the Standing Committee of the Presidium of 7 members; elected Lawyer Nguyen Huu Tho as Honorary Chairman; Comrade Le Quang Dao as Chairman of the Central Committee of the Vietnam Fatherland Front and Mr. Tran Van Dang as General Secretary.
2.5. 5th Congress (Term 1999 - 2004)
The Congress was held from August 26 to August 28, 1999 at Ba Dinh Hall, Hanoi. The Congress was attended by 621 delegates. It was the Congress to "Promote patriotism, the strength of the great national unity bloc, strengthen the National United Front, accelerate industrialization, modernization, build and protect the socialist Vietnamese Fatherland". The Congress elected the Central Committee of the Vietnam Fatherland Front, term V, consisting of 253 members, the Presidium of 45 members; the Standing Committee of 9 members; elected comrade Pham The Duyet as Chairman of the Central Committee of the Vietnam Fatherland Front and Mr. Tran Van Dang as General Secretary.
2.6. 6th Congress (Term 2004 - 2009)
The Congress was held from September 21 to September 23, 2004 at Ba Dinh Hall, Hanoi. The Congress was attended by 878 delegates. It was the Congress to “Promote the strength of great national unity, enhance the role of the Vietnam Fatherland Front in accelerating the cause of industrialization and modernization of the country, for the goal of a rich people, a strong country, a fair, democratic and civilized society”. The Congress elected the Central Committee of the Vietnam Fatherland Front, term VI, consisting of 320 members, the Presidium of 52 members, the Standing Committee of 8 members; elected comrade Pham The Duyet to continue as Chairman of the Central Committee of the Vietnam Fatherland Front and comrade Huynh Dam as Vice Chairman and General Secretary.
* The 5th Conference of the Central Committee of the Vietnam Fatherland Front, 6th term, in Hanoi (January 2008) negotiated to elect new positions of Chairman and Vice Chairman cum General Secretary: Comrade Huynh Dam as Chairman (replacing Comrade Pham The Duyet who retired according to the regime) and Mr. Vu Trong Kim as Vice Chairman cum General Secretary.
2.7. 7th Congress (Term 2009 - 2014)
The Congress was held from September 28 to September 30, 2009 at the My Dinh National Convention Center, Hanoi. The Congress was attended by 1,300 delegates, including 989 official delegates and 311 invited delegates. The theme of the Congress was “Enhancing the role of the Vietnam Fatherland Front, promoting democracy, strengthening social consensus, building a great national unity bloc for a rich people, a strong country, a fair, democratic and civilized society”. The Congress elected the 7th Central Committee of the Vietnam Fatherland Front, consisting of 355 members, the Presidium of 58 members, the Standing Committee of 9 members; continued to elect comrade Huynh Dam as Chairman and Mr. Vu Trong Kim as Vice Chairman and General Secretary.
* The 6th Conference of the Central Committee of the Vietnam Fatherland Front, 7th term, held in Hanoi (September 5, 2013) elected comrade Nguyen Thien Nhan to hold the position of Chairman of the Central Committee of the Vietnam Fatherland Front to replace comrade Huynh Dam, who retired according to the regime.
2.8. 8th Congress (Term 2014 - 2019)
The Congress was held from September 25 to 27, 2014 at the My Dinh National Convention Center, Hanoi. There were 1,008 official delegates attending the Congress. The Congress's theme was: "Promoting the strength of great national unity, building and defending the Fatherland in the new situation, for a rich people, a strong country, democracy, fairness and civilization". The Congress elected the Central Committee of the Vietnam Fatherland Front, term VIII, consisting of 383 members, the Presidium of 62 members, the Standing Committee of 6 members; Comrade Nguyen Thien Nhan as Chairman; Mr. Vu Trong Kim as Vice Chairman - General Secretary.
* The 5th Conference of the Central Committee of the Vietnam Fatherland Front, term VIII, held in Hanoi (April 14, 2016) elected comrade Tran Thanh Man, member of the Party Central Committee, as Vice Chairman - General Secretary of the Central Committee of the Vietnam Fatherland Front, term VIII, to replace Mr. Vu Trong Kim, who retired according to the regime.
* The 7th Conference of the Central Committee of the Vietnam Fatherland Front, 8th term, in Hanoi (June 22, 2017) elected comrade Tran Thanh Man as Chairman of the Central Committee of the Vietnam Fatherland Front to replace comrade Nguyen Thien Nhan who was transferred to another job.
* The 8th Conference of the Central Committee of the Vietnam Fatherland Front, term VIII, held in Ho Chi Minh City (January 5, 2018) elected comrade Hau A Lenh as Vice Chairman - General Secretary.
2.9. 9th Congress (Term 2019 - 2024)
The 9th National Congress of the Vietnam Fatherland Front (term 2019 - 2024) took place on September 18, 19 and 20, 2019 at the My Dinh National Convention Center, Hanoi with the participation of 999 official delegates representing member organizations, classes, strata, 54 ethnic groups, religions, the People's Armed Forces, overseas Vietnamese and full-time Front officials at all levels. The Congress theme: "Promoting the strength of great national unity, improving the quality and effectiveness of the activities of the Vietnam Fatherland Front, for a rich people, a strong country, democracy, fairness and civilization". The Congress elected 374 members of the Central Committee of the Vietnam Fatherland Front. At the first session of the Central Committee of the Vietnam Fatherland Front, 9th tenure (2019-2024 term), the Presidium of the Central Committee of the Vietnam Fatherland Front, 9th tenure, 2019-2024 term, consisting of 62 members; the Standing Committee, 6 members; continued to elect comrade Tran Thanh Man as Chairman; comrade Hau A Lenh as Vice Chairman - General Secretary.
* The 4th Conference of the Central Committee of the Vietnam Fatherland Front, 9th tenure, held in Hanoi (April 12, 2021) elected comrade Do Van Chien, Secretary of the Party Central Committee, Secretary of the Party Delegation of the Vietnam Fatherland Front, to join the Committee, the Presidium and hold the position of Chairman of the Central Committee of the Vietnam Fatherland Front, 9th tenure, replacing comrade Tran Thanh Man who was transferred to another job.
* The 5th Conference of the Central Committee of the Vietnam Fatherland Front, 9th tenure, held in a combination of in-person and online formats (June 30, 2021) elected comrade Le Tien Chau, member of the Party Central Committee, to hold the position of Vice Chairman - General Secretary of the Central Committee of the Vietnam Fatherland Front, replacing comrade Hau A Lenh, who was transferred to another job.
* The 8th Conference of the Central Committee of the Vietnam Fatherland Front, term IX, held in Hanoi (March 15, 2023) elected comrade Nguyen Thi Thu Ha, member of the Party Central Committee, to hold the position of Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front, replacing comrade Le Tien Chau, who was transferred to another job.
II. POSITION AND RELATIONSHIP BETWEEN THE VIETNAM FATHERLAND FRONT AND THE PEOPLE, ORGANIZATIONS IN THE POLITICAL SYSTEM AND SOCIAL LIFE
1. Position and role of the Vietnam Fatherland Front
Immediately after gaining power for the People, the Front became an integral part of our country's political system. Although the Front and other organizations in our country's political system have different roles, positions, functions and methods of operation, they are all tools to implement and promote the People's mastery with a common goal: Striving to build a peaceful, independent, unified, democratic and prosperous Vietnam, with a worthy position in the international arena.
The 2013 Constitution clearly states: “The Vietnam Fatherland Front is a political alliance, a voluntary union of political organizations, socio-political organizations, social organizations and typical individuals in social classes, strata, ethnic groups, religions, and Vietnamese people residing abroad. The Vietnam Fatherland Front is the political base of the People's government; represents and protects the legitimate and legal rights and interests of the People; gathers and promotes the strength of great national unity, practices democracy, strengthens social consensus; supervises and criticizes society; participates in Party and State building, and people's foreign affairs activities, contributing to building and defending the Fatherland.”
The Law on the Vietnam Fatherland Front 2015 affirms the principle of gathering and building a great national unity bloc: The Vietnam Fatherland Front develops diverse forms of organization and activities to gather and unite all Vietnamese people at home and abroad, regardless of class, social stratum, ethnicity, belief, religion, or past, in order to mobilize all resources to contribute to building and defending the Fatherland (Article 12).
Thus, the position and role of the Vietnam Fatherland Front are recognized by the people and the history of the Vietnamese revolution and are stipulated in the Constitution of the Socialist Republic of Vietnam.
2. Relationship between the Vietnam Fatherland Front and organizations in the political system
2.1. The relationship between the Vietnam Fatherland Front and the Communist Party of Vietnam
The Party leads the Front to realize the alliance between the Party and socio-political organizations, social organizations, and individuals representing classes, strata, ethnic groups, and religions. The basic factors that determine the Party's leadership role over the Front are:
- The Party issues guidelines, policies and strategies based on reality, respecting objective laws, meeting the requirements, aspirations and legitimate interests of all classes of people.
- The Party leads through propaganda, persuasion, inspection, personnel work and upholds the exemplary role of Party members according to the slogan: "Party members go first, the country follows".
- The Party leads through the Party Delegation, through representatives of Party organizations participating in the Fatherland Front Committee, directly presenting the Party's policies and guidelines and making recommendations to the Front on issues that need to be discussed and coordinated for implementation.
- The Party leads the coordination and unification of action among member organizations, the coordination between the Front and the government; at the same time, the Party is a member of the Front. The Party Committee does not carry out that coordination but through the Standing Committee of the Vietnam Fatherland Front Committee at all levels. To perform its leadership role well, the Party must not only fulfill the responsibility of a member like any other member, but must be the most active and exemplary member. The Party Committee representative participating in the Front Committee at the same level is responsible for participating in full and proactive activities, presenting the Party's policies, guidelines and recommendations to the Front; at the same time, listening to the opinions, thoughts and aspirations of the members, dialogue, persuade, conduct democratic consultation and coordinate and unify actions. The Party Committee must educate Party members to be exemplary in implementing the common action program, which has been unanimously approved by the member organizations. The Party respects and encourages member organizations and the People to implement the Regulations on supervision and social criticism of the Front and socio-political organizations in formulating the Party's guidelines, policies, major decisions and organizing their implementation, including organizational and personnel work.
2.2. Relationship between the Vietnam Fatherland Front and the State
Article 7 of the Law on the Vietnam Fatherland Front stipulates: The relationship between the Vietnam Fatherland Front and the State is a relationship of coordination to perform the tasks and powers of each party according to the provisions of the Constitution, laws and regulations on coordination of work issued by the Vietnam Fatherland Front Committee and relevant state agencies at each level.
The Vietnam Fatherland Front and the State are both led by the Party, are components of the political system, and are tools for the People to exercise and promote their mastery in the cause of building and defending the Fatherland. Therefore, the coordination between the Fatherland Front and the State to carry out the tasks and powers of each side according to the provisions of the Constitution and laws is inevitable, arising from the intrinsic needs of each side.
2.3. Relationship between the Fatherland Front Committee and member organizations at the same level
The Fatherland Front Committee at each level presides over democratic consultations among its members to discuss and implement important issues of the country, the locality, and the people's lives, coordinate the development of a common action program, and jointly implement that unified action program.
III. SOME RESULTS OF IMPLEMENTING THE RESOLUTION OF THE 9TH CONGRESS OF THE VIETNAM FATHERLAND FRONT
- The Fatherland Front and mass organizations continue to innovate the content and methods of operation, mobilize the masses of people to participate in patriotic emulation movements, increasingly promote the role of caring for and protecting the legitimate and legal rights and interests of union members, association members and the people; proactively participate in social supervision and criticism; play a good role as a bridge between the Party, the State and the people; participate in building the Party, the State and the political system, actively contributing to the common achievements of the country. Continue to promote socialist democracy, increasingly better exercise the people's mastery in deciding major and important issues of the country. Respect, ensure and protect human rights, the rights and obligations of citizens according to the 2013 Constitution; link citizens' rights with citizens' obligations and responsibilities towards society... Focus on implementing both direct and representative democracy, especially at the grassroots level, ensuring publicity, transparency and accountability. Leaders at many levels of Party committees and governments have increased contact, dialogue, listening, absorbing, and resolving the people's concerns and legitimate aspirations.
- The Fatherland Front has proactively and closely coordinated with organizations in the political system to do a good job of propaganda, mobilization, and gathering people from all walks of life, creating unity and high consensus in society; actively participated in law-making, contributed to the preparation and organization of Party Congresses at all levels and the National Congress of the Party; proposed to the Party and the State many important contents, contributing to the formulation of the Party's guidelines and policies, the State's policies and laws; made many efforts to innovate and diversify forms of gathering people, promote the practice of democracy at the grassroots level, carry out social supervision and criticism, participate in preventing and combating corruption and negativity, contributing to building the Party and the political system increasingly clean and strong.
- Recently, the Front and its member organizations have exercised their rights and responsibilities well, actively participated in organizing and mobilizing the People to successfully conduct the election of deputies to the 15th National Assembly and the election of deputies to People's Councils at all levels for the 2021-2026 term. When the Covid-19 pandemic occurred, spread and broke out in our country, the Vietnam Fatherland Front and its member organizations were proactive, creative, promoted their core role, coordinated with state agencies to call for, propagate, mobilize, promote the strength of national solidarity, arouse the spirit of mutual love and affection among the People, contribute their efforts, contribute money to support the frontline in epidemic prevention and control, supplement the Government's budget to buy vaccines, contribute to preventing, controlling the increase and repelling the Covid-19 pandemic.
- During the past term, the organization of emulation movements and campaigns has increasingly brought about practical results, with close coordination with agencies and organizations, gradually promoting the participation of the entire political system in organizing emulation movements from the grassroots level and residential areas; participating in socio-economic development, taking care of social security issues, especially taking care of the poor, the disadvantaged and coordinating care for policy families. Especially in 2020, 2021, 2022, the Covid-19 pandemic has had a huge impact on our country, causing many heavy losses, but with the Party's correct guidelines and the timely management of the State, we have mobilized the entire Party, the entire people, and the entire army to fight in the spirit of "fighting the epidemic like fighting the enemy", controlling, preventing the spread of the pandemic, minimizing the damage caused by the epidemic, ensuring social security and welfare, gradually restoring production and business and stabilizing people's lives. Continue to consolidate and promote the role of political alliances; step up the implementation of the program of coordination and unified action of the Vietnam Fatherland Front, especially the deployment of movements and campaigns to encourage and motivate the participation of all classes of people. Continue to promote patriotic emulation movements in the spirit of Directive No. 10-CT/TW, dated December 15, 2016 on "Strengthening the Party's leadership in the Campaign for All People to Unite to Build New Rural Areas and Civilized Urban Areas"; Directive No. 03-CT/TW, dated May 19, 2021 "On strengthening the Party's leadership in the Campaign for Vietnamese People to Prioritize Using Vietnamese Goods" in the new situation.
- Ethnic and religious work is given attention and promoted. The Front proactively and actively propagates, mobilizes, coordinates the implementation and supervises the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030. Continue to implement Conclusion No. 01/KL-MTTW-DCT dated August 20, 2015 of the Presidium of the Central Committee of the Vietnam Fatherland Front, 8th tenure, on "Innovation of content and methods of operation of the Vietnam Fatherland Front in ethnic work". Implement the Project "Strengthening the mobilization and solidarity of religions in our country today"; Continue to implement Conclusion No. 02/KL-MTTW-DCT dated December 29, 2015 of the Presidium of the Central Committee of the Vietnam Fatherland Front, 8th tenure, on "Innovation in the content and methods of operation of the Vietnam Fatherland Front in religious work". Strengthen dialogue and contact with religious leaders, prestigious people among ethnic minorities..., promote cultural values, good ethics and resources of religions in national development.
- Participation in Party building and government building has achieved positive results, with increasing innovation and creativity in implementation methods and approaches, going into depth with higher quality. The Front at all levels proactively grasps the situation to promptly detect and advise Party committees, coordinate with the government to direct the handling of many sensitive and pressing issues of public concern and practical concerns through the Front's supervision activities in accordance with the law. Improve the quality of implementation of the Regulations on coordination of work with state agencies and member organizations to promote the strength of the great national unity bloc. The Front at all levels has gradually improved the quality of supervision and social criticism activities, as well as grasping and reflecting the opinions and recommendations of the people to the Party and the State; in particular, promoting the role of the Front in the elections of National Assembly Deputies and People's Council Deputies at all levels for the 2021-2026 term. Focus on implementing throughout the system Directive No. 18-CT/TW, dated October 26, 2022 of the Secretariat on promoting the role, improving the quality and effectiveness of supervision and social criticism of the Vietnam Fatherland Front and socio-political organizations; Conclusion No. 54-KL/TW, dated May 9, 2023 of the Secretariat on continuing to implement Decision No. 99-QD/TW, dated October 3, 2017 of the Secretariat on continuing to promote the role of the People in the fight to prevent and repel degradation, "self-evolution", and "self-transformation" within the Party.
- The information work on foreign affairs activities in general and people's foreign affairs activities in particular has been promptly disseminated by the Central Committee of the Vietnam Fatherland Front to help the cadres of the Fatherland Front at all levels grasp the Party's guidelines and policies, the State's policies and laws on foreign affairs and foreign information; propagate the Party's leadership role, the country's achievements, the great national unity bloc, especially the Politburo's Conclusion on the Foreign Affairs Information Strategy for the 2021-2030 period, with a vision to 2045 after being approved by the Politburo, closely linked with the spirit of the Resolution of the 13th National Party Congress; Directive No. 12-CT/TW, dated January 5, 2022 of the Politburo on strengthening the Party's leadership, improving the effectiveness of people's foreign affairs in the new situation; Conclusion No. 12-KL/TW, dated August 12, 2021 of the Politburo on the work of overseas Vietnamese in the new situation; Conclusion No. 03/KL-MTTW-DCT, dated January 17, 2023 of the Presidium of the Central Committee of the Vietnam Fatherland Front on the implementation of the Conclusion of the Politburo on the work of overseas Vietnamese in the new situation.
- The innovation of content and methods of operation has made great efforts and brought about increasingly practical results. The activities of the Front are strongly oriented towards the grassroots, the Front Working Committees in residential areas have become the core force in movements and campaigns, trusted by the people and are a strong bridge between the people and the Party and the State. Ensure enhanced coordination with relevant agencies and organizations and raise political awareness for sectors, levels and classes of people about the role and position of the Vietnam Fatherland Front in the political system; the activities of the Front are increasingly more action-oriented, less administrative, closely following the people and the grassroots. Actively implement Resolution No. 18-NQ/TW, dated October 25, 2017 on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient"; Conclusion No. 50-KL/TW, dated February 28, 2023 of the Politburo on continuing to implement Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently"; Regulation No. 97-QD/TW, dated February 7, 2023 on the functions, tasks, powers, organizational structure, and working relationships of the Party delegation and the Party Executive Committee at the Central level, which stipulates that the Party delegation of the Vietnam Fatherland Front is established by decision of the Politburo.
- The Vietnam Fatherland Front Committee and its member organizations continue to improve their organization, strengthen training and fostering of cadres, and coordinate with authorities at all levels to gradually remove difficulties in operating conditions. The working coordination relationship between the Presidium of the Central Committee of the Vietnam Fatherland Front and the President, the National Assembly Standing Committee, and the Government; between the Standing Committee of the Central Committee of the Vietnam Fatherland Front and member organizations, central departments, ministries, and branches; between the Vietnam Fatherland Front Committees at all levels and the People's Councils, People's Committees, functional branches, and member organizations at the local level is increasingly regular, close, and effective. The Central Committee of the Vietnam Fatherland Front and the Vietnam Fatherland Front Committees of many provinces and cities continue to pay attention to improving and improving the quality of activities of the Advisory Councils, the team of collaborators, and promoting the role of outstanding individuals in a number of fields, contributing to improving the effectiveness of the activities of the Vietnam Fatherland Front Committee at each level. The Front Work Committee in residential areas continues to be strengthened and improved; its position and role are increasingly promoted, acting as the core in mobilizing people to carry out movements and campaigns in residential areas.
IV. REQUIREMENTS AND TASKS OF CONGRESSES OF FATHERLAND FRONT AT ALL LEVELS AND THE 10TH CONGRESS OF THE VIETNAM FATHERLAND FRONT
The Congresses of the Fatherland Front at all levels and the 10th National Congress of the Vietnam Fatherland Front will evaluate the results of the past term's activities, develop an Action Program for the new term and contribute opinions to the draft documents of the Congresses of the Fatherland Front at higher levels with the following requirements and contents:
- Documents submitted to the Congress need to be thoroughly discussed and widely consulted within the Front system, member organizations, and all levels and classes of people. The goals, action programs and solutions for the Front's work in the new term must be strategic and have a long-term vision to meet the requirements of the Front's work in the new situation.
- The term summary report needs to correctly assess the situation of all classes of people and the great national unity bloc; clearly state the achieved results, good models, new factors, limitations and shortcomings; draw out causes and lessons learned; analyze and clarify opportunities and challenges in the coming term; forecast and detect new issues for timely resolution. The report emphasizes the participation of the Vietnam Fatherland Front with the entire Party, people and army in preventing and fighting the Covid-19 pandemic.
- The action program closely follows the spirit of the Party Congress Resolutions at all levels, the Party's directives and conclusions and is consistent with the practical situation; thoroughly overcomes the limitations of the previous term. Clearly define the goals, tasks and solutions of the Front, on that basis, select highlights in the direction of expanding the gathering of great solidarity, promoting democracy, creating consensus in society; strengthening solidarity, gathering compatriots of all ethnic groups, religions and overseas Vietnamese; promoting patriotic emulation movements, widespread and effective campaigns; promoting democracy, absorbing initiatives and recommendations of the People; representing and protecting the legitimate and legal rights and interests of all classes of people; improving the quality of social supervision and criticism activities, fighting against corruption and negativity, contributing to building a clean and strong Party and government; expanding people-to-people diplomacy to constantly enhance the prestige and position of the Party and State; Consolidate and build a strong Vietnam Fatherland Front system, strongly promote the role and responsibility of member organizations and advisory councils...
- The Congresses of the Fatherland Front at all levels will contribute opinions to the draft documents of the Congresses of the Fatherland Front at higher levels and propose amendments and supplements to the Charter of the Vietnam Fatherland Front so that the 10th National Congress of the Vietnam Fatherland Front can consider and decide on the amendments and supplements to the Charter of the Vietnam Fatherland Front to suit the requirements of the new situation and tasks.
- The personnel work of the Vietnam Fatherland Front Committees at all levels must have a reasonable number and structure, an appropriate expansion ratio, ensuring representativeness, practicality, typical patriotism, capacity, enthusiasm, responsibility, intelligence, and prestige. Delegates attending the Congress must be exemplary in quality, capacity, prestige, representing all classes of people, contributing wholeheartedly and responsibly to the success of the Congress. Improve the quality of typical individuals, representing classes, strata, ethnicities, religions, and overseas Vietnamese; ensure an appropriate ratio of non-Party members participating in the Vietnam Fatherland Front Committees at all levels.
- The time to conduct the Congress of the Vietnam Fatherland Front at the commune level is completed in April 2024; at the district level is completed in June 2024; at the provincial level is completed in August 2024. The 10th National Congress of the Vietnam Fatherland Front is expected to be held in October 2024.
V. SIGNIFICANCE OF THE CONGRESS OF FATHERLAND FRONT AT ALL LEVELS AND THE 10TH NATIONAL CONGRESS OF THE VIETNAM FATHERLAND FRONT
The Congresses of the Vietnam Fatherland Front at all levels and the 10th National Congress of the Vietnam Fatherland Front for the 2024-2029 term are important political events taking place in the context of our country striving to implement the Resolution of the 13th National Party Congress, comprehensively and synchronously promoting the renovation process, and increasingly deepening international integration, with many intertwined advantages, difficulties and new challenges.
The process of preparing and organizing the Congresses of the Vietnam Fatherland Front at all levels and the 10th National Congress of the Vietnam Fatherland Front is a broad and democratic political activity, aiming to strongly change the awareness, responsibility and actions of the entire political system and all classes of people in implementing the Party's strategic guidelines on strengthening and promoting the strength of great national unity; on the position and role of the Vietnam Fatherland Front in the new period. At the same time, it is also the process of organizing the Front from the grassroots to the Central level to propose practical solutions to consolidate and perfect the organization, apparatus and cadres; organize and launch a widespread practical emulation movement, making achievements to welcome the Congresses of the Fatherland Front at all levels and the 10th National Congress of the Vietnam Fatherland Front.
Continue to consolidate and strengthen the building of the Vietnam Fatherland Front to be worthy of being a political alliance, a voluntary union of political organizations, socio-political organizations, social organizations, socio-professional organizations and typical individuals in all classes, social strata, ethnic groups, religions and overseas Vietnamese; an important part of the political system; a political base of the people's government, representing and protecting the legitimate rights and interests of all classes of people, with the role of social supervision and criticism.
The organization of the Congresses of the Vietnam Fatherland Front at all levels and the 10th National Congress of the Vietnam Fatherland Front for the 2024-2029 term is an opportunity for the Front Committees at all levels and member organizations to continue to thoroughly grasp and imbue the Party's viewpoints and Ho Chi Minh's thought on great national unity, continue to mobilize all classes of people to promote the tradition of patriotism, national pride, the will to be self-reliant, the aspiration to build and develop a prosperous and happy country. Further promote the vanguard role of the working class, the great potential of the peasantry, the intelligentsia and the business community, strengthen the worker-peasant-intellectual alliance, as the foundation for the great national unity bloc.
