PREFABRICATED HOUSES - THE SOLUTION TO ELIMINATING TEMPORARY AND DILAPIDATED HOUSES IN BU DANG

Bu Dang District has a large area designated for mineral resources and forest land. The implementation of eliminating temporary and dilapidated houses in the area has faced difficulties at times due to the lack of solutions for households whose land falls within the mineral resource and forest land planning zones. However, the province has approved the construction of prefabricated and modular houses to provide residents with housing while also allowing them to readily hand over the land when the State begins mineral exploitation.

In response to the movement to eliminate temporary and dilapidated houses, Bu Dang has been proactively and flexibly implementing this work with solutions such as prefabricated and modular houses.

Tran Tuyet Minh, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, attended the handover ceremony of prefabricated and modular houses in Bu Dang district.

For many years, the family of Mr. Dieu Gay in Binh Loi village, Nghia Binh commune, has lived in a dilapidated shack on land given to them by his parents. Without stable employment, Mr. and Mrs. Gay and their two young children make a living by doing seasonal work. The family was eligible for housing assistance under the program to eliminate temporary and dilapidated houses, but because the land is designated for mineral resources, the house is only now beginning to take shape.

Along with 11 other households in the village, Mr. Dieu Gay's family received support to build a prefabricated house. "I'm so happy. Thank you to the authorities for supporting and helping my family get a new house. This gives my family more motivation and determination to rise out of poverty," Mr. Dieu Gay shared.

Mr. Tran Xuan Vu, from Thanh Dat Construction and Trading Investment Consulting Co., Ltd., the company responsible for the construction of the prefabricated and modular information building, stated that the building has an area of 44m² , measuring 4m wide and 10m long, with a 4m² bathroom. The structure is a prefabricated steel frame assembled with panels, covered with insulated corrugated iron, and includes a ceiling, electricity, and a stainless steel water tank. The construction company will provide a one-year warranty on the product.

Regarding the solution of constructing prefabricated and modular houses for residents to eliminate temporary and dilapidated houses in the area, Vice Chairman of the People's Committee of Bu Dang District, Nguyen Van Luu, said: "For households with land in mineral resource planning areas or forest land, we decided to build prefabricated and modular houses so that they can still be used when relocated, avoiding waste; at the same time, we require homeowners to sign a commitment to be ready to dismantle the houses when needed for mineral exploitation. The construction unit completes one prefabricated house within 7 days. The People's Committees of communes and towns are completing the relevant procedures to simultaneously erect prefabricated houses for eligible beneficiaries."

According to Mr. Luu, finding solutions to eliminate temporary and dilapidated houses for poor and near-poor households is difficult, but finding livelihoods for these groups is even more challenging, and this is the key factor in ensuring sustainable poverty alleviation. Local authorities and departments have been working together to find solutions to this problem.

In 2025, the total number of poor and near-poor households requesting the elimination of temporary or dilapidated houses in Bu Dang district is 191. Of these, 29 households have no land, 33 households have land within the forest area, and 60 households have land within the bauxite mining planning zone. Bu Dang currently has 10 households eligible to apply for housing support for war veterans and their families. The district has started construction on 86 houses, including 25 households using prefabricated structures.

DETERMINED TO ACCELERATE PROGRESS

Bu Dang district has implemented solutions such as building prefabricated and modular houses, while Bu Dop district has mobilized businesses to work together with the government to provide land for 17 households benefiting from the program to eliminate temporary and dilapidated houses but lacking land. Businesses provide land, and the government builds infrastructure such as electricity and water supply, so that people can have houses and fully benefit from the program as soon as possible.

Local authorities in the province are striving to complete the program of eliminating temporary and dilapidated houses by April 30th.

Recently, many localities have carefully reviewed the eligibility of war veterans and their families who need housing and are eligible for the program. The people have been very supportive and willing to contribute additional funds to make their homes more decent. As one of the war veteran households benefiting from the program to eliminate temporary and dilapidated houses, Mr. Nguyen Van An in Viet Tan hamlet, Loc Quang commune, Loc Ninh district, expressed: "I thank the authorities at all levels for approving my family's request for housing support this time. Besides the financial support, my family is willing to contribute additional costs to make our house more decent."

As of April 2nd, the entire province has started construction and renovation of 570 out of 765 houses. Of these, 442 out of 625 houses are for poor and near-poor households (70% completion), and 128 out of 140 houses are for people with meritorious service (90% completion).

Regarding further information on the work of eliminating temporary and dilapidated houses in Loc Ninh, Mr. Ta Hoang Dung, Deputy Head of the District's Agriculture and Environment Department, said: To date, the district has 136 households benefiting from the program, including poor households, near-poor households, and families with meritorious services. All 136 households have begun construction of new houses. Loc Ninh aims to complete the program of eliminating temporary and dilapidated houses in the district by April 20th.

Mr. Do Dai Dong, Vice Chairman of the Vietnam Fatherland Front Committee of the province, emphasized: Party committees and authorities at all levels, from the district to the grassroots, must pay more attention, be more thorough, and regularly monitor the progress of the program to eliminate temporary and dilapidated houses. The provincial Fatherland Front has transferred funds to localities. Localities must accelerate disbursement and create the best conditions for people to build and repair their houses. Local authorities must regularly monitor construction to ensure the quality of the projects.
