That was the emphasis of General Secretary To Lam - Head of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation, at the meeting of the Standing Committee of the Steering Committee on May 29. The General Secretary stated that Resolution No. 57 is not a political slogan, but a practical action program for Vietnam to take off. Therefore, the implementation work must be regularly checked. Existing limitations and bottlenecks must be assessed and promptly removed, without delay.

General Secretary To Lam emphasized that without science and technology, the growth rate in 2025 would not be over 8%, the tasks of the 13th National Party Congress would not be completed, and there would be no basis for double-digit growth in the following terms. Therefore, the implementation work must be regularly checked. Existing limitations and bottlenecks must be assessed and promptly resolved without delay.

According to the standing agency's assessment, up to now, local ministries and branches have deployed and completed 103/600 tasks; there have been positive highlights in the implementation of Resolution No. 57, however, there are still shortcomings, bottlenecks, and overdue tasks that have not been completed.

Resolution No. 57 is considered a new “Contract 10” and can create a turning point similar to what Contract 10 did for Vietnamese agriculture. If “Contract 10” liberates farmers’ productive capacity, Resolution No. 57 can pave the way for knowledge-based, creative and high-tech production. Experts say that to achieve remarkable development like developed countries, Vietnam needs to fundamentally change its thinking, especially regarding the culture of innovation. Vietnam needs to build a comprehensive national innovation ecosystem, with the active participation of universities, research institutes, enterprises, technology funding organizations, intellectual property organizations and technology exchanges, etc.

Dr. Nguyen Quan, former Minister of Science and Technology and Chairman of the Vietnam Automation Association, said: “We cannot implement Resolution 57 in the usual way - we must really compete. If we do not quickly transform the spirit of the Resolution into concrete, effective and drastic actions, we will miss the opportunity to make a breakthrough.”
