Proposal to supplement specific regulations on social criticism objects of the Vietnam Fatherland Front

The content of recommendations after supervision is increasingly specific and has a legal basis.

On August 16, continuing the 25th Session, under the direction of Permanent Vice Chairman of the National Assembly Tran Thanh Man , the National Assembly Standing Committee gave opinions on the draft Report summarizing 5 years of implementing Joint Resolution No. 403/2017/NQLT-UBTVQH14-CP-DCTUBTWMTQVN dated June 15, 2017 of the National Assembly Standing Committee, the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front detailing the forms of supervision and social criticism of the Vietnam Fatherland Front.

Presenting the Report, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Truong Ngoc Anh said that after 5 years of implementing Joint Resolution No. 403, the supervision and social criticism work of the Vietnam Fatherland Front and its member organizations has become increasingly in-depth, more specific, more rigorous, and has promoted practical effectiveness, which has been recognized and highly appreciated by Party committees and authorities; the position and role of the Vietnam Fatherland Front and socio -political organizations at all levels have been increasingly affirmed and promoted in the political system and social life.

Overview of the Session.

Affirming that, with the specific provisions in Joint Resolution No. 403, the work of social supervision and criticism of the Vietnam Fatherland Front and socio-political organizations has gradually become routine; social supervision and criticism activities have continuously expanded in the system of the Front as well as socio-political organizations. The quantity and quality of social supervision and criticism have been increasingly improved, the fields and contents of supervision have increasingly met the requirements of protecting the legitimate and legal rights and interests, and pressing issues of the People; the content of recommendations after supervision has become increasingly specific and legally based.

The activities of the People's Inspectorate in many places are still limited and formal.

In addition to the advantages that have been achieved, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Truong Ngoc Anh also said that the implementation of Joint Resolution 403 of the Vietnam Fatherland Front and socio-political organizations still has limitations. Some Party committees have not really paid attention to leading, directing, and orienting the monitoring and social criticism activities of the Fatherland Front and socio-political organizations. The implementation of Resolution 403 in some localities has not been regular. The Fatherland Front and socio-political organizations in some localities, especially at the grassroots level, are still confused in choosing the content of monitoring; the quality of some monitoring sessions is still limited, specific recommendations have not been made after monitoring, and the implementation results of recommendations after monitoring have not been monitored...

Some localities have only focused on the form of supervision by delegation and coordinated supervision; they have not paid attention to supervision in the form of research and document review. The supervision method has not attracted the attention and participation of the people. The activities of the People's Inspection Board and the Community Investment Supervision Board in many places are still limited and formal. The monitoring and urging of the settlement of recommendations after supervision, monitoring, urging, receiving and responding after social criticism in many places have not been focused on. In some localities, the material conditions and funding for supervision and social criticism are still difficult, the cost of ensuring supervision and criticism, especially for the activities of the People's Inspection Board and the Community Investment Supervision Board, still has many limitations and obstacles.

Proposal to add responsibility for responding to critical comments of the Fatherland Front on draft documents

According to Vice Chairman of the Central Committee of the Vietnam Fatherland Front Truong Ngoc Anh, through the preliminary review of 5 years of implementing Joint Resolution 403, it shows that some contents of the Resolution need to be amended and supplemented, such as: adding specific regulations on the subjects of social criticism of the Vietnam Fatherland Front and socio-political organizations; adding specific regulations on the time of conducting social criticism of draft documents in the process of drafting and promulgating legal documents; specifying the responsibilities of the drafting agencies to send the proposal and draft documents to the Fatherland Front at the same level to conduct social criticism; responsibility for researching, receiving, explaining, and responding to the Fatherland Front's criticism of projects and draft documents.

Amend and supplement regulations on the responsibilities of the National Assembly Standing Committee and the Government for social criticism of projects, draft documents and policies in the direction of strengthening the direction of the National Assembly Standing Committee to the National Assembly agencies in coordinating monitoring programs between the two agencies; specify the responsibility of the Government in directing ministries, branches and People's Committees at all levels to properly implement the provisions of the Law on promulgation of legal documents on sending documents to the Fatherland Front for criticism. Research and adjust forms of supervision and criticism in accordance with requirements, practices, implementation capabilities and guaranteed conditions.

In addition, the Standing Committee of the Central Committee of the Vietnam Fatherland Front also proposed to amend the regulations on budget preparation, management, use and settlement of funds to ensure social supervision and criticism activities of the Vietnam Fatherland Front Committee and socio-political organizations; provide specific guidance on the regulations on community investment supervision funds decided by the People's Council of the commune to create conditions for the Community Investment Supervision Board to operate more effectively. Pay attention to policies for non-professional cadres at the commune level. Soon issue a Decree detailing the organization and operation of the People's Inspectorate and the Community Investment Supervision Board.
