Voters welcome strong, comprehensive innovation in the activities of the National Assembly

On May 22, at the 5th Session of the 15th National Assembly, reporting on the results of monitoring the settlement of voters' petitions sent to the 4th Session of the 15th National Assembly, Head of the Petition Committee of the National Assembly Standing Committee Duong Thanh Binh stated: To date, 99.8% of petitions have been settled and responded to by voters. At the same time, he requested the Government to direct ministries and branches to review and thoroughly settle petitions, ensuring the right roadmap.

Specifically, the National Assembly and its agencies have responded to 91/91 petitions. Voters welcomed and agreed with the strong and comprehensive innovation of the National Assembly's activities, which are increasingly democratic, public, transparent, and closely connected to the people. In response to voters' petitions, the National Assembly has continuously innovated its methods of operation, putting legislation, supervision, and decisions on important national issues first, putting the interests of voters and the people first.

Propose the government to issue a final resolution to the petitions to ensure the integrity of the draft document.

To improve the quality of draft laws, before submitting them to the National Assembly for consideration and approval, to ensure that the laws are in line with reality and meet the aspirations of the people, the Standing Committee of the National Assembly has organized conferences of specialized National Assembly deputies and specialized meetings on law. The National Assembly's supervisory activities continue to have many innovations, focusing on institutional improvement, issuing resolutions, projects, conclusions, and instructions on supervisory activities, innovating and improving the organization and implementation methods in a number of supervisory activities of the National Assembly and the Standing Committee of the National Assembly.

The issues that voters and people have been concerned about in recent times have been directly and online questioned by the Standing Committee of the National Assembly to the National Assembly Delegations, including: Improving the quality of trials and settlement of all types of cases, especially administrative cases, criminal cases on economics and corruption; handling of petitions for review and retrial; improving the quality of exercising the right to prosecute and supervise judicial activities in settling criminal cases, especially economic and corruption cases; not letting criminals escape, wrongly convicting innocent people...

The Government, ministries and central agencies have resolved and responded to 2,466/2,469 petitions. In general, the Government, ministries and central agencies have focused on studying and resolving voters' petitions, demonstrating openness and accepting voters' petitions when carrying out management and administration work. The content of resolving and responding to voters' petitions is clear and specific, and has been agreed by voters and the people; for those petitions that voters cannot resolve, ministries and agencies have acknowledged and accepted them in the process of amending and supplementing policies and laws in the coming time.

Some specific recommendations of voters have been studied by central ministries and branches, providing practical solutions to resolve or fully answer voters' concerns, such as responses from the ministries of: Transport; Home Affairs; Public Security; Health; Labor, War Invalids and Social Affairs; Construction; Agriculture and Rural Development; Finance; Justice; National Defense; Culture, Sports and Tourism; Natural Resources and Environment; Education and Training.

Receiving, studying and resolving voters' recommendations has contributed to removing difficulties and obstacles, promoting socio-economic development, stabilizing social order and security, improving people's lives, and creating trust for voters and people nationwide.

The Supreme People's Court and the Supreme People's Procuracy have resolved and responded to 20/20 petitions.

Some voters' petitions have not been completely resolved.

In addition to the achieved results, Head of the Petition Committee Duong Thanh Binh pointed out a number of limitations. Accordingly, the collection and synthesis of voters' petitions sent to the National Assembly have not been ensured within the time limit prescribed by law.

Regarding the Government, ministries and central branches, Head of the People's Petition Committee Duong Thanh Binh pointed out the following limitations and problems:

Firstly, although people's rights are affected because state agencies do not comply with legal regulations, voters' petitions have not been resolved yet.

Second, some voters' recommendations have been accepted by ministries and branches. Although many solutions have been implemented, the changes are still slow, so voters are still frustrated and continue to make recommendations.

Third, some voters' petitions have not been promptly resolved due to the lack of close coordination between ministries and branches or between ministries and localities.

Propose the government to thoroughly resolve the petitions to ensure tolerance of the 3rd generation.

Fourth, some provisions of the Law, although approved by the National Assembly in the previous term, have not yet been implemented because some Ministries have been slow to issue guiding documents; in some cases, guidance documents have been advised to be issued but errors have occurred, so the provisions have not been implemented.

Ensure quality and timely resolution of voters' petitions

From the above limitations, Head of the Petition Committee Duong Thanh Binh recommended that the agencies of the National Assembly continue to strengthen the supervision of the promulgation of legal documents, especially the promulgation of documents guiding the implementation of laws, ensuring the consistency, synchronization and quality of the legal system, promptly detecting errors to propose improvements. National Assembly delegations and National Assembly deputies continue to improve the quality of synthesizing, classifying and handling voters' petitions; ensuring the progress and time to send reports synthesizing voters' petitions according to regulations.

At the same time, the Government is requested to direct ministries and branches to resolve existing shortcomings as stated in the report; review and thoroughly resolve recommendations that are in the process of being resolved, ensuring the correct roadmap for reporting to voters.

In addition, it is necessary to improve the quality of the work of drafting legal documents; review the responsibilities of individuals, agencies and units that lack responsibility for errors in promulgating and amending legal documents as well as guidance documents...
