Proposal to build 9-storey building after a series of illegal constructions

On October 31, Mr. Nguyen Manh Hong - Chairman of the People's Committee of Thach That district ( Hanoi City) signed a report on the results of implementing the direction of the Chairman of the People's Committee of Hanoi City Tran Sy Thanh on the case of people building a 9-storey mini apartment building with 146 apartments in Tan Xa commune.

The Chairman of Thach That district said that after being informed, mobilized and "resolutely intervened by the local government", the investor has dismantled the entire corrugated iron roof and steel frame of the mini apartment building. Currently, the illegal part of the 9th floor has been dismantled and the 8th floor is being dismantled.

Regarding the direction and tasks in the coming time, Thach That district said it will direct specialized agencies and localities to resolutely not let construction works that violate or do not ensure fire prevention and fighting conditions (PCCC) be put into use, and to prepare records to handle construction works that violate land, construction order, and PCCC.

The investor has dismantled the entire corrugated iron roof and iron frame of this 9-storey mini apartment building.

For constructions that violate fire prevention and fighting regulations, if they can be remedied, they will be temporarily suspended until fire prevention and fighting regulations are met before they can be put into use. For constructions that violate fire prevention and fighting regulations and cannot be remedied, their operations will be suspended.

Chairman of the People's Committee Nguyen Manh Hong said that Thach That district will also clarify the responsibilities of officials and civil servants assigned to direct and advise on the implementation of state management work in various fields when violations occur in the area to handle them according to regulations.

Thach That District also requested the Hanoi People's Committee to direct the Hanoi Electricity Corporation to resolutely handle violations in cases of not meeting the conditions for using electricity and using electricity for the wrong purposes.

According to the Chairman of the People's Committee of Thach That district, the current general construction planning project of Thach That district (approved in 2014) has many shortcomings, is not suitable, and lacks balance and harmony in development between communes in the district.

In addition, the sustainability of the planning project is not high, not meeting the rapid urbanization speed and development needs of the district, which has impacted and affected the implementation of investment projects, promoting the local socio -economy, as well as the need for investment in housing construction of the people, especially in the communes near the Hoa Lac high-tech park.

Therefore, the People's Committee of Thach That district proposed that the People's Committee of Hanoi City allow the district to update and propose to integrate into the Capital Planning, adjust the Capital General Planning the content on the orientation of building height for communes in the area (maximum 9 floors) to suit the development orientation of the Western City.

Chairman of Thach That District People's Committee proposed to build a maximum of 9 floors.

Previously, on October 18, Thach That district decided to suspend the management and operation of 3 commune People's Committee Chairmen in the area to focus on handling construction works that violate construction order and fire prevention. The 3 commune People's Committee Chairmen were temporarily suspended from work, including: Tran Van Hoa, Chairman of Tan Xa Commune People's Committee; Nguyen Ba Khai, Chairman of Thach Hoa Commune People's Committee and Truong Quang Hong, Chairman of Binh Yen Commune People's Committee.

The Chairman of the People's Committee of Thach That district also said that in these 3 communes, there are 30 illegal constructions, violating construction order or fire prevention and fighting regulations .
