Proposal to increase fines for using AI to create fake clips of leaders

He cited many times retired officials called him to ask “Is this true?” because what they saw were videos , images, and voices of leaders spreading on social networks. These videos were created by AI technology and it was very difficult to distinguish between real and fake.

“The images and words of leaders now made by AI technology are so real that it is difficult to distinguish. AI technology and artificial intelligence create short clips, causing bad and toxic information to spread widely on the internet, affecting the trust of society and the leadership, direction and administration of the Party and State,” Mr. Tuan stated the reality.

According to the Government 's report, in the third quarter of 2025 alone, the authorities handled more than 12,000 pieces of bad and toxic information, of which Facebook blocked and removed 10,713 violating posts; YouTube removed more than 700 violating videos; TikTok blocked and removed more than 900 violating content... Previously, in 2024, the authorities discovered and handled nearly 16,000 false posts and clips along with thousands of online scams with an estimated loss of nearly 19,000 billion VND.

Delegates said it was not only a matter of information management but also of trust, ideological security and social stability in the digital age.

He emphasized that a piece of fake news or a edited clip can spread to millions of people in seconds, causing huge losses that mainstream media must spend months removing and correcting.

Delegates said it is necessary to perfect the legal framework and unified coordination mechanism, increase penalties for organized acts of spreading fake news, and use AI impersonation to limit this situation.

He also said that it is necessary to clarify the responsibilities of cross-border platforms, requiring Facebook, TikTok, Google... to make commitments to the Vietnamese Government on periodic reporting, publicizing data, removing false information, processing time and spreading areas.

"If we are slow, letting bad news spread before good news, letting fake news overwhelm true news, the consequences will not only be loss of trust - but also loss of stability, loss of national pride...", the delegate shared.

Fraud, online kidnapping, human trafficking across borders

Delegate Ha Sy Dong (Quang Tri) talked about the very painful social issue of fraud on cyberspace and appropriation of people's property.

He mentioned the situation of people being tricked into going to Cambodia and Myanmar under the guise of being investors. Many people, especially young people and rural workers, were lured into being exploited or involved in fraud rings, causing huge losses to the country's assets and reputation.

Delegates from Quang Tri province proposed that the Government strengthen management capacity in preventing and combating high-tech crimes, and closely coordinate between the police, border guards, and foreign affairs in combating, investigating, and strictly handling transnational fraud rings.

Mr. Ha Sy Dong also said that it is necessary to promote propaganda work, raise public awareness, especially among youth, students, and workers in rural areas; strengthen international cooperation to support the repatriation and reintegration of defrauded citizens, considering this a humanitarian responsibility of society and the State.

Delegate Nguyen Thi Thuy (Thai Nguyen) raised the issue of online kidnapping. She analyzed that people do not understand what "online kidnapping" means, this is a very dangerous and reckless behavior, completely isolating children from their parents.

The delegate analyzed: "Following online fraud and kidnapping, we see that the subjects are constantly changing, diversifying their methods and tricks of committing crimes, so many people fall for them."

She recommended that the Government increase propaganda and closely follow criminal methods so that people know.

Delegate Nguyen Anh Tri (Hanoi) said that high-tech crimes and online kidnapping scams are becoming more and more common.

He cited an example of a hospital that was once attacked by a cyber attack, many computers were destroyed, 138 technology engineers had to work continuously for 2 weeks, eating and sleeping on site to fix it. As a result, 1/3 of regular customers left the hospital due to concerns about cyber security.

Mr. Tri said that many other units also suffered the same thing but "chose to stay silent and endure".

Regarding online fraud and kidnapping, delegates expressed concern that this situation is "too much, too common". He proposed that the Government must be strong and determined to solve this problem, prevent high-tech crimes, and investigate and strictly handle online fraud and kidnapping.

The Government needs to strengthen international cooperation to crack down on cross-border crime and fraud; focus resources on fighting high-tech crime and protecting national cybersecurity.
