To let culture permeate community life

With the goal of improving the spiritual and cultural life of the people, contributing to the implementation of the National Target Program on New Rural Development (NTM), the Department of Culture, Sports and Tourism (DST) of Dien Bien province has implemented many practical activities, both preserving and promoting traditional values, and making culture a stream closely associated with the community.

In each village, the mass cultural and artistic movement is always the glue that binds the community, the spiritual support after hours of hard work. However, to maintain the vitality of that movement, the role of the "nucleus" of the arts is very important. Based on that reality, since the beginning of the year, the Department of Culture, Sports and Tourism of Dien Bien province has organized many training sessions, fostering knowledge and skills for this force, including: Cultural and social civil servants, representatives of the Women's Union, Youth Union, folk artists and members of typical art troupes of the communes.

Ms. Lo Thi May, a member of the Muong Lay ward art troupe, shared: Thanks to the training sessions, we learned how to stage the program and how to coordinate the performances to attract viewers. Previously, organizing art performances was mainly based on experience, but now there is a systematic method, which will certainly attract more people to participate...

Along with improving the capacity of grassroots cultural teams, the Department of Culture, Sports and Tourism of Dien Bien province also focuses on propaganda and dissemination of the Party and State's policies. Instead of dry meetings and communications, policy information is "softened" through lively cultural and artistic activities, helping people to easily receive and remember.

Leading this effort is the Provincial Cultural and Cinema Center. In the first 6 months of the year alone, the Center organized nearly 50 direct propaganda sessions at the grassroots level and hundreds of mobile propaganda sessions, combined with performances and film screenings brought to villages and hamlets, creating a vibrant atmosphere and attracting a large number of people to participate.

Ms. Pham Thi Tuyet Mai, Deputy Director of the Provincial Cultural and Cinema Center, said: Softening the content of policy propaganda through folk songs, comedy skits, or film screenings... is the shortest and most effective way to bring information to the people. When received naturally, easily remembered, easily understood, people will agree and implement better. For people in the highlands, this method is even more effective.

A clear demonstration of the creative approach of the Provincial Cultural and Cinema Center is the mobile propaganda program on administrative reform and administrative procedure control organized in Na Sang commune (former Muong Cha district) in mid-April 2025. Instead of lengthy reports, the propaganda team brought performances praising the homeland, mixed with humorous but profound skits. The short play "Change for professionalism, discipline..." made a strong impression, helping people better understand the meaning of administrative reform and the direct benefits it brings to the people.

Mr. Lo Van Tinh, a resident of Na Sang commune, said: This way of propaganda is fun and very easy to understand. We listen, watch and discuss with each other, so we remember it longer. Many administrative procedures that were previously seen as complicated are now much clearer and more convenient.

In many localities of Dien Bien province, cultural activities, art performances, and mobile film screenings have become events that people look forward to. Folk melodies, traditional dances, or skits reflecting familiar life are both entertaining and convey educational messages and social orientation. Thanks to that, culture does not stop at the slogan "bringing to the grassroots" but truly permeates and spreads throughout the community.

At every event, big or small, culture and art are always indispensable spiritual "food".

In the process of building new rural areas, culture plays a key role in building a civilized lifestyle, preserving identity, and creating motivation for development. When spiritual life is improved, people have more confidence and motivation to work enthusiastically and produce, contributing to changing the face of the countryside.

By combining synchronous solutions, being flexible and creative in the way of doing things, the Department of Culture, Sports and Tourism of Dien Bien is gradually realizing its mission of building a rich and healthy spiritual and cultural life, as a foundation for the sustainable development of the locality. In particular, the activities of the Department of Culture, Sports and Tourism of Dien Bien in recent times have contributed to enriching the spiritual life of the people, while strengthening the belief in the guidelines and policies of the Party and State. Culture has become a bridge connecting the government and the people, creating social consensus, arousing the emulation movement of labor and production, promoting socio-economic development, and maintaining national defense and security./.
