Proposal to abolish road toll stamps, promote digital management

The Ministry of Construction has proposed removing road toll stamps on cars, saying that this measure is no longer necessary as vehicle management has shifted to digitalization.

Currently, cars in Vietnam are required to have two types of oval stickers on their windshields: inspection stickers and road use fee stickers. However, according to the Ministry of Construction , maintaining the fee stickers is gradually becoming a formality, because all data has been integrated into the electronic system of the Vietnam Register and can be easily looked up.


The agency also pointed out the current problem of not having specific regulations on the competent authority to impose fines if the vehicle does not have a sticker or is late in paying the fee. In reality, most vehicle owners usually complete the payment of the fee during the periodic inspection process, regardless of whether it is late or not.

Continuing to use paper stamps not only increases administrative costs but is also inconsistent with modern traffic management trends. Instead, using a digital database will help authorities check faster, more transparently and save time.

In addition, the Ministry of Construction proposed expanding the free road use policy to all cars that have been suspended for 30 days or more, instead of only applying it to commercial vehicles as it does now. This proposal is expected to ensure greater fairness among vehicle owners.


According to statistics, Decree 90/2023 has contributed significantly to the state budget, when the total road toll revenue in 2024 exceeded 14,000 billion VND for the first time. However, this decree also gave rise to many shortcomings. Typically, tolls are still collected from vehicles that are no longer in operation, are temporarily detained, or are unreasonably charged for buses carrying students, workers, which are currently subsidized like public buses.

Vietnam currently has about 5 million cars in circulation, and half a million new cars are registered each year. In the context of increasingly strong digital transformation, streamlining procedures such as eliminating toll stamps is a necessary step to reduce administrative burdens, save costs and increase efficiency in traffic management.
